060704m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting June 7,2004 The Harnett County Board of Commissioners met in regular session on Monday, June 7,2004, in Courtroom 6, Harnett County Courthouse, 301 West Cornelius Harnett Boulevard, Lillington, North Carolina. Resolution to adopt inter-local agreement for the County's liability & property insurance (Attachment 3) 6. Various documents to initiate the 2004-05 CDBG Program for the Lockhart Lane area in Shawtown. This grant consists of $700,000 in CDBG funds from the North Carolina Department of Commerce and $70,000 in local funds spread over two fiscal years. (Attachment 4) "~/ 7 . Work Authorization for Airport Master Plan: Approved Talbert & Bright, Inc. Work Authorization No. 04-01 to update the Harnett County Airport's master plan. The current master plan was approved by NC Department of Transportation in December, 1994. The County growth rate and desire to have a business class airport has caused the plan to be dated. This Work Authorization has been submitted to NC DOT for approval also. Any changes recommended by the Department of Transportation will be incorporated. The project will be funded by AIR-21 funds (State Project # 36237.25.5.1). The assistant county manager is authorized to sign forms required by this work authorization. 8. Contract with Triangle Grading and Paving Company of Burlington to proceed with relocation of Old Stage Road-NCSR 1769. The contract amount for this project is $801,455. 9. Change Order for T.A. Loving Company. This is an increasing change order in the amount of$861,800 for the Hwy. 87IWHIP Wastewater Project. The increase is needed to continue the construction of the wastewater force main from the original ending point at the Western Harnett Industrial Park to the Lee County line. (Attachment 5) 10. Amendment to extend a Sheriffs Department grant from the North Carolina Division of Social Services for 2004-05. (Attachment 6) 11. Project ordinance authorizing the installation of utilities and roadwork for the Western Harnett and Edgerton Phase II Industrial Parks. This ordinance amends an earlier ordinance to include the Edgerton Phase II Industrial Park. (Attachment 7) 12. Extension of lease agreement for Harnett County Fire Marshal/Emergency Management office space. Term is two years beginning May 1, 2004 and ending on April 30, 2006. Amount of consideration is $1,700.00 per month. 13. County Funding Plan for Home and Community Care Block Grant for Older Adults - allocation of funds to various programs. 14. Contract with Angier-Black River Rescue Squad, Inc. for Elnergency Medical Service for FY 2003-04 15. Resolution to authorize leasing of computer equipment which had been noted as a capital outlay item in the Board of Education's proposed budget. State statute requires that the Board of Education acquire approval of the Board of Commissioners when entering a lease purchase agreement. (Attachment 8) Commissioner Titchener moved for the appointments listed below. Commissioner Andrews seconded the motion and it passed unanimously. Harnett County Planning Board Stephen M. King, Ph.D. appointed for a 3-year term to expire 6/30/07 nominated by Commissioner Andrews Harnett County Board of Health Dr. Chris W. Stewart appointed for a 3-year term to expire 6/30/05 nominated by Commissioner McNeill Nursing Home Community Advisory Committee Karen Clayton appointed for a I-year term to expire 6/30/05 nominated by Commissioner McNeill Juvenile Crime Prevention Council Adam Miller and Rachel Smith for 2-year terms to expire 6/30/06 nominated by Commissioner McNeill 355 3:5 6 Vice Chairman Hill called to order a public hearing on the proposed FY 2004-2005 Secondary Roads Improvement Program and called on Ray Stone, District Engineer, NC Department of Transportation. Mr. Stone introduced Mac Campbell, NC Board of Transportation member, and DOT staff members Terry Gibson, Ken Murphy, Bill Hamblin and Keith Anderson. Mr. Stone presented and discussed the proposed roads improvement program. Commissioner Titchener thanked DOT for the program presented at Campbell University, Friday, June 4. Commissioner Andrews asked about the status of Tudor Road and thanked DOT for improvements that have been made to Hwy. 401 N, NC 55, and NC 210. Commissioner McNeill asked about Sharp Road and Broadway/Swan Station Road. He also thanked them for the assistance provided for the County's industrial parks and economic development. Vice Chairman Hill thanked DOT for paving dusty roads; it helps people who have breathing problems. Ms. Hill noted that guard rails are needed on Byrd Mill Road. Vice Chairman Hill opened the meeting for comments from the public. Comments were received from the following citizens: 1. Patsy Carson, Envin - asked that Moccasin Branch Road not be paved. 2. Hilda Pope, Coats - asked when Willis Pope Road would be paved. 3 . Wanda Gregory, Angier Mayor - thanked DOT for improvements in Angier and stated that she enjoyed working with its staff. There being no further comments, Vice Chairman Hill closed the public hearing. Commissioner Titchener moved to adopt the resolution approving the FY 2004-2005 Secondary Roads Improvement Program as presented. Commissioner Andrews seconded the motion and it passed unanimously. (Attachment 9) Departmental reports were filed with the Board from Animal Control, Veteran's Affairs, Central Permitting, Report of Intra-Departmental Budget Amendments (Attachment 10) Commissioner McNeill moved that the Board go into closed session for the following purposes: 1) To discuss maters relating to the location or expansion of industries or other businesses in Harnett County; and 2) To instruct the County staff in negotiating the terms on a proposed contract for the acquisition of real property. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(4)&(5). Commissioner Andrews seconded the motion and it passed unanimously. Commissioner Andrews moved for the Board to come out of closed session. Commissioner Titchener seconded the motion and it passed unanimously.
