The funding sources will be 911 telephone funds, Asset Forfeiture fund and the Sheriff's Office Capital Fund.
The total cost of the project will be approximately $ 905,000.00.
F. Harnett Regional Jetport requests approval of the project ordinance for the Hangar Project.

9. Public Hearing – Harnett County FY 2025-2026 Budget
A proposed budget for the fiscal year beginning July 1, 2025, for Harnett County, North Carolina,
was presented to the Harnett County Board of Commissioners on May 5, 2025. The proposed
budget, including expenditures for the Harnett County Economic Development Department as
well as appropriations for specific economic development incentives, is available in the office of
Clerk to the Board, 455 McKinney Parkway, Lillington, North Carolina, for public inspection. The
proposed budget is also available for public inspection online at www.harnett.org under “What’s
New”.
The total expenditures budgeted for economic development matters is $1,289,880.
Included are specific incentive grant disbursements pursuant to previously adopted Economic
Development Incentive Agreements. Grants are performance based and calculated as eighty
percent (80%) of property taxes paid by the company attributable to its direct investments.
Specific incentive is as follows:

10. Discuss Johnston-Lee-Harnett Community Action Group appointment/reappointment. This item
was postponed at the May 13, 2025 Work Session until May 19, 2025 Board Meeting.

The Harnett County Board of Commissioners sitting as the governing body of the Northwest Water
and Sewer District met in special session on Monday, April 21, 2025 at 6:00 pm, in the
Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney
Parkway, Lillington, North Carolina.

Chairman Nicol called the meeting to order at 8:30 pm.
Christopher Appel, Senior Staff Attorney reviewed a request to approve an assignment and
dedication of utility easements for water and sanitary sewer and bill of sale between RP Wellons
Land Development, LLC and Northwest Water and Sewer District.
Vice Chairman Morris made a motion approve an assignment and dedication of utility easements
for water and sanitary sewer and bill of sale between RP Wellons Land Development, LLC and
Northwest Water and Sewer District. The motion was seconded by Commissioner Matthews and
carried unanimously. (Attachment 1)
Vice Chairman Morris made a motion to adjourn at 8:31 pm. The motion was seconded by
Commissioner Matthews and carried unanimously.

The Harnett County Board of Commissioners met in work session on Tuesday, April 29, 2025 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.

Chairman Nicol called the Harnett County Board of Commissioners meeting to order at 9:00 am.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Commissioner
Jaggers made a motion to approve the agenda as published. The motion was seconded by
Commissioner Matthews and carried unanimously.

Sarah Arbour, Planner II, reviewed PROPOSED ZONING CHANGE: Case#PLAN2503-0001
Landowner/Applicant:1960 Properties, LLC /Chan Ho; 1.19 +/- acres; Pin # 9568-66-9087.000;
From RA-20R to Commercial Zoning District. Barbecue Township; SR #1207 (Seawell Rosser
Road) & NC Hwy 87 N. The property, formerly used for residential purposes, is vacant and
fronts both Seawell Rosser Rd. and NC 87 N. The home and accessory structure previously
located on the property were demolished in December 2024. Surrounding land uses include the
Olivia Post Office, a convenience store, a communications station, a massage parlor, and single-
family residences. Public water and sewer are available.
Staff evaluation:
• The subject property is located within a mixed-use area, characterized by both residential
and nonresidential land uses. The subject property is adjacent to property zoned
Commercial and currently used for commercial purposes.
• The requested zoning district is compatible with the underlying land use, Rural Center.
This land use classification is a development node that encourages commercial land uses
and economic development throughout the county. The uses permitted in the Commercial
zoning district are compatible with the underlying land use.
• There is a convincing demonstration that all uses permitted under the proposed zoning
district classification would be appropriate in the area included in the proposed change.
The uses permitted in the Commercial zoning district are compatible with the
surrounding and nearby commercial land uses. Additionally, the property has access to
water and sewer utility services and is located within a Rural Center Development Node.
• There is a convincing demonstration that the character of the neighborhood will not be
materially and adversely affected by the uses permitted in the requested zoning district.
The uses permitted in the Commercial zoning district are compatible with the nearby
non-residential land uses.
• The requested zoning district is compatible with the future land use classification, Rural
Center. The Rural Center Use Future Land Use classification supports small scale,
market-driven commercial centers.
As stated in the evaluation, the requested rezoning to Commercial would not have an
unreasonable impact on the surrounding community based on compatibility with the future land

use plan and the surrounding land uses. It is recommended that this rezoning request be
APPROVED.
At the April 7, 2025, Planning Board meeting, the Planning Board voted 5-0 to recommend
approval for the request to rezone from the RA-20R to the Commercial Zoning district. The
Planning Board found the requested rezoning is compatible with the future land use classification
and the surrounding commercial land uses.
An adjacent property owner spoke at the meeting to ask questions about the applicant's intended
use of the property. There was no one present to speak in opposition.
The public hearing was held at the April 21, 2025 Board Meeting and the item was deferred until
April 29, 2025 Work Session. Commissioner Matthews stated I do not believe the request to
rezone the property to the Commercial zoning district is reasonable and is incompatible with the
surrounding residential land uses. Commissioner Matthews made a motion to deny the rezoning
request. The motion was seconded by Vice Chairman Morris and carried unanimously.

Mark Locklear, Development Services Director stated the Harnett Horizons 2040
Comprehensive Plan developed by Development Services staff and Stewart Engineering was
presented and the public hearing was held at the April 21, 2025 Board Meeting. The item was
deferred until April 29, 2025 Work Session. Vice Chairman Morris made a motion to approve
the Comprehensive Land Use Plan as it stands. The motion was seconded by Commissioner
Matthews. Commissioner Jaggers stated I would like to thank you all on your hard work; you all
really put in a lot of time and I like your involvement with the other entities. Commissioner
McKoy stated long time coming; thank you. Chairman Nicol called for a vote. The motion to
approve carried unanimously. (Attachment 2)
Fluoridation of County Water. Vice Chairman Morris stated we have been through this a number
of people coming up and offering their opinions. Our Health Department has offered its opinion
and there is still a lot of data out there that we have not looked at. Vice Chairman Morris made a
motion to table this discussion indefinitely until we have a chance to look at it more.
Commissioner Matthews seconded the motion. Commissioner Jaggers stated I think there is
more information we need to get. Chairman Nicol called for a vote .The motion to table
indefinitely carried unanimously.
Tommy Burns, Harnett Regional Water Director, reviewed the proposed Capital Improvement
Plan (CIP) for FY 2025-26. A copy of the CIP is attached. (Attachment 3)
Additional discussion included PFAS.
Mr. Burns also reviewed information regarding the Harnett Regional Water System
Development and Tap Fees. Mr. Byrd presented to you some information back in December
regarding our system development fees. You have asked us to expand on that some further. Mr.

Burns provided a brief history on how system development fees were established and the process
to go through in order to set those fees. Vice Chairman Morris expressed concerns regarding the
cost associated with a commercial tap.
Coley Price, Deputy County Manager, thanked the Board for their support of the Animal
Adoption Center. Barry Blevins, General Services Director, reviewed a request for approval to
move forward with the Request for Qualifications for the Animal Adoption Center using the
Construction Manager at Risk (CMAR) method. Consensus of the Board was to place this item
on the next consent agenda.
The Board reviewed applications to serve on Boards and Committees. Consensus of the Board
was to appoint Barry Blevins to the Home and Community Block Grant Committee and
reappoint Benjamin Slaughter as District 4 representative to the Harnett County Jetport Board.
Brent Trout, County Manager, stated included in your packet is the Performance Management
Quarterly Report. Today is the day for our Shearon Harris exercise, we have a lot of individuals
over at Emergency Services attending the exercise.
Commissioner Jaggers made a motion to go into Closed Session to discuss certain economic
development matters. This motion is made pursuant to NC General Statute Section 143-318.11
(a)(4). The motion was seconded by Commissioner Matthews and carried unanimously.
Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into
open session.
Commissioner Jaggers made a motion to recess the meeting to reconvene downstairs at 11:00 am
to meet in Joint Session with the Board of Education. The motion was seconded by
Commissioner McKoy and carried unanimously.

Chairman Powell stated we greatly appreciate the Board and ask for the consideration of our
funding request and thanked the Board of Commissioners for their support.

Commissioners and the Board of Education.
Vice Chairman Abate made a motion to adjourn the Board of Education. The motion was
seconded by Board Member Hairr and carried unanimously.
Vice Chairman Morris made a motion to adjourn the Board of Commissioners. The motion was
seconded by Commissioner Jaggers and carried unanimously.

Commissioner Jaggers read the Foster Parent Appreciation Month Proclamation proclaiming May, 2025,
as “FOSTER CARE MONTH” in Harnett County, and commended its observance to all citizens.. A
copy of the Proclamation was presented to the Department of Social Services.
Chairman Nicol opened the meeting for informal comments by the public, allowing up to 5 minutes for
each presentation up to 1 hour. The following people provided comments:
1. Justin Tahilramani and Brett Campbell of Sandhills Real Estate Holding, LLC.
2. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
3. Kate Reichert of 6711 River Road, Fuquay Varina, NC.
4. Marge Moreton of 86 Gwendolyn Way, Fuquay Varina, NC.
No one else spoke and the public comment period was closed.
Brent Trout, County Manager, reviewed the Budget Message for FY 2026. A copy of the budget
message is attached. (Attachment 1)
Mr. Trout shared a Town Hall Meeting is scheduled for May 7th at 6:00 pm at Highland Middle School
with Chairman Nicol and Commissioner McKoy. Also this week, the ribbon cutting for Recovery Alive
Home on May 8th at 11:00 am.
Vice Chairman Morris made a motion to approve the budget amendments as requested by the Finance
Officer. The motion was seconded by Commissioner Jaggers and carried unanimously. (Attachment 2)
Tommy Burns, Harnett Regional Water Director, reviewed a request to remove two chemicals from the
Request for Bids as they are sole sourced. Carus LLC is the sole manufacturer of AQUA MAG®
blended phosphate. Water Guard, Inc./ Hawkins, Inc is the sole source provider for Captor (Calcium
Thiosulfate) manufactured by Tessenderlo Kerely in North Carolina. Vice Chairman Morris made a
motion to approve the removal of the two chemical as requested. The motion was seconded by
Commissioner Matthews and carried unanimously.
Vice Chairman Morris made a motion to adjourn at 9:44 am. The motion was seconded by
Commissioner Jaggers and carried unanimously.

The Harnett County Board of Commissioners met in work session on Tuesday, May 13, 2025 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.

Coley Price, Deputy County Manager and Christopher Appel, Senior Staff Attorney provided an
Opioid Task Force and Settlement Dollars information session for local municipalities. The
session included the following information:
• Harnett County will receive upwards of $11,000,000 distributed over 18
years, from Fiscal Year 2022-23 through Fiscal Year 2038-39, through a
Memorandum of Agreement with North Carolina
• $215,000 has been allocated to the Medication-Assisted
Treatment/Medications for Opioid Use Disorder (MAT/MOUD) program in
the Harnett County Detention Center
• $20,000 has been allocated to the purchase of Narcan for community

distribution, including the School System
• $35,000 has been allocated for Recovery Alive
• $230,463.20 for NCHRC for years 2 and 3 of a three-year contract

and has continued her treatment. She is currently pregnant
and healthy, and has obtained housing and employment.
o North Carolina HARM Reduction
Over the weekend of April 18, 2025 there were four overdoses from
opioids. Two people requested help:
• One person received naloxone, FTS, education, and a
referral to treatment.
• One patient received naloxone, FTS, XTS, education, and
linkage to inpatient detox intake.
• The patient completed the inpatient treatment is has been
moved out to PEER support treatment

Commissioner McKoy thanked Mr. Price and Attorney Appel for their hard work. Commissioner
McKoy requested staff contact the District Attorney for a meeting regarding an expungement
program.
Chairman Nicol opened up a comment period for local municipalities and the following people
spoke:
1. Snow Bowden, Town Manager, Town of Erwin, thanked staff for their hard work and
stated I think it is a good plan.
2. Barbara Hollerand, Town Manager, Town of Coats stated this has been very informative
and thanked staff for their hard work.
Barry Blevins, General Services Director, introduced Shelby Powell, Deputy Director for
CAMPO. Ms. Powell presented the following information:

Ms. Powell stated as community needs evolve, so must our approach to public transportation.
The results of this study clearly show strong local interest in microtransit as a flexible,

accessible, and context-appropriate mobility solution.
We urge public officials to:
• Consider transit as a service that becomes necessary with the growth of an
area.
• Assess local funding potential for transit. State and federal grants are
inconsistent.
• Advance the recommendations of this study to implementation stage.
• Improve economic participation of low-income, car-deficient households,
people who cannot drive (teens, seniors, young adults) through transit.
• Champion statewide and federal transit funding initiatives to ensure consistent
funding streams (similar to roadways).
Ms. Powell requested the board consider approving/endorsing the North Harnett Transit Study
recommendations. Discussion including funding and grant opportunities. Consensus of the Board
was to place this item on the next consent agenda to endorse the North Harnett Transit Study
recommendations. A copy of the power point presentation is attached. (Attachment 1)
Barry Blevins, General Services Director reviewed information regarding Modivcare
Transportation. Modivcare is a non-emergency medical transportation broker. Mr. Blevins
shared why they are interested in having discussions with Modivcare, which has been operating
in Harnett County since 2021 with Medicaid transformation. Consensus of the Board is to allow
staff to continue negotiating an agreement with Modivcare Transportation and place it on the
next consent agenda.
Mr. Blevins also reviewed a request for approval of the FY 2027 5311 Administrative Grant
preapplication documents as requested by NC Department of Transportation (NCDOT) /
Integrated Mobility Division (IMD). Consensus of the Board was to place this item on the next
consent agenda.
Gary McNeill, Major, reviewed a request for approval to enter into a contract with Southern
Software to replace our present Sheriff's Office records management software and 911 CAD
software. The funding sources will be 911 telephone funds, Asset Forfeiture fund and the
Sheriff's Office Capital Fund. The total cost of the project will be approximately $905,000.00.
Consensus of the Board was to place this item on the next consent agenda.

Ira Hall, Chief Information Officer, provided an update on Broadband and information included:
GREAT Grant
• BrightSpeed will be serving over 4500 locations
o $10.26 million with Harnett’s match of $375,000
• Spectrum will be serving around over 800 locations
o $2.9 million with Harnett’s match of $246,000
• Ripple Fiber will be serving around over 1000 locations
o Fully State and Ripple funded
CAB Grant
• BrightSpeed will be serving an additional 2000 locations
o $5.54 million funded fully by the State Broadband Office and BrightSpeed
• NEW as of April 2025
o Spectrum will be serving an additional 300 locations

funding after this CAB grant round
Mr. Hall introduced Kayla Houde, Director of Government Affairs, Ripple Fiber who joined via
Teams Meeting online. Ms. Houde provided information regarding Ripple Fiber.
Brad Abate, Jetport Director reviewed a request for approval of the project ordinance for the
Hangar Project. This project consists of the development of a large corporate apron, connector
taxiway, and pad ready sites for up to 8 corporate hangars to accommodate existing demand per
the County hangar construction waiting list. The first phase of development to be constructed
will involve the design and relocation of Airport Road and associated utilities. Consensus of the
Board was to place this item on the next consent agenda.

Ms. McFadden stated a public hearing on the budget has been advertised and is scheduled for

County’s zip code initiative and enlisting support from congressional colleagues for House Bill
3095. Commissioner Jaggers made a motion to approve the letter of support. The motion was
seconded by Vice Chairman Morris and carried unanimously. (Attachment 3)
Chairman Nicol shared we now have a representative from US House Representative Brad
Knott’s office here once a week.
Mr. Trout also reviewed a request to adopt a Resolution Opposing House Bill 765 An Act to
Reform Local Government Development Regulations In This State. Vice Chairman Morris made

a motion to adopt a Resolution Opposing House Bill 765 An Act to Reform Local Government
Development Regulations In This State. The motion was seconded by Commissioner Jaggers and
carried unanimously. (Attachment 4)
The Board reviewed a request from Johnston-Lee-Harnett Community Action Group for the
reappointment of Gordon Springle or appointment of a new representative as Mr. Springle’s term
expires May 31, 2025. Commissioner Jaggers made a motion to postpone this item to the May
19, 2025 Board meeting to allow additional time to review information regarding the Board. The
motion was seconded by Vice Chairman Morris. Chairman Nicol, Vice Chairman Morris and
Commissioners Matthews and Jaggers voted in favor of the motion to postpone. Commissioner
McKoy voted against the motion to postpone. Motion carried 4:1.
Mr. Trout shared there is a Town Hall Meeting tonight at Town Hall in Erwin at 6:00 pm. with
Vice Chairman Morris. Commissioner McKoy and I attended the groundbreaking ceremony for
the community center for the Shawtown Alumni Association; excited they are breaking ground
on that project. We have just completed our spring cleaning, we had 509 volunteers, who
volunteered over 1350 hours, 1900 bags of trash were collected, 53 roadways cleaned; very
successful cleanup.
Commissioner Jaggers made a motion to go into Closed Session for consultation with the
County’s legal staff in order to preserve the attorney-client privilege concerning the handling of
certain litigation and claims including the following listed case: County of Harnett vs. 3M, et al.
“MDL No. 2:18-MN-2873 RMG;” and consultation with and instructions to the county staff
concerning the position to be taken by the County in negotiating a proposed contract for the
acquisition of real property. This motion is made pursuant to NC General Statute Section 143-
318.11 (a)(3) and (5). The motion was seconded by Vice Chairman Morris and carried
unanimously.
Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into
open session.
Commissioner Jaggers made a motion to adjourn the Board of Commissioners at 12:13 pm.
Commissioner Matthews seconded the motion. Motion carried unanimously.

Yes. The fleet will include accessible vehicles.

Why is the service area limited to North Harnett?
This was a transit ‘feasibility’ study for Harnett County administered through Capital Area Metropolitan Planning Organization (CAMPO).
CAMPO’s boundary only extends to the northern half of the County. However, efforts are being made by Fayetteville Area Metropolitan Planning
Organization (FAMPO) to study transit feasibility within their boundaries which will cover the southern half of Harnett County.

Wait times for microtransit depends on fleet size, which depends on the level of funding allocated to this service. Scheduling will be done
through a software that tries to minimize wait times, but it ultimately depends on the fleet size.

As community needs evolve, so must our approach to public transportation. The results of this study
clearly show strong local interest in microtransit as a flexible, accessible, and context-appropriate
mobility solution.
We urge public officials to:
•Consider transit as a service that becomes necessary with the growth of an area.
•Assess local funding potential for transit. State and federal grants are inconsistent.
•Advance the recommendations of this study to implementation stage.
•Improve economic participation of low-income, car-deficient households, people who cannot drive
(teens, seniors, young adults) through transit.

Sheriff Coats request approval to enter into a contract with Southern Software to
replace our present Sheriff's Office records management software and 911 CAD
software. The funding sources will be 911 telephone funds, Asset Forfeiture fund and
the Sheriff's Office Capital Fund. The total cost of the project will be approximately $
905,000.00. The project cost is through the NC Sheriff's Association Technology
Procurement Program (25-04-0222R)
We have been evaluating our present software and Southern Software for the past year.
We have consolted with Harnett County IT and had several product reviews with
Southern Software. We compared the yearly maintenance cost and there will be a
reduction in yearly maintenance cost with Southern Software.
We concluded that Southern Software is the best solution for Harnett County Sheriff's
Office.

BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the governing board for
Harnett County.
Section 1. This project consists of the development of a large corporate apron, connector taxiway, and pad ready sites for
up to 8 corporate hangars to accommodate existing demand per the County hangar construction waiting list.
The first phase of development to be constructed will involve the design and relocation of Airport Road and
associated utlities.

May 2025
WHEREAS, according to All Rise, treatment courts are the most successful justice system intervention
in our nation’s history for reducing crime by addressing substance use and mental health disorders; and
WHEREAS, treatment courts save an average of more than $6,000 for every individual they serve;
and
WHEREAS, treatment courts provide a range of economic benefits to a community, such as reduced
costs in court and prison expenditures, increased tax revenues, lowered foster care expenses, and decreased
costs related to victimization; and
WHEREAS, treatment courts combine accountability with evidence-based treatment; and
WHEREAS, treatment courts annually refer more than 150,000 people to lifesaving treatment and
recovery support services; and
WHEREAS, according to All Rise, treatment courts significantly improve substance use and mental
health disorder treatment outcomes and prevent fatal overdoses; and
WHEREAS, treatment courts facilitate community-wide partnerships, bringing together public safety
and public health; and
WHEREAS, Harnett County is home to North Carolina’s longest operating Veterans Treatment Court,
providing services to justice-involved veterans throughout North Carolina, enabling veterans to lead productive,
stable, and healthy lives; and
WHEREAS, Harnett County remains committed to supporting treatment courts and the community
members the courts serve as they seek to break-free from addiction.
THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners declares that
Treatment Court Month be established during the month of May.

classification is compatible with the future land use plan.
Additional Information:
On May 5, 2025, the Planning Board voted unanimously (5-0) to recommend approval
of the requested rezoning.
There were several residents from the surrounding area who spoke in opposition to the
rezoning. The residents raised concerns regarding traffic and public safety, effects on
residential property values, detriment to the environment, proximity to residences,
future incompatible development, and nuisances such as light, noise, and air pollution.

The purpose of the requested amendment to the Unified Development Ordinance is to

A. The Harnett County E-911 Addressing Department shall review all plats to ensure that all roads are legible and
correctly identified as set forth in this Ordinance.
B. Any road drawn on a map/plat shall be identified with the approved E-911 Addressing road name.
C. Any State maintained road drawn on a map/plat shall be identified with the North Carolina Department of
Transportation State road number and the approved E-911 Addressing road name.
D. Major highways such as US, NC, and Interstates shall be identified only with the approved E-911 Addressing road
name (example: US 421 N, US 421 S, NC 27 E, NC 27 W, I-95 etc.)

Section 6.0 ADDRESSING & NAMING
6.1 Authority
A. Street address numbers assigned by the Harnett County E-911 Addressing Department are recognized by the United States
Postal Service as mailing addresses.
B. Street address numbers, subdivision names, and road names on file with E-911 Addressing shall be the official street
address numbers.
6.2 Jurisdiction
E-911 Addressing shall assign street address numbers in all areas of Harnett County not within the jurisdiction of a
municipality, unless otherwise requested. The municipalities of Angier, Coats, Erwin and Lillington have requested that E-
911 Addressing assign all street address numbers within said jurisdictions.
6.3. General
C. For numbering purposes, each road within the County’s jurisdiction has a standard beginning point which shall be zero
(0). Exception to this regulation shall be made in cases of municipal streets and/or conflicts with other counties or
postal boundaries.
6.4 Assignment of Address
6.4.2 Corner Lot Address Assignment Structures on corner lots shall be assigned multiple street address numbers. A street number shall be assigned for each named road that abuts the lot. The permanent street address number will be determined before the Certificate of Occupancy is issued using the method outlined above. Street address numbers that are not used shall be purged from the system.
6.5 Display of Address
6.5.1 Display Provisions
H. E-911 Addressing shall have the right to authorize and approve alternate methods of displaying street address
numbers which meet the intent of this Ordinance when strict adherence to these standards cannot reasonably
be met.
6.5.2 Display Enforcement
A. No structure shall receive a Certificate of Occupancy until a street address number has been issued by the E-911
Addressing Department and that street address number is properly displayed as described herein.
6.6 Subdivision Naming
A. E-911 Addressing shall approve and maintain subdivision names in all areas of Harnett County not within the jurisdiction

of a municipality. As part of the request to provide street address numbers from the municipalities of Angier, Coats,
Erwin, and Lillington, the Harnett County E-911 Addressing Department shall approve and maintain subdivision names
within those jurisdictions.
6.7 Street Naming & Signs
6.7.1 Street Names
A. E-911 Addressing shall approve and maintain road names in all areas of Harnett County not within the jurisdiction
of a municipality, unless otherwise requested. As part of the request to provide street address numbers from the
municipalities of Angier, Coats, Erwin and Lillington, the Harnett County E-911 Addressing Department shall
approve and maintain road names within said jurisdictions.
B. Road names shall be named, renamed, and/or approved in accordance with the road naming guidelines and NCGS
160D-239.1.
6.7.2 Street Name Petition
A. Street name petition fee shall be determined by the Harnett County Board of Commissioners. This is an
administration fee for researching and processing the petition and advertisement of a public hearing and is therefore
nonrefundable. This fee shall be paid when the subdivision/street name application is submitted.
B. New street names created shall adhere to the street naming guidelines and shall be subject to the street name
petition fee, unless the street is being created through the subdivision process.
C. New street names created due to E-911 Addressing mandates shall be exempt from the street name petition fee.
D. Property owners, developers, or petitioners changing the name of existing streets shall adhere to the street naming
guidelines and shall be responsible for the street name petition fee.
G. Once a street has been named or renamed there shall be a five (5) year waiting period before a subdivision/street
name application can be filed. If the street name was approved through the subdivision process the five (5) year
period will begin from the subdivision approval date for that phase, if applicable. If the street name was approved
by the Harnett County Board of Commissioners, the five (5) year period will begin from the Harnett County Board
of Commissioners approval date.
6.7.3 Street Signs
A. All named roads in Harnett County shall be identified by a sign showing the official name of that road.
Signs should be installed according to the Manual of Uniform Traffic Control Devices (MUTCD) and any
other applicable local, State, and Federal regulations.
B. Street name sign fees shall be determined by the Harnett County Board of Commissioners. This fee shall
cover the material and labor cost to create and install the sign.
C. Street name signs shall be a standard color, size, and design, as approved by E-911 Addressing. The sign
background color shall be green and the characters and borders shall be white. A yellow tab indicating
“Private Road” may only be used on streets that are not State maintained and are not part of any recorded
subdivision plat, unless otherwise approved by this Ordinance.
D. Property owners, developers, or petitioners creating new streets or changing the name of existing streets
shall be responsible for the street name sign fee. Street name sign fees shall be paid before a subdivision
plat can be recorded and before any street address numbers are issued.
E. All street name signs in the unincorporated areas of Harnett County shall be approved, installed, and
maintained by E-911 Addressing.

C. For numbering purposes, each road within the County’s jurisdiction has a standard beginning point which shall be zero
(0) one (1). Exception to this regulation shall be made in cases of municipal streets and/or conflicts with other counties
or postal boundaries.
6.4 Assignment of Address
6.4.2 Corner Lot & Large Lot Address Assignment Structures on corner lots shall be assigned multiple street address numbers. A street number shall be assigned for each named road that abuts the lot. The permanent street address number will be determined before the Certificate of Occupancy is issued using the method outlined above. Street address numbers that are not used shall be purged from the system.
Corner lot and large lot street address numbers will be assigned from the submitted site or plot plans using the
methodology established in section 6.4.1 General Address Assignments of this article.
6.5 Display of Address
6.5.1 Display Provisions
H. E-911 Addressing GIS shall have the right to authorize and approve alternate methods of displaying street address
numbers which meet the intent of this Ordinance when strict adherence to these standards cannot reasonably
be met.
6.5.2 Display Enforcement
A. No structure shall receive a Certificate of Occupancy until a street address number has been issued by
the E-911 Addressing GIS Department and that street address number is properly displayed as
described herein.

administration fee for researching and processing the petition and advertisement of a public hearing and is therefore
non-refundable. This fee shall be paid when the subdivision/street name Development/Road name application is
submitted.
B. New street road names created shall adhere to the street GIS Road Naming Guidelines and. New road names
created shall be subject to the street road name petition fee, unless the street road is being created through the
subdivision process.
C. New street road names created due to GIS E-911 Addressing mandates shall be exempt from the street road name
petition fee.
D. Property owners, developers, or petitioners changing the name of existing streets roads shall adhere to the street
naming guidelines GIS Road Naming Guidelines and shall be responsible for the street road name petition fee
and the road sign fee.
G. Once a street road has been named or renamed there shall be a five (5) year waiting period before a
subdivision/street name application can be filed the road name can be changed. If the street road name was
approved through the subdivision process, the five (5) year period will begin from the subdivision approval date
for that phase, if applicable date the subdivision final plat was recorded with the Register of Deeds. If the street
road name was approved by the Harnett County Board of Commissioners, the five (5) year period will begin from
the Harnett County Board of Commissioners approval date.
6.7.3 Street Signs
A. All named roads in Harnett County shall be identified by a sign showing the official name of that road.
Signs should be installed according to the Manual of Uniform Traffic Control Devices (MUTCD) to meet
North Carolina Department of Transportation standards and any other applicable local, State, and Federal
regulations.
B. Street name Road sign fees shall be determined by the Harnett County Board of Commissioners. This fee
shall cover the material and labor cost to create and install the sign.
C. Street Road name signs shall be a standard color, size, and design, as approved by E-911 Addressing GIS.
The sign background color shall be green and the characters and borders shall be white. A yellow tab
indicating “Private Road” may only be used on streets that are not State maintained and are not part of any
recorded subdivision plat, unless otherwise approved by this Ordinance.
D. Property owners, developers, or petitioners creating new streets roads or changing the name of existing
streets roads shall be responsible for the street name road sign fee. Street name Road sign fees shall be
paid before a subdivision plat can be recorded and before any street address numbers are issued.
E. All street road name signs in the unincorporated areas of Harnett County shall be approved, installed, and
maintained by E-911 Addressing GIS. However, custom road name signs may be an alternative by
completing a Road Name Sign Statement of Intent form and paying all associated road sign fees.

WHEREAS, the Board of Commissioners of Harnett County adopted the UDO on October 17, 2011 for the purpose
of promoting the health, safety, and general welfare of the county residents; and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the State of North
Carolina, particularly G.S. 153A-340; and
WHEREAS, the UDO contains provisions for amending said ordinance and those provisions have been followed;

WHEREAS, the Harnett County Planning Board has reviewed the amendment to the article of the UDO as listed

HARNETT COUNTY’S FY 2025-2026 BUDGET
A proposed budget for the fiscal year beginning July 1, 2025, for Harnett County, North Carolina,
was presented to the Harnett County Board of Commissioners on May 5, 2025. The proposed
budget, including expenditures for the Harnett County Economic Development Department as
well as appropriations for specific economic development incentives, is available in the office of
Clerk to the Board, 455 McKinney Parkway, Lillington, North Carolina, for public inspection. The
