TELECOMMUNICATOR WEEK PROCLAMATION
Whereas, this week is a time to show our appreciation and to recognize that our health, safety, and well-being
are often dependent on the commitment and steadfast devotion of Public Safety Telecommunicators, because
emergencies can occur at any time that require police, fire, emergency medical service, or other critical
services; and
Whereas, when an emergency occurs the prompt response of law enforcement, firefighters, and medical
personnel is critical to the protection of life and preservation of property; and
Whereas, the safety of our police officers and firefighters is dependent upon the quality and accuracy of
information obtained from citizens who telephone the Harnett County 911 Communications Center; and
Whereas, Public Safety Telecommunicators are the first and most critical contact our citizens have with
emergency services. These dedicated men and women are the First, First Responders and are more than
anonymous voices on the telephone line. They are trained professionals who provide life-saving instructions
over the phone; and
Whereas, Emergency responders rely on their knowledge and professionalism to make critical decisions, obtain
information, and quickly dispatch needed assistance. Public Safety Telecommunicators are the single vital link
for our law enforcement officer, firefighters and emergency services agencies by monitoring their activities by
radio, providing them information, and ensuring their safety; and
Whereas, Public Safety Telecommunicators at the Harnett County 911 Center have assisted with the
apprehension of criminals, suppression of fires, and provided life-saving instructions, ultimately giving
someone a “second chance at life.” The work of these “unseen heroes” is invaluable in emergency situations,
and each of these dedicated men and women deserves our heartfelt appreciation. Citizens place their trust in
these individuals, not just this week, but every day of the year; and
Whereas, each Telecommunicator exhibits compassion, understanding, and professionalism during the
performance of their job assisting those in need;
Now, Therefore, in recognition of the men and women of the Harnett County 911 Center, whose diligence and
professionalism keep the responders, citizens and visitors of Harnett County safe, we do hereby proclaim the
week of April 13th- April 19th, 2025 as National Public Safety Telecommunicator Week.

within Buies Creek and East Buies Creek.

Soil and Water Conservation is requesting permission to apply for supplemental
funding from the NCDA, Agriculatural Development and Farmland Preservation Trust
Fund for the Cotton Conservation Easement Project in the amount of $916,360.
$500,000 have already been secured in cycle 16, however policies have been updated to
allow for application for supplemental funds from projects being awarded less than
50% of the development rights value of the property to be conserved. The required
project match will be provided by landowner development rights donation.

Additional Conservation Easement Purchase Funds Information Packet
Approved 9-2024
Purpose
The purpose of the Additional Conservation Easement Purchase Funds Application is to allow
grantees with existing conservation easement grant contracts through the Standard Conservation
Easement Appraisal Program to add funds to the conservation easement purchase line item if the
existing contract has less than 50 percent of the estimated or appraised value of the conservation
easement purchase. This is a one-time request.
Eligible applicants are existing conservation easement grant contract awardees. Before any grant
awards are made, all applicant entities must be considered Low Risk according to the N.C.
ADFP Trust Fund Grantee Risk Assessment Guide.
All applications are restricted to the conservation easement purchase line item. Grant awards
cannot exceed 50 percent of the estimated or appraised value of the conservation easement
purchase.
Description
The ADFP Trust Fund grants for the purchase of the conservation easement are limited to 50
percent or less of the appraised value of the conservation easement purchase.
There are scenarios in which grantees apply for grant funds from federal, local, nonprofit, or
private sources for additional funds for the purchase of the conservation easement, and those
funds are not awarded.
Additionally, there are scenarios in which the appraised value is higher than the initial budget
projections.
This application provides a one-time opportunity to add easement purchase funds to existing
conservation easement contracts if the existing contract has less than 50 percent of the estimated
or appraised value of the conservation easement purchase.
Final conservation easement values must be determined by a Certified Development Rights
Appraisal and must be dated within the contract period and with an effective date of valuation
dated less than 365 days before closing. If the appraisal falls outside of these dates one of the
following options must be completed:
o An appraisal update that brings forward the effective date of appraisal by the
appraiser. This update will validate the appraisal for an additional 365 days after
the new effective date of valuation.
o An appraisal update that certifies the value but does not bring forward the
effective date of valuation. This option will result in an additional 60 days of
appraisal approval to reach closing.
o A recertification of value. A recertification of value does not change the effective
date of the value opinion. Appraisers may perform a recertification of value to

confirm whether the conditions of a prior appraisal have been met. This option
will result in an additional 60 days of appraisal approval to reach closing.
NOTE: All update options are considered “new assignments” for an appraiser and may incur
additional costs. It is important to discuss appraisal requirements before engaging an appraiser to
reduce confusion and subsequent fees.
Application
The following items must be included in the application for Additional Conservation Easement
Purchase Funds:
• Current Conservation Easement Grant Contract Number and ADFPTF Tracking Number
• Additional Conservation Easement Purchase Funds request
o May not exceed 50 percent of the estimated or appraised value of the conservation
easement purchase
• Documentation of Additional Conservation Easement Purchase Funds calculation
o Certified Development Rights Appraisal during the open contract period or
acceptable appraisal update or recertification of value.
• Justification for Additional Conservation Easement Purchase Funds
o Rejection or deferment of a grant funds application from federal, local, nonprofit,
or private sources
o Results of a Certified Development Rights Appraisal determined the conservation
easement purchase value is higher than the contracted line item
• Certification of same ownership as existing grant contract
• Certification of current working lands use
• Certification of up-to-date open contract reports and post-award monitoring reports
• Contract deliverables update
Evaluation
All eligible applications are subject to an on-site farm visit or check-in call with the applicant
during the evaluation period. The purpose of the on-site farm visit or call is to ensure that the
information in the grant contract is current and accurate. Applicants are required to give an
update on each due diligence deliverable as a part of their application. Projects that are closer to
completion may be given priority.
Basic eligibility requirements, such as private ownership and minimum acreage, will be verified
by ADFP Trust Fund staff.
If the variance is greater than 5 percent of the contracted acres and is less than the acres listed in
the grant contract, the grant funds for conservation easement purchase will be reduced
proportionally based on the new acreage.
If the land in the grant contract is under new ownership or is no longer in working lands use, the
grant application will be denied.

approval of the request.
An adjacent property owner spoke at the meeting to ask questions about the applicant's
intended use of the property. There was no one present to speak in opposition.

At the April 7, 2025, Planning Board meeting, the Planning Board voted 5-0 to recommend approval for

requested rezoning is compatible with the future land use classification and the surrounding commercial
land uses.
An adjacent property owner spoke at the meeting to ask questions about the applicant's intended use of
the property. There was no one present to speak in opposition.

The Development Services Department requests the adoption of the Harnett Horizons
2040 Comprehensive Plan developed by Development Services staff and Stewart
Engineering. The plan defines a framework for land use and development throughout
the county, and addresses priorities including housing, transportation, economic
development, and natural resource protection.
The plan outlines the county's vision and strategic plan for its future and will guide
land use policy, funding, resource decisions, and infrastructure investment for Harnett
County over the next several years.
ADDITIONAL INFORMATION:
At the April 7, 2025, Planning Board meeting, the Board voted 4-1 to recommend
approval of the Harnett Horizons 2040 Comprehensive Plan. There was no one present
to speak in opposition.

and/or loan applications to NCDEQ to address preliminary engineering, design, and
construction at the Harnett Regional Water Treatment Plant. This project will add the
necessary changes needed to successfully remove PFAS/PFOA and other chemicals
from the raw water supply. Please place this item on the agenda at the next available
meeting as the funding application must be received prior to April 30, 2025.

WHEREAS, Harnett Regional Water has need for and intends to design and construct a capital improvement
project at the North Regional Water Treatment Plant in order to address Per- and Poly-Fluro
Alkyl Substances (PFAS) levels in the raw water, which is described as the North Harnett Regional
Water Treatment Plant Upgrades for PFAS Treatment Project, and
WHEREAS, Harnett Regional Water intends to request State loan and/or grant assistance for the project,
NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
That Harnett Regional Water, the Applicant, will arrange financing for all remaining costs of the project, if
approved for a State loan and/or grant award.
That the Applicant will provide for efficient operation and maintenance of the project on completion of
construction thereof.
That the Applicant will adopt and place into effect on or before completion of the project a schedule of fees and
charges and other available funds which will provide adequate funds for proper operation, maintenance, and
administration of the system and the repayment of all principal and interest on the debt.
That the governing body of the Applicant agrees to include in the loan agreement a provision authorizing the
State Treasurer, upon failure of the Board of Commissioners to make a scheduled repayment of the loan, to
withhold from the Board of Commissioners any State funds that would otherwise be distributed to the local
government unit in an amount sufficient to pay all sums then due and payable to the State as a repayment of
the loan.
That the Harnett Regional Water Director, Tommy Burns, the Authorized Representative and successors so
titled, is hereby authorized to execute and file an application on behalf of the Applicant with the State of North
Carolina for a loan and/or grant to aid in the study of or construction of the project described above.
That the Authorized Representative, and successors so titled, is hereby authorized and directed to furnish such
information as the appropriate State agency may request in connection with such application or the project: to
make the assurances as contained above; and to execute such other documents as may be required in
connection with the application.
That the Applicant has substantially complied or will substantially comply with all Federal, State, and local laws,
rules, regulations, ordinances, and funding conditions applicable to the project and to Federal and State grants
and loans pertaining thereto.

AN ORDINANCE ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES
FOR THE COUNTY OF HARNETT, NORTH CAROLINA
WHEREAS, American Legal Publishing Corporation of Cincinnati, Ohio (“American Legal Publishing”) has
completed the 2024 S-7 supplement to the Code of Ordinances of the County of Harnett (“Code of Ordinances”),
which supplement contains all ordinances of a general and permanent nature enacted since the prior supplement to the
Code of Ordinances; and
WHEREAS, It is the intent of the Harnett County Board of Commissioners to accept these updated sections in
accordance with the changes of the law of the State of North Carolina; and
NOW, THEREFORE, BE IT ORDAINED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS:
Section 1. That the 2024 S-7 supplement to the Code of Ordinances as submitted by American Legal Publishing
Corporation of Cincinnati, Ohio, and as attached hereto, be and the same is hereby adopted by
reference as if set out in its entirely.
Section 2. Such supplement shall be deemed published as of the day of its adoption and approval by the Harnett
County Board of Commissioners and the Clerk to the Harnett County Board of Commissioners is
hereby authorized and ordered to insert such supplement into the copy of the Code of Ordinances kept
on file in the Office of the Clerk.
