Schools of thirty (30) years for the athletic and park amenities behind Harnett Central High
School and Middle School called Neills Creek Park. These Use Agreements allow the County to
maintain, manage, and use these facilities to expand its recreational offerings while giving the
school system the first priority of facility use. The Parks and Recreation Trust Fund requires a
twenty-five (25) year agreement to be eligible for grant funds.
C.Parks and Recreation requests authorization for the submission of a Parks and Recreation Trust
Fund grant application for the construction of Phase 1 outlined in the Neills Creek Park Master
Plan (adopted in March 2024). Parks and Recreation is requesting to apply for $500,000 in grant
funds requiring a dollar-for-dollar match from the County. The County currently has $739,400
allocated in the CIP for this project.
D.Finance requests the Board of Commissioners adopt a Resolution authorizing an increase in the
micro-purchase threshold. In 2020, the federal Office of Management and Budget revised the
Uniform Guidance to allow non-Federal entities to raise the threshold for micro-purchases. This
resolution will raise the County's micro-purchase threshold from $10,000 to $30,000 for the
purchase of "apparatus, supplies, materials, or equipment," and "construction or repair work"
and $50,000 for the procurement of other services. The Resolution is only effective for one year
so annual re-certification is required.
E.Harnett County Economic Development is requesting Harnett County to allow its property
located at Arrowhead Road and US 301 S. in Dunn, referred to as Harnett 95 Industrial Center
(Harnett 95), to be annexed into the City of Dunn. The property is ~ 50-acres and is referenced
by PIN # 1515-08-4063. Samet, the builder developer of Harnett 95 will be annexing their

adjoining ~ 13.5-acres at the same time. The City of Dunn is waiving all associated fees with this
annexation.
F. The Harnett County IT Department requests the renewal of our Microsoft agreements for
Microsoft Office 365 and Microsoft SQL Server for a 3-year term. The total annual cost for these
agreements is $411,063.79. These agreements cover our email service, Microsoft Office licenses,
virtual meeting licenses (Teams), and online storage through Microsoft SharePoint.
G. The Sheriff’s Office is requesting approval to add a new Lieutenant position to serve as Body
Camera Administrator. Harnett County Sheriff’s Office has 56 body cameras, 60 in-car video
systems deployed and will be adding additional body cameras for detention officers in the
future. Since March 1st, we have over 3500 body camera videos and over 4500 additional videos
from in-car camera systems. Our policy requires that a percentage of these videos are viewed by
supervisors each month.
H. The Harnett County Board of Commissioners would like to reappoint Kenneth Shaw to the Board
of Adjustment as the District 2 alternate, Victoria Hall and Melissa Stevens to the Commission
for Women and Youth and reappoint Cassandra Britt Jackson to the Jury Commission.

The Harnett County Board of Commissioners met in regular session on Monday, March 17, 2025 at 6:00
pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney
Parkway, Lillington, North Carolina.

Chairman Nicol called the meeting to order at 6:00 pm.
Commissioner Jaggers led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Vice Chairman Morris made
a motion to approve the agenda as published. The motion was seconded by Commissioner Matthews and
carried unanimously.
Vice Chairman Morris made a motion to approve the consent agenda. Commissioner Jaggers seconded
the motion. The motion passed unanimously. The items on the consent agenda were as follows:

B.Harnett County Health Department requests approval to accept 123 Investment in
Performance Management Funding in the amount of $12,190 from NC Department of
Health and Human Services (DHHS). These were issued by North Carolina Division of
Public Health to enhance and strengthen performance management, and quality
improvement in local health departments.
C.The Department of Social Services (DSS) requests approval to use the remaining amount
of Displaced American Relief Plan Act (ARPA) funding that was designated for the DSS
upfit to purchase furniture. We would like to purchase furniture for the remaining offices
in our main building. This would complete the renovation of DSS. The cost of the desks
and installation are $85,145. The amount of ARPA funding remaining for the upfit is
$95,736.

D. Veterans Services requests approval to apply for a $20,000.00 NC Department of
Military and Veterans Affairs (DMVA) Grant for County Veterans Offices. Grant funds
can be used for training and education, conferences, compensation for personnel service,
office supplies and public relations.
E. The Finance Officer requests that the Harnett County Board of Commissioners approve
the contract with Martin Starnes & Associates, CPAs, P.A. for the completion of the
County's required audit for the fiscal year ending June 30, 2025.
F. The Legal Department requests the approval of a Pepper Spray policy. The purpose of the
policy is to provide guidance to eligible non-law enforcement employees of the County
regarding the possession and use of County-issued Pepper Spray in the course of their
employment.
G. Harnett Regional Jetport requests the Board of Commissioner approve a work
authorization for the work to conduct the necessary Pre-NEPA studies. Harnett County
received a $15.6 million grant to extend the existing runway by 500 feet. The first step of
the project is to conduct Pre-NEPA studies for project approvals. Parrish and Partners,
our engineer of record, has prepared a scope of work to conduct the necessary Pre-NEPA
studies. The work authorization for the studies is presented to the board for review and
approval. The cost of the study work is $107,024.00. The cost of the study will be paid
with grant funding.
Chairman Nicol opened the meeting for informal comments by the public, allowing up to 5 minutes for
each presentation up to 1 hour. The following people provided comments:

6. Jay Sills of 206 W. D Street, Erwin, NC.
No one else spoke. The public comment period was closed.
Sarah Arbour, Planner II, petitioned the Board for a public hearing on Proposed Text Amendment: Case
# PLAN 2501-0002 Applicant: Harnett County Development Services; Harnett County Unified
Development Ordinance; Article IV “Zoning & Overlay Districts” Section 2.0 “Zoning Map.” Ms. Arbour
reviewed the current text: “The map herein referred to, which is identified by the title, Official Zoning
Map of Harnett County, North Carolina, shall be known as the zoning map. The map shall bear the
adoption date of this Ordinance and the date of any subsequent map amendments. It shall be kept filed at
the County Department of GIS & Land Records and shall bear the adoption date of this Ordinance and the
date of any subsequent map amendments.” The proposed text is: “The map herein referred to, which is
identified by the title, Official Zoning Map of Harnett County, North Carolina, shall be known as the zoning
map and may only be amended in accordance with the provisions of this UDO. The map shall bear the
adoption date of this Ordinance and the date of any subsequent map amendments. It A current version of
the zoning map shall be maintained in a digital format kept filed at by the County Department of GIS and

made publicly available on the GIS Department website. & Land Records and shall bear the adoption
date of this Ordinance and the date of any subsequent map amendments. The County Clerk may, upon
validation by the Planning Director, or designee, certify a paper copy of the Official Zoning Map, or
portions of the map, as a true and accurate copy of the Official Zoning Map, or a portion thereof, under
the authority of GS § 153A-50.” Ms. Arbour stated staff concluded the requested Text Amendment is
compatible with Harnett County regulatory documents and GS § 153A-50, and the benefits outweigh any
potential inconvenience or harm to the community. Therefore, it is recommended that this Text
Amendment request be APPROVED. At the March 3, 2025 Planning Board, the Board voted unanimously
(4-0) to recommend approval of the text amendment as proposed by staff. The Planning Board found that
the requested text amendment is compatible with the Harnett County Regulatory Documents and GS §
153A-50.
Chairman Nicol opened the public hearing. No one spoke and the public hearing was closed.
Commissioner Jaggers made a motion to approve the ordinance amending the Harnett County Unified
Development Ordinance amending Article IV “Zoning & Overlay Districts” Section 2.0 “Zoning Map”
as recommended. The motion was seconded by Vice Chairman Morris and carried unanimously.

Ms. Arbour also petitioned the Board for a public hearing on Proposed Text Amendment: Case # PLAN
2502-0001 Applicant: Harnett County Development Services; Harnett County Unified Development
Ordinance; Article III “Development & Subdivision Review, Permitting & Approval Requirements”
Section 8.2.3 “Subdivision & Plat Requirements” & 8.4.1 “Review for Minor Subdivision” to amend
Harnett County’s U.D.O. Article III. Section 8.2.3 & 8.4.1 to explicitly state that a soil report is required
for all minor subdivisions. The proposed text amendment is necessary to add language mistakenly
omitted from the Unified Development Ordinance and will not result in any change in practice. The
requested Text Amendment is compatible with Harnett County regulatory documents and 15A NCAC
18 E Wastewater Treatment and Dispersal Systems and is an important measure for protecting public
health and safety. Therefore, it is recommended that this Text Amendment request be APPROVED. At
the March 3, 2025 Planning Board hearing, the Board voted unanimously (4-0) to recommend approval
based on compliance with Harnett County Regulatory documents, 15A NCAC 18 E Wastewater
Treatment and Dispersal Systems, and to protect public health and safety.
Vice Chairman Morris asked Mark Locklear, Development Services Director if staff would be accepting
the evaluation from a registered soil scientist in lieu of our in-house folks. Mr. Locklear stated yes.
Chairman Nicol opened the public hearing. Mr. Jerry Rivas stepped forward to speak on the public
hearing concerning the financing contract regarding Flatwoods Middle School. Chairman Nicol shared
with Mr. Rivas that is the next scheduled public hearing. Mr. Rivas apologized and sat down. No one
else spoke. Chairman Nicol closed the public hearing.
Commissioner Jaggers made a motion to approve the ordinance amending the Harnett County Unified
Development, Article III “Development & Subdivision Review, Permitting & Approval Requirements”
Section 8.2.3 “Subdivision & Plat Requirements” & 8.4.1 “Review for Minor Subdivision” as

recommended. The motion was seconded by Vice Chairman Morris and carried unanimously.

Kimberly Honeycutt, Finance Officer, petitioned the Board for a public hearing concerning entering into
an installment financing contract in an amount not to exceed $91,000,000 to finance the construction,
equipping, and furnishing of school facilities in the County (the “2025 Project”), including, but not
limited to, Flatwoods Middle School and executing and delivering a Deed of Trust, Security Agreement
and Fixture Filing (the “Deed of Trust”) related to the County’s fee simple interest in the School,
together with the improvements and fixtures thereon as may be required by the entity providing the
funds to the County under the Contract. In accordance with the guidelines, this has been advertised in
the newspaper and now we have an opportunity for the citizens to speak on it regarding their questions
or concerns for the County to enter into an installment financing contract and documents to issue debt to
construct the Flatwoods Middle School.
Chairman Nicol opened the public hearing and the following people spoke:
1. Jerry Rivas of 364 Twin Ponds Road, Sanford, NC stated I understand the need for new schools
in Harnett County because of the unrestrained growth we have experienced really for about the
last 25 years but what concerns me, the thing that’s not being addressed, are the temporary huts
behind the schools. Mr. Rivas expressed concerns regarding temporary huts. He stated you have
to keep up the ones you got, you have to upkeep them, upgrade them, modernize them. Mr. Rivas
also expressed concerns regarding the ranking North Carolina falls in for per capita expenditure
per student and underperforming schools.
Chairman Nicol reminded everyone to keep their comments regarding entering into debt and
contract for building a school.
2. Sarah Lee of 83 Gibbs Road, Lillington, NC stated I just wanted to throw out there that I
believe I mentioned that I moved here from Rockingham County and one of the really cool
things that I liked about how they were planning long-term for their community as far as
education goes is, they had I think a five seven or nine year plan.
Chairman Nicol stated we have a Capital Improvement Plan that is available online.
No one else spoke and the public hearing was closed.
Commissioner Jaggers made a motion to approve the entering into the installment financing contract for
Flatwoods Middle School. The motion was seconded by Vice Chairman Morris and carried
unanimously.
Ms. Honeycutt presented the Resolution for approving an installment financing contract and delivery
thereof and providing for certain other related matters as it relates to the construction of a new middle
school (Flatwoods Middle School). Ms. Honeycutt stated I believe the Board of Education approved
their documents today as well. Commissioner Jaggers made a motion to adopt the Resolution for
approving an installment financing contract and delivery thereof and providing for certain other related

matters as it relates to the construction of a new middle school (Flatwoods Middle School). The motion
was seconded by Vice Chairman Morris and carried unanimously. (Attachment 3)
Brent Trout, County Manager shared the Charters of Freedom dedication is scheduled for May 31st,
more information to come. Budget sessions are going well.
Vice Chairman Morris made a motion to approve the budget amendments as requested by the Finance
Officer. The motion was seconded by Commissioner Jaggers and carried unanimously. (Attachment 4)
Vice Chairman Morris made a motion to approve a Resolution requesting NC Department of
Transportation add SR1364 Joseph Alexander Drive in Ballard Woods Subdivision to the to the State’s
Secondary Road System. The motion was seconded by Commissioner Jaggers and carried unanimously.

REQUEST:
Sheriff Coats request an additional Lieutenant's Position to the Harnett County
Sheriff"s Office. Presently, the Harnett County Sheriff's Office has 56 Body camera,
60 in-car video systems deployed and will be adding additional Body cameras for
Detention Officers in the future. Since March first, we have over 3500 Body Camera
videos and over 4500 addition videos from in-car camera systems. Our policy requires
that a percentage of these videos are reviewed by supervisors each month .
This Lieutenant under immediate supervision, and while working independently, assists
members of the Sheriff’s Office with creation and management of Evidence.com
accounts, managing body worn camera equipment assignments, installing Evidence
Transfer Management docks, replacing worn/and or damaged equipment, assist with
training officers in the use of Evidence.com /Evidence Library and assist in the
maintenance of body worn camera equipment.
Assist officers and supervisors in the use and navigation of Evidence.com and Evidence
Library to find specific video files, burn DVD’s, share files with officer’s and/or outside
entities. Would be responsible for maintaining departmental body worn camera
equipment to include Motorola WatchGuard In-Car Systems, Axon Body, Axon Fleet,
Evidence Transfer Management docks, cables, mounts, and battery/controllers packs to
include ensuring adequate supplies are on hand ensuring appropriate records are
maintained, ensuring that all equipment is in working order.

Child Abuse Prevention Month Proclamation
Whereas, children are vital to our state's future success, prosperity and quality of life as
well as being our most vulnerable assets;
Whereas, all children deserve to have the safe, stable, nurturing homes and communities
they need to foster their healthy growth and development;
Whereas, child abuse and neglect is a community responsibility affecting both the current
and future quality of life of a community;
Whereas, communities that provide parents with the social support, knowledge of
parenting and child development and concrete resources they need to cope with stress and nurture
their children ensure all children grow to their full potential;
Whereas, effective child abuse prevention strategies succeed because of partnerships
created among citizens, human service agencies, schools, faith communities' health care
providers, civic organizations, law enforcement agencies, and the business community:
Now Therefore, the Harnett County Board of Commissioners do hereby proclaim April as
Child Abuse Prevention Month and call upon all citizens, community agencies, faith groups,
medical facilities, elected leaders and businesses to increase their participation in our efforts to
support families, thereby preventing child abuse and strengthening the communities in which we
live.
