Minutes of Special Meeting
December 16, 2005
The Harnett County Board of commissioners met in special session on Friday,
December 16, 2005, in the conference room, Department on Aging , Harnett County
Governmental Complex, 309 West Cornelius Harnett Boulevard, Lillington, North
Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Walt Titchener
Tim McNeill
Staff: Neil Emory, County Manager
Jennifer Slusser, Staff Attorney
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 11:00 a.m. and Commissioner McNeill
led the invocation.
Mr. Emory presented for the Board’s consideration a Resolution Authorizing
Advertisement and Sealed Bid Sale of Real Property (Northern Harnett Rescue).
Commissioner Andrews moved to adopt the resolution. Commissioner Hill seconded
the motion and it passed unanimously. (Attachment 1)
Commissioner McNeill moved to approve a lease agreement with Southern Property

Management Co., LLC, for facility space located at 200 North 13 Street, Erwin, Suite
19, 19A, and K Warehouse, 13,500 +/- square feet. The initial term begins January, 1,
2006 for a period of 3 years with an option to renew for up to 1 year. The amount of
rent is $5,500.00 per month until July 1, 2006 when it will increase to $6,000.00.
Commissioner Titchener seconded the motion and it passed unanimously.
Commissioner Titchener moved to adopt a resolution recognizing Greg Phillips,
reporter with The Daily Record. Commissioner Andrews seconded the motion and it
passed unanimously. (Attachment 2)
Mr. Emory provided the Board with a draft agenda for the Board of Commissioners’
retreat scheduled for Friday, January 20, 2006.
There being no further business, the meeting adjourned at 11:25 a.m.
