code compliance for the event. The event will take place on 6/29 at 9 pm at Anderson Creek
Club.
C. Emergency Services is requesting the approval of the fireworks application from Pyro East Coast,
Inc. for the Lillington 4th of July Fireworks Shoot. East Coast Pyrotechnics meets all requirements
and has met fire code compliance for the event. The event will take place on 7/4 at 9:15 pm at
Lillington Park.
D. N.C. General Statute Section 159-30 authorizes the Finance Officer to invest idle funds of the
County in a commingled investment pool. North Carolina Investment Pool “NCIP”, is such an
investment pool and would be a good tool for the finance office to use to ensure that we are
maximizing our return on the investment of the County’s idle funds in as safe a way as possible.
Finance requests the adoption of a resolution to participate in the North Carolina Investment
Pool. The resolution authorizing the use of NCIP as an investment tool will not violate any
statutes that restrict the investments that we are allowed to utilize, as NCIP only invests in those
types of instruments with the proper credit ratings as authorized by the NC General Statutes.
E. The Sheriff’s Office requests the Board award a Glock model 17, serial number BGYD505 service
weapon to Major Robert Wilson upon his retirement.
F. The Register of Deeds Office requests approval to apply for and if awarded receive the NC
OSBM Register of Deeds Preservation Grant.
5. Presentation of Telecommunicators Week Proclamation 6. Public Comment Period Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation. Speakers are

requested to sign up prior to the meeting. Speakers may sign up by contacting the clerk at mdcapps@harnett.org at least one hour prior to the start of the meeting or by utilizing the signup sheet at
the back of the room. The signup form will be picked up by the clerk 5 minutes before the published
meeting start time.
7. Public Hearing for Proposed Text Amendment: Case# PLAN2401-0066 Applicant: Harrington
Companies, LLC; Harnett County Unified Development Ordinance; Article V, Section 1.2; 7.6.2 &
7.6.3. Applicant requests that Outdoor Flea Markets be added to Article V, Section 1.2 “Table of Use
Regulations.”
8. Discuss and consider a request for approval of Benson responding to EMS calls as First
Responders. The response will be within the area within Harnett County that we contract Fire Response
with Benson.
9. Consider the award of the RFP for Jetport Security.
10. Consider an offer to purchase an approximate 10.16 acre real property tract at Ponderosa Road
and adopt a Resolution to Sell Real Property to begin the upset bid process.

The Harnett County Board of Commissioners met in regular session on Monday, April 1, 2024 at 9:00
am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney
Parkway, Lillington, North Carolina.
Members present: William Morris, Chairman
W. Brooks Matthews, Vice Chairman

Chairman Morris called the meeting to order at 9:00 am.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation.
Chairman Morris called for any additions or deletions to the published agenda. Vice Chairman Matthews
made a motion to approve the agenda as published. The motion was seconded by Commissioner McKoy.
The motion carried unanimously.
Commissioner McKoy made a motion to approve the consent agenda. Vice Chairman Matthews seconded
the motion. The motion passed unanimously. The items on the consent agenda were as follows:
A.Minutes
i.Regular Meeting Minutes of March 18, 2024
ii.Work Session Minutes of March 26, 2024
B.Harnett County Health Department requests approval of additional Food and Lodging funding
in the amount of $1,851 from NC DHHS. This funding will be used to support food, lodging
and institution sanitation programs and activities.
C.Harnett County Health Department requests approval to accept funds allocated in 121 ARPA
TSF Public Health Services biennium funding from NC Division of Health and Human
Services (NC DHHS). The health department will be allocated funding in the amount of
$50,000 for FY 23-24 and any unused portion will be carried forward to FY 24-25. An
additional $50,000 will be allocated in FY24-25.
D.General Services / Harnett Area Rural Transit System (HARTS) Director requests the Board
of Commissioners consider and approve NCDOT/IMD Certifications and Assurances for

FY2025 funding applications to complete the FY2025 Community Transportation Program
(CTP) Grant and Travelers' Aid applications.
E. Finance requests the Board of Commissioners approve the Lillington Shawtown Gym Project
Ordinance. The Board of Education has requested that the County of Harnett construct a new
gymnasium to be located on the campus of the Lillington Shawtown Elementary School.

F. As discussed at the work session on March 26, 2024, the Harnett County Board of
Commissioners appoint Kendra Broughton and Ion Cerga to serve on the Harnett County
Commission for Women and Youth. The Board of Commissioners accept the resignation of
Murray Simpkins as the District 5 regular member on the Board of Adjustment and appoint
David Summers to serve in the District 5 vacancy.
G. Approve a Temporary Access and Utility Easement Agreement between Lexington Plantation
Holdings and Harnett County.
Chairman Morris opened the meeting for informal comments by the public, allowing up to 3 minutes for
each presentation up to 30 minutes. The following person provided comments:
1. Priscilla Ward of 11 Turkey Oak Circle, Bunnlevel, NC.
2. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC.
3. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
4. Kate Reichert of 6711 River Road, Fuquay-Varnia, NC.
5. Jerry Rivas of 364 Twin Ponds Road, Sanford, NC.
No one else spoke. The public comment period was closed.
Kimberly Honeycutt, Finance Officer, presented information regarding a request to approve the
Flatwoods Middle School Project Ordinance. The Board of Education has requested that the County of
Harnett construct a new middle school to be located just south of the Town of Lillington along NC Hwy
401. This new school will have capacity to accommodate up to 1,100 students to alleviate crowding at
other middle schools. Funding will be accomplished by the issuance of debt in the form of limited
obligation bonds. A breakdown of the administrative costs was provided to the commissioners.
Commissioner McKoy made a motion to approve the Flatwoods Middle School Project Ordinance. The
motion was seconded by Vice Chairman Matthews and carried unanimously. (Attachment 2)
Ms. Honeycutt also reviewed information regarding a request to approve the Flatwoods Middle School
Project Reimbursement Resolution. The Board of Education has requested that the County of Harnett
construct a new middle school to be located just south of the Town of Lillington along NC Hwy 401.
This new school will have capacity to accommodate up to 1,100 students to alleviate crowding at other
middle schools. The school is estimated to be substantially complete in June of 2027. Funding will be
accomplished by the issuance of debt in the form of limited obligation bonds. To issue the debt, the
County will need to have bids in hand before receiving approval from the Local Government
Commission. Based on the Board of Education’s most recent cash flow projection dated February 6,
2024, bids are anticipated to be received and approved in or around March 2025. Thus, debt funds will
not be available to pay any invoices due for design work or permits prior to the issuance of the debt. To
cover those costs and pay any invoices for the project submitted, the County will be required to provide

funding ahead of receiving debt proceeds. To ensure that the County can recover this upfront cost, I
request that the Board of Commissioners approve the attached reimbursement resolution for the
construction of a new Flatwoods Middle School. Vice Chairman Matthews made a motion to approve
the Flatwoods Middle School Reimbursement Resolution. The motion was seconded by Chairman
Morris and carried unanimously. (Attachment 3)
Brent Trout, County Manager, presented the Project Funding Request Ranking for the 2024 Legislative
Session:
1. Runway Extension and Widening Project $25.3 million minus $15.6 million received
leaving $9.7 million to have all necessary funds to complete all costs of the project.
(We received $15.6 million from the legislature for the lengthening of the runway and
does not cover the widening of the runway and additional lighting)
2. Northwest Corporate Hangar Development – Construct Taxiway with Pad Ready Sites
for Corporate Hangar$5.6 million
3. Animal Shelter – Construct a new Animal Shelter at a cost of $10 million with a request
for $2 million to fund the project (Currently approved in the CIP as funded by bond sales)
4. Cardiac Monitors – Replacement - $611,000
5. Construct three large corporate hangars - $10.5 million
6. Jetport Fuel Tank Replacement – $unknown (Possible State Program Grant)
7. Cape Fear Shiner Park Improvements – Improvements at this park location to include
restrooms, playground, shelter and additional parking $780,000
8. Boone Trail Park Development – memorial walkway, amphitheater, basketball court,
picnic shelter, restroom facility and walking trail $5,900,000
9. Northwest Harnett Park Development – master plan, ballfield, picnic shelter, playground,
walking trail, fitness stations, and bicycle pump track - $1,441,100
10. Neill’s Creek Park Development – new parking lot, trails/sidewalks, restroom
renovations and field lighting –$1,310,000
Additional discussion included Cape Fear Shiner Park Improvements and the Capital Improvement
Project (CIP). Vice Chairman Matthews made a motion to approve the Project Funding Request
Ranking for the 2024 Legislative Session. The motion was seconded by Chairman Morris and carried
unanimously.
Commissioner McKoy made a motion to approve the budget amendments as requested by the Finance
Officer. The motion was seconded by Vice Chairman Matthews and carried unanimously. (Attachment
4)
Mr. Trout presented information regarding the Jetport Jamboree Sponsorship Levels and T-Shirt Cost
Approvals. The planning is going well for the ribbon cutting and Jetport Jamboree at the Harnett
Regional Jetport. The planning committee has decided to solicit sponsors for the event to offset some of
the expenses related to the Jamboree. The sponsorships are considered a fee per the statute so the Board
of Commissioners must approve all fees so they are being presented for your consideration and
approval.

The committee is requesting approval of the following sponsorship levels:
Diamond Sponsor is $2,500
Gold Sponsor is $1,500
Silver Sponsor is $1,000
The cost of a T-shirt is requested to be set at $10 per shirt.
After paying for expenses from the conduct of the event the funds remaining from sponsorships and T-
shirt sales will be kept in a separate fund to support the next fly in or airshow event held at the Jetport.
Commissioner McKoy made a motion to approve the sponsorship levels. The motion was seconded by
Vice Chairman Matthews and carried unanimously.
Chairman Morris recessed the meeting to reconvene at 11:45 a.m. in the Harnett County Resource
Center & Library, Training Room 103 B/C to host the 2024 Legislative Luncheon.
Chairman Morris called the meeting back into order at 11:46 a.m.
Commissioners hosted their 2024 Legislative Luncheon and the following Legislators and Legislative
staff attended:
Senator Jim Burgin
Representative Howard Penny
Representative Joseph Pike
Sam Shumate, Outreach Director, Office of US Senator Ted Budd
Fallon Strickland, Outreach Coordinator, Office of Congressman Wiley Nickel
Mr. Trout provided the invocation.
Following lunch, Mr. Trout introduced representatives from Kairos which included Scott Laster, Partner,
Senior Political Advisor and Christopher Stock, General Counsel. He also introduced KJ Stancil, Eagle
Eye Consulting Services, LLC.
Commissioners and staff discussed in detail the following top Harnett County 2024 Legislative
Priorities. Mr. Trout also provided an update on the progress of these Legislative Priorities.
Economic Development
• Assist with Efforts to Expand Natural Gas Capacity
• Assist County in Creation of Economic Development Sites, Buildings, and Industrial Parks
• Assist County in Expanding Broadband Access to Underserved Areas
Education
• Provide Additional Solutions to Assist with Public Education Capital Funding

Harnett Regional Jetport
• Assist County with Expanding and Enhancing Harnett Regional Jetport
Mr. Trout also shared information on an additional legislative priority that was added:
• 100% Disabled Veterans Property Tax Exclusion – the current 100% Disabled Veterans
Property Tax Exclusion provides an exclusion on the first $45,000 in appraised valuation
when calculating property taxes due on a home for a 100% Disabled Veteran. The Board of
Commissioners would like to see consideration for changing the exclusion amount per the
guidelines in Senate Bill 148 titled the “deViere Disabled Veterans Act” of 2023. The
language in Senate Bill 148 creates an exclusion of the first $100,000 of appraised value for a
100% disabled veteran’s home. The bill language creates a hold harmless provision that
would reimburse counties for lost revenue due to the exclusion’s utilization by 100% disabled
veterans. The board requests that the bill be considered for action out of the Senate Finance
Committee.
Commissioner McKoy also asked for consideration of senior citizens for property tax exclusions as well.
Mr. Trout also shared the Project Funding Request Ranking for the 2024 Legislative Session that was
approved by the Commissioners earlier today.

• Healthcare
• Sales Tax and the need for a zip code for Western Harnett County
Vice Chairman Matthews thanked everyone for coming.
Vice Chairman Matthews made a motion to adjourn at 1:00 pm. The motion was seconded by
Commissioner McKoy and carried unanimously.

RESOLUTION TO PARTICIPATE IN NORTH CAROLINA
INVESTMENT POOL
A resolution authorizing County of Harnett, North Carolina (the "County") to join with other
political subdivisions of the State of North Carolina as a Participant ("Participant") in the North Carolina
Investment Pool (NCIP) (the "Trust") to pool funds for investment.
WHEREAS, the provisions of Section 159-30 of the General Statutes of North Carolina, as
amended ("N.C. Gen. Stat."), provide the guidelines for any local government or public authority of the
State of North Carolina (a "Local Government" or "Local Government Unit") to invest idle funds;
WHEREAS, under N.C. Gen. Stat. § 159-30(c)(10), moneys may be invested in a commingled
investment pool established by interlocal agreement pursuant to N.C. Gen. Stat. § 160A-460 through 160A-
464 (a "Local Government Investment Pool"), if the investments of the Local Government Investment Pool
are limited to those qualifying for investment under N.C. Gen. Stat. § 159-30(c) or other laws of the State
of North Carolina governing the investment of monies of a Local Government Unit ("Permitted
Investments");
WHEREAS, certain Local Government Units have executed an Interlocal Agreement dated March
1, 2023 (the "Original Interlocal Agreement" and as supplemented and amended the "Interlocal
Agreement") for the purpose of creating the Trust or executed a joinder agreement for purposes of joining
the Original Interlocal Agreement;
WHEREAS, the Trust is governed by the terms of an Indenture of Trust (as amended, the
"Indenture"), which provides for the deposit of the pooled idle funds in the Trust and the investment of such
funds in only Permitted Investments;
WHEREAS, the County desires to become a Participant in the Trust.
NOW, THEREFORE, it is hereby RESOLVED by the Board of Commissioners (the "Governing
Body") of the County as follows:
1. The Governing Body hereby approves the County becoming a Participant in the Trust,
which is governed by the Indenture.
2. The Governing Body authorizes the execution and delivery of a New Participant
Application (the "Application") substantially in the form presented at this meeting, together with such
changes, modifications and deletions as may be approved by the County's Finance Officer (the "Finance
Officer"). The approval of the Application will be evidenced conclusively by the execution and delivery of
the Application by the Finance Officer.
3. The Finance Officer is hereby authorized to take or cause to be taken any and all such other
actions as they may determine in their discretion to be to be necessary or advisable or in the best interest of
the County in order to effectuate, complete and carry out the intent and purposes of the foregoing resolutions
and the management, supervision, and investment of the County's idle funds, including, but not limited to,
the execution of all depository forms or other documents required by the administrator, the custodian or the
investment advisor of the Trust and for the purpose of (i) adding an additional Participant to the Trust or
(ii) which do not have financial implications for the County.

4. The Governing Body hereby approves the Finance Officer to serve as the County's
Authorized Representative under the Indenture and in such capacity shall remain responsible for the
management, supervision, and investment of the County's idle funds.
The undersigned hereby certifies that the Board of Commissioners has enacted this Resolution, a
copy of which is enclosed, and that such Resolution is a true and correct copy of the original which is in
my possession.

Ordinance; Article V, Section 1.2; 7.6.2 & 7.6.3. Applicant request that Outdoor Flea
Markets be added to Article V, Section 1.2 “Table of Use Regulations”. Add, “Outdoor
Flea Markets” to 7.6.2 as well as the Letter E, which tells what outdoor display, consist
of and how long it can be displayed. Delete 7.6.3 in its entirety.

Reason for Requested Change:
To amend Harnett County’s U.D.O. to allow outdoor flea markets to be an allowable special use in the
RA-20M, RA-20R, and RA-30 zoning districts.
Additional Information:
On April 1, 2024, the Planning Board voted unanimously (3-0) to recommend approval of the proposed
text amendment. The Planning Board stated that approval was recommended based on the use
regulations set forth in the staff suggested text as well as the requirement for a special use permit to be
obtained from the Board of Adjustment.

AN ORDINANCE AMENDING THE
HARNETT COUNTY UNIFIED DEVELOPMENT ORDINANCE
WHEREAS, the Board of Commissioners of Harnett County adopted the UDO on October 17, 2011 for the
purpose of promoting the health, safety, and general welfare of the county residents; and
WHEREAS, this ordinance was adopted under authority granted by the General Assembly of the State of North
Carolina, particularly G.S. 153A-340; and
WHEREAS, the UDO contains provisions for amending said ordinance and those provisions have been followed;
and
WHEREAS, the Harnett County Planning Board has reviewed the amendment to the article of the UDO as
listed below and recommends the adoption of the following amendment.
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF HARNETT
COUNTY, NORTH CAROLINA that Harnett County Unified Development Ordinance Article V. Use
Regulations, Section 1.2, Table of Use Regulations 7.6.2, Flea Markets, Rummage, Second Hand Sales, &
Activities, Indoor, and 7.6.3, Flea Markets, Rummage, Second Hand Sales, & Activities, Outdoor, shall be
amended to read as indicated in “Attachment”.
“Attachment” is filed with the Unified Development Ordinance in the Clerk to the Board’s Office.
Duly adopted this 15th day of April 2024 and effective upon adoption.

RESOLUTION BY THE HARNETT COUNTY BOARD OF COMMISSIONERS TO SELL
REAL PROPERTY
THAT WHEREAS, Harnett County is the owner of an approximate 10.16 acre real property tract
located at Ponderosa Road, Cameron, North Carolina 28326, in the Johnsonville Township of Harnett
County; this tract is a portion of real property conveyed to Harnett County in that Deed recorded in Book
1711, Page 807, Harnett County Registry and identified as “Tract II” in said Deed with Parcel ID No.
099566 9001 02; and
WHEREAS, Ray Holder (hereinafter referred to as the “Offeror”) has made an offer to Harnett
County to purchase that approximate 10.16 acre portion of the above described tract which is located on
the northeast side of Ponderosa Road for the purchase price of $100,000.00 plus closing costs to include
the notice for the upset bid publication fee and survey costs pursuant to the negotiated offer, advertisement
and upset bids procedure set forth in N.C. Gen. Stat. §160A-269; that the Harnett County Board of
Commissioners has considered this offer and said Board desires through this resolution to propose to
accept the offer on the condition that Offeror pay a 5% deposit ($5,000.00) to the County Clerk and that
the further requirements of N.C. Gen. Stat. §160A-269 are met.
NOW THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners
pursuant to the provisions of N.C. Gen. Stat. §160A-269 does hereby propose to accept the offer by
Offeror of $100,000.00 plus closing cost to include the notice for upset bid publication fee and survey
costs to purchase that approximate 10.16 acre real property tract at Ponderosa Road, Cameron, North
Carolina 28326, in the Johnsonville Township of Harnett County upon its deposit of 5% of the offered
price ($5,000.00) and subject to any upset bids received after the publication of the offer pursuant to the
aforementioned statute.
BE IT FURTHER RESOLVED that the County legal staff will ensure the compliance with the
sale provisions of N.C. Gen. Stat. §160A-269 and will provide to the Board a proposed Special Warranty
Deed at such time that a final bid has been received and accepted for said real property.

COUNTY OF HARNETT
GRANT PROJECT ORDINANCE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina,sitting as the governing board
for Harnett County that,pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the
following grant project ordinance is hereby adopted.
This ordinance will establish a budget for directed grant funding received from the North Carolina Office
of State Budget and Management (OSBM).The County of Harnett has received four grants totaling
$5,616,000 from the Regional Economic Development Reserve through Current Operations Appropriations
Act of 2023 (S.L. 2023-134, Sec. 2.2). These funds will be used for various purposes outlined below.
This ordinance will establish a budget for the following activities:

The Finance Officer is hereby directed to maintain sufficient specific detailed accounting records to satisfy
the requirements of the grantor agency and the grant agreements,including payroll documentation and
effort certifications, in accordance with 2 CFR 200.430 & 2 CFR 200.431 and the County’s Uniform
Guidance Allowable Costs and Cost Principles Policy.
Grant Allocation ID # 20284 will appropriate funds to the Harnett County Sheriff's Office for the purchase
and installation of a body scanner at the County Detention Center.
Grant Allocation ID # 20285 will appropriate funds to 40 local subrecipients, as determined by Senator Jim
Burgin, for projects to improve and expand services to the Harnett County community.The County of
Harnett is acting as a pass-through entity.
Grant Allocation ID # 20286 will appropriate funds to the Harnett County Sheriff's Office for the purchase
and installation of a generator to provide sufficient back-up power to the Sheriff's Office and Detention
Center.
Grant Allocation ID # 20287 will appropriate funding to be used toward the acquisition of the Johnson
Farm in an effort to continue current agriculture and forestry activities and to also provide educational and
recreational opportunities.
Copies of this grant project ordinance shall be furnished to the Clerk to the Board, the Budget Director and
the Finance Officer for direction in carrying out this project.
This grant project ordinance expires on October 3, 2025, or when all the OSBM funds have been expended
by the county, whichever occurs sooner.
