The Town of Lillington and The City of Clinton were just two of the five references that gave outstanding reviews for Daniel INC. The bid is $284,230 which will come from the Capital Maintenance & Replacement Fund. D.Veterans Services requests the Board of Commissioner permission to apply for a Veterans Treatment Court Innovations (ALLRISE) Grant in the amount of up to $67,742. This grant will enable the court to establish an MRT Program that will include training, facilitators, and materials for the program. The grant will also allow two more staff members to attend the required annual conference (NADCP) that provides required training and CEU's. E.The Harnett County Public Library is seeking Board approval to accept the Request for Proposal bid from Fast Forward Libraries LLC to provide consulting services for the Harnett County Public Library's 2024-2029 Strategic Plan. The bid estimate for the consulting services is $42,400. A committee comprised of library administration reviewed proposals, interviewed the top three finalists, and voted to recommend Fast Forward Libraries as the consulting firm based on experience and expertise in preparing both comprehensive and vision-based plans for public library systems. The proposed Digital Equity Grant Project for Harnett County Public Library System is designed to widely advance digital equity in Harnett County, including the 13% of residents without Internet service, and the nearly 8% of residents without Internet-connected devices (ACS - U.S. Census Bureau American Community Survey 2017-2021 5-Year Estimates). The heart of the initiative lies in the acquisition of Chromebooks and hotspots for lending out to the community. This device lending program will address the fundamental barrier of access, providing essential tools for online participation to community members lacking computing devices or reliable Internet access. G.Harnett County has been awarded four directed grants from the State of North Carolina for the 2023-24 Fiscal Year through the Office of State Budget and Management (OSBM). Grant 20284 is for the purchase of a body scanner and related equipment for the sheriff's office. Grant 20285 will be sub-awarded to a list of local subrecipients to provide upgrades and improvements to services within the County. Grant 20286 is for the purchase of a standby power generator and related equipment for the detention center. Grant 20287 is for land acquisition activities or capital improvements. These grants do not require matches. Administration is requesting approval to accept the grant awards and authorize the County Manager to sign the final grant agreement when it is received. H.Cooperative Extension requests the Board of Commissioners approve the Memorandum of Agreement between the Board of Commissioners of Harnett County and North Carolina State University. I.As discussed at the work session held on January 9, 2024, the Harnett County Board of Commissioners approve the following: Appointment of Sion H. Harrington, III (District 2) to the Historic Properties Commission to fill the vacancy in District 5 pursuant to Section 2.1 of the ordinance which states “the Board of Commissioners may select no more than two qualified candidates from the same district.” Reappointment of Robert Doberstein, II and Tracie Turcotte Crowder to the Board of Equalization and Review. (Attachment 1) Steve Ward, Harnett Regional Water Director, reviewed a request for the Board to approve an engineering consulting agreement (task order no. 3) with MBD Consulting Engineers PA out of Pinehurst, NC and Conway, SC. This agreement is for the North Harnett Wastewater Treatment Plant Capacity Upgrade Project. This is for the third and final engineering task order of the project which consists of the construction management and inspection phases of the project. The agreement in the amount of $1,555,000. Commissioner Weatherspoon made a motion to approve an engineering consulting agreement (task order no. 3) with MBD Consulting Engineers PA. The motion was seconded by Vice Chairman Matthews and carried unanimously. Christopher Appel, Senior Staff Attorney, reviewed a request for the Board to approve an easement for Duke Energy Progress, LLC for property located at Ashe Avenue in Dunn to provide service to a new single-family home. The easement would go across our rail trail in that area and it would be an underground easement. Attorney Appel noted two small changes, in paragraph 4 it should read “ The Facilities may shall be underground and located in, upon, over, along ……” Vice Chairman Matthews made a motion to approve the recommended easement as amended. The motion was seconded by Commissioner Weatherspoon and carried unanimously. Greg Frank, Harnett Regional Jetport Director, reviewed a request for the Board of Commissioners to consider and approve the FY 24 Transportation Reserve Directed Funds grant agreement for Harnett County in the amount of $15,600,000.00 appropriated by the North Carolina General Assembly. There is no required County match. These funds will be used towards capital improvement projects at Harnett Regional Jetport. Commissioner Weatherspoon made a motion to approve the grant agreement. The motion was seconded by Commissioner Nicol and carried unanimously. Brent Trout, County Manager, reviewed a request for approval of the Jetport Terminal Furniture bid. The Jetport Terminal project continues to make good progress with a completion coming within the next couple of months. The new building also needs new furniture for the offices and common areas. We had received a significant amount of interest in this project, so the decision was made to publish a Request for Proposal (RFP) to ensure equal opportunity to all vendors interested. An RFP was published seeking bids for the furniture about a month ago with a due date of December 18, 2023. The County received one quote in response to the RFP. The received bid was within budget and similar to the initial estimate that we received prior to deciding to issue the RFP. The bid was received from Southeastern Interiors. The total bid amount for all the requested furniture is $215,860.94. Staff is requesting approval of the award of the bid for this project to Southeastern Interiors. If the board approves the bid staff will meet with Southeastern Interiors staff and choose finishes and colors for the furniture and place our order. Delivery has been expressed as between one month to two months depending on the materials selected. The Jetport staff will move into the building utilizing existing furniture until the new furniture arrives. The Economic Development Department staff will move to the Terminal offices after the new furniture arrives. Commissioner Weatherspoon made a motion to approve the bid. The current fuel farm at the Harnett Regional Jetport consisting of a 12,000-gallon AVGAS tank and a 12,000-gallon Jet-A tank is currently past its useful life. The tanks do not currently meet NFPA and safety requirements. The current system presents numerous safety hazards, mechanical issues, and is not capable of bottom loading which requires staff to manually fill a tanker truck from the top fill hatch. The tanks therefore need to be replaced as soon as possible. The County's engineer of record, Parrish and Partners of North Carolina, PLLC, has submitted a requested Work Authorization for Professional Services to create a design and conduct project bidding services for a new fuel tank farm. The total cost of the contract for these services is valued at $121,944. The Department of Aviation has conducted an Independent Fee Estimate for these services and determined that the proposed fees are within 10% of their estimate and therefore meet the threshold required for Harnett County to accept the proposal. Parrish and Partners is prepared to begin this work as soon as authorized. The cost of the design is being paid for with grant funds from the Department of Aviation allocated to the County each year. Tim Mathews, County Extension Director, reviewed a request for the Board of Commissioners approve the Memorandum of Agreement between the Board of Commissioner of Harnett County and North Carolina State University. Mr. Mathews reviewed the summary of changes between the 2006 Memorandum of Understanding and the 2023 Memorandum of Agreement. Consensus of the Board was to place this item on the next consent agenda. Vice Chairman Matthews shared he and a longtime friend Mr. Carroll Leggett were talking a year or so ago about the exciting things going on at the Jetport. Mr. Leggett served as the Chief of Staff for Senator Robert Morgan. The next day he received a call from Mr. Leggett sharing how Senator Morgan was the primary person responsible for the FAA approving Harnett County to have the airport which has now become the jetport. Vice Chairman Matthews stated he thought it might be appropriate, as to date Senator Morgan is the only US Senator who was native to Harnett County, to name the new terminal building in honor and memory of Senator Morgan. Discussion was held. Concerns were expressed that once you start naming buildings after someone, you have to continue to do so. Vice Chairman Matthews shared he also spoke with Jerry Milton, Chairman of the Jetport Advisory Committee who invited me to speak at their HCBOC 011624 a Pg. 14 Harnett County Board of Commissioners Work Session Minutes January 9, 2024 Page 4 of 5 meeting in December to share that with the committee. The committee overwhelmingly voted in support. Consensus of the board was to place this item as a separate line item on the next agenda. Christopher Appel, Senior Staff Attorney reviewed a proposed Ordinance imposing a temporary moratorium on development approvals in the Rawls Church Road and US Highway 401 Corridor. A public hearing would be required. Two weeks of advertisement would be required prior to the public hearing. Consensus of the Board was to proceed with the notice of advertisement and schedule a public hearing for the February 19, 2024 Board meeting. Attorney Appel also asked for direction concerning the area of coverage, in the packet there was a map including a one-mile radius. Direction from the Board would be needed to go by township or parcels within that area. The Board requested maps that included both parcels and townships. The Board reviewed applications for appointments to the various Boards and Committees. Chairman Morris shared the individual who applied for the Dangerous Dog Committee has pending litigation regarding a dangerous dog. Consensus was to table the consideration of the application for the Dangerous Dog Committee until that is resolved. Background  Harnett County is located in Central North Carolina between Raleigh and Fayetteville. There are five (5) municipalities located in the County. The County includes 601 square miles of which 561 square miles is considered to be rural/non-urban.  Harnett County’s population is approximately 143,573. The county is experiencing rapid growth. From 2010 to 2020 there was a 16.5% increase in population. Much of this growth has been outside of the incorporated towns, which make up approximately 20% of the county population. The County’s proximity to Raleigh and the Fayetteville area and the Highway 87 & I-95 corridors make Harnett County a desired location for residents, businesses, and industry.  The Harnett County Public Library System (HCPL) is a County library system comprised of a Main Library and 6 branches. A 7th branch is expected to open in Western Harnett County in January 2024.  Construction of the new Main Library was completed in 2021. The new 20,000 square foot building provides expanded resources, up-to-date technology, meeting spaces, Makerspaces, local history room, and study areas.  Prior to August 2022, the Harnett County Library system consisted of the Main Library, a small branch library operated out of Anderson Creek Primary School, and the Boone Trail Recreation Center & Library, a space shared with Harnett County Parks & Recreation. Public libraries in Angier, Coats, Dunn, and Erwin were affiliated with the Harnett County Library but were funded and operated by their respective municipal governments. Funding, support, hours of operation, and staffing were inadequate and unsustainable in some affiliate library locations resulting in inconsistent library experiences for Harnett County citizens. On August 1st, 2022 Harnett County government entered into an agreement with the Towns of Angier, Coats, and Erwin allowing the County to take ownership and responsibility of all library operations. On September 1, 2023 The City of Dunn followed suit creating a fully consolidated library system in Harnett County. Since consolidation, the County has fortified library branch budgets allowing them to increase the number of staff members, extend hours of operation, offer more programming and services, and improve the quality and size of library collections.  The Harnett County Library System is a member of NC Cardinal, a consortium of 52 North Carolina public library systems that share an online catalog, integrated library system, and library resources.  In FY 2023, the Harnett County Public Library system added 7762 new patrons, an increase of 44% from the previous year. The library was open 12,982 hours and welcomed 175,838 visitors from July 1, 2022-June 30, 2023. The Benhaven Public Library will be located on the former Benhaven Elementary School campus which was vacated when a newly constructed elementary school opened in August of 2018.
