The funds will be used to purchase laptops/tablets for the Sheriff’s Office and computer equipment for the Sheriff’s Office. The original Grant request was approved by the board on 12/06/2021. An extension for this grant was applied for and approved. The agency was unable to complete the funding initiatives outlined in the Item 4Ai HCBOC 032023 Pg. 3 grant due to other projects and pending priorities. There are no matching funds required for this grant. C.The Sheriff's Office requests permission to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of $22,856.00. These funds will be used to purchase a mobile camera system that can be strategically placed to capture vehicles traveling the streets and highway in high crime areas. There are no matching funds required for this grant. D.Harnett County Health Department requests approval to accept additional WIC Client Services funding in the amount of $17,513 from NC DHHS. This funding is based on the monthly participation caseload rising above the 103% base. E.Harnett Regional Water requests the Board award the sewer lift station and force main construction contract for the North West Harnett Elementary School Utility Extension Project Construction Contract to Eberhart Construction, Inc. from Willow Springs, NC in the amount of $846,720. F.In the State of North Carolina's most recent budget, $1.5 million was allocated to Harnett County to be passed along to a list of 46 entities, which was created by Senator Burgin. Our legal team is drafting funding agreements to be signed by external recipients so they can receive their funds and begin their projects. Administration is seeking approval of funding agreements with the following organizations: 1. Boys & Girls Club; 2. City of Dunn; 3. Coats Chamber of Commerce; and 4. Town of Lillington G.Cooperative Extension requests the Board of Commissioners approve the donation of a van to the Harnett PAL Program. H.Legal requests the Board of Commissioners approve the appointment of Chance Torain to the Stop Arm Appeals Board to replace Larry Smith, Jr. as the County employee board member. I.Legal Department requests the Board of Commissioners approve a Resolution for the execution of Opioid Settlements and the Supplemental Agreement for Additional Funds between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation. The Resolution, if approved, will authorize the County Manager to execute all necessary documents related to the Opioid Settlements and the Supplemental Agreement. (Attachment 1) J.Legal Department requests the Board of Commissioners adopt a Resolution to Revise the Harnett County Jetport Committee and Amend the Jetport Committee Bylaws. The Resolution would allow for the name change of the Harnett County Jetport Committee to become the Harnett County Jetport Board and amend the bylaws to reflect the name change. The resolution would further amend Section 1 of the bylaws to change the membership from "One Harnett County Economic Development Council Member" to "One Harnett County Economic Development Partnership Director." (Attachment 2) K.Legal Department requests approval to advertise the lease between the County and Lamar for a billboard site located at 35.41077/-78.81134 at Main Street, Lillington, North Carolina. The lease is a ten year lease in the amount of $2,100 annually. The public hearing will be scheduled for Monday, April 17, 2023 at 6:00 p.m. HCBOC 032023 Pg. 4 L. Finance requests the Board of Commissioners approve the contract for the audit firm of Martin Starnes & Associates, CPA to audit the County's accounts for the period beginning July 1, 2022 and ending June 30, 2023. Administration requests the Board of Commissioners adopt a Resolution to cancel the July 3, 2023 Regular Meeting of the Harnett County Board of Commissioners. (Attachment 3) Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following people provided comments: 1. Alan Longman of 234 Hamilton Road, Bunnlevel, NC. 2. Jerry Rivas of 364 Twin Ponds Road, Sanford, NC. 3. Linda Sunderman of 25 Spruce Lane, Lillington, NC. No one else spoke. The public comment period was closed. Parks and Recreation requests the approval of the Project Ordinance for renovation and construction of several projects identified in the Capital Improvements Program. The Project Ordinance includes the renovation and monumentalizing of the Old Boone Trail School Entryway, the creation of mountain biking trails and associated amenities at Anderson Creek Park, construction of new restroom facilities at Patriots Park and replacement and development of phase 1 of the Benhaven Community Park. Funding for this Project Ordinance comes from a State Capital Infrastructure Grant in the amount of $630,000 and $192,500 transferred from the Parks Capital Reserve Fund. Commissioner Matthews stated I asked this item to be placed separately on the agenda, at that time I did have some questions about this request, not about the projects, but some funding surrounding that, since that time, Carl, Mr. Trout and Ms. Honeycutt have answered those questions. Commissioner Matthews made a motion to approve the Parks Improvement Capital Project Ordinance for the renovation and construction projects identified in the capital improvements program. Commissioner Weatherspoon seconded the motion. Commissioner McKoy asked what Commissioner Matthews’ concerns were. Commissioner Matthews stated back in December we had approved some SCIF funds for another recreation project to be paid for out of another fund, I wanted to make sure we would have enough funding to meet the needs for some of the other projects, I have been reassured that we have that, so I am HCBOC 032023 Pg. 5 ok with moving forward. Chairman Nicol called for a vote. The motion carried unanimously. (Attachment 4) Brent Trout, County Manager, introduced Desiree Patrick, our new Community Relations Director. Mr. Trout shared he was selected to participate in Leadership Harnett in the coming year. Kimberly Honeycutt, Finance Officer, stated I am proud to share S&P has upgraded Harnett County’s bond rating to AA. Chairman Nicol thanked Ms. Honeycutt for her hard work. Commissioner McKoy also thanked Ms. Honeycutt. Commissioner McKoy made a motion to approve the budget amendments as requested by the Finance Director. Adjourn Jon Matthews, Provost, Central Carolina Community College, provided an update to the Board on the Harnett Promise Program which included quick facts about the Fall 2019 to Fall 2022 cohorts, average cohort demographics and most popular program pathways. He also reviewed the proposed revisions to the Memorandum of Understanding. Consensus of the Board was to place this item on the agenda as an individual action item. Steve Ward, Harnett Regional Water (HRW) Director, provided an update to the Board on North Harnett Waste Water Treatment Plant receiving septic/porta-john waste. On Friday February 17, 2023 we suspended septage/porta-john receiving at the plant due to the condition of our sludge stabilization and storage lagoon. The lagoon is vital to not only to the septage/porta-john settling necessary for treatment but also to all wastewater influent tributary to the plant. We have been receiving record amounts of septage/porta-john waste in the last two years. In 2020 the plant averaged 285,942 gallons per month. In 2022 that amount has increased to 450,108 gallons per month. That is an increase of 57% in just two years. HRW’s consulting engineer prepared a detailed memo explaining the issues we are experiencing at the plant as the result of the amounts of septage/porta-john waste we are receiving. NHWWTP does not have the assimilative capacity to handle these large volumes of septic/porta-john waste. Chemicals present in porta-john waste HCBOC 032023 Pg. 41 that inhibit the process microbial organisms breaking down solids, regular septage received from septic tanks do not cause these issues. Last week, we resumed receiving septic waste only at the plant as the two and half week rest actually helped the lagoon. We also started a pilot process to see if we can mix the porta-john waste with sludge from the water treatment plant. The early results from this pilot have not been promising as the water we return to the lagoon from the sludge removal process is still colored blue like the chemicals found in the porta-john waste stream. If the results from the pilot study do not improve our plan is to limit and regulate the receiving of porta-john waste by issuing haulers of such waste an industrial user permit. This is the same process that is followed for any waste stream we receive containing constituents that are not easily removed with our waste treatment process. HRW’s obligation is to serve all the sewer customers, both residential and commercial, that this plant serves. That includes Angier, Coats, Erwin, Lillington, Campbell University and Buies Creek in Harnett County and partially the Town of Fuquay-Varina in Wake County. Christian Lockamy, Economic Development Director, provided an update to the Board which included information on forward progress, product development, workforce development, business retention and expansion, funding and staff, external and internal marketing and quality of life. Chris Appel, Senior Staff Attorney reviewed information regarding three properties involved with the Hazard Mitigation Grant Program as a result of Hurricane Florence which include 109 Coats Road, Linden, NC; 149 Coats Road, Linden, NC and 78 Burnett Lane, Linden, NC. These properties are located on Anderson Creek. Discussion included the size of the lots. Legal would ask the Board to approve the acceptance of these properties as they are presented to the County. Consensus of the Board was to place this item on the next consent agenda. Mr. Trout stated I have conducted a request for proposal process and received seven proposals for providing lobbying services. The proposals identified their qualifications and background as a lobbying firm. I interviewed four different firms regarding their experience and services. It was a close competition but I have determined the firm that is best qualified to lead our lobbying efforts is Kairos Government Affairs. I am seeking the board's approval of this recommendation and permission to negotiate contract terms for a two year contract. We have the funds budgeted in contingency for this item for this year and we will include the necessary funds in next year’s budget. I attached the score sheet with my evaluations of the proposals and the proposal submitted by Kairos Government Affairs for your information to the memo. Commissioner McKoy stated I personal do not see why we need to pay for a lobbyist, I personally feel we have a good relationship with our representatives, but if that is the way the Board would like to go, I am fine. Consensus of the Board was to place this as an individual item on the next agenda. Mr. Trout shared information regarding a request from the Town of Angier regarding letters of support for grant applications for water and infrastructure projects, the construction of Town Hall and a community center. Commissioner Weatherspoon made a motion to approve the letters of support for the Town of Angier’s grant applications. The motion was seconded by Commissioner Matthews and carried unanimously. Commissioner Weatherspoon shared he was contacted by a citizen that would like to establish a DMV Office in the Lillington area. He has received support from Senator Burgin, Mayor McFadden and I think he has support from the Lillington Chamber. He would like a letter of support from the Board of Commissioners.
