022823 ws HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session February 28, 2023 The Harnett County Board of Commissioners met in work session on Tuesday, February 28, 2023 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Matthew B. Nicol, Chairman William Morris, Vice Chairman Barbara McKoy, Commissioner W. Brooks Matthews, Commissioner Lewis W. Weatherspoon, Commissioner Staff present: Dwight Snow, County Attorney Brent Trout, County Manager Kimberly Honeycutt, Finance Officer Melissa Capps, County Clerk Chairman Nicol called the Harnett County Board of Commissioners meeting to order at 9:00 am. Vice Chairman Morris led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order— Chairman Matt Nicol 2. Discuss a request to accept an extension for the Edward Byrne Memorial Justice Assistance Grant in the amount of$24,027.00 that expires 06/30/2023; Sheriff's Office 5. Discuss a request to accept the Edward Byrne Memorial Justice Assistance Grant in the amount of$22,856.00; Sheriff's Office 6. Discuss a Capital Project Ordinance funded by a $630,000 State Capital Infrastructure Grant and $192,500 from the Parks Capital Reserve Fund. Capital Project Ordinance includes the renovation and monumentalizing of the Old Boone Trail School Entryway,the creation of mountain biking trails and associated amenities at Anderson Creek Park, construction of new restroom facilities at Patriots Park and replacement and development of Phase 1 of the Benhaven Community Park; Carl Davis, Parks and Recreation Director 7. Discuss additional WIC Client Services Funding;John Rouse, Health Director 8. Adjourn Lynn Lambert, Soil and Water Director, reviewed what services are currently provided by Soil and Water and Cooperative Extension. Ms. Lambert requested information from the Board on what direction they would like to go regarding a Farmer's Market. Discussion included creating a committee to gauge the interest of the community and local farmers in having a local Farmer's Market, staffing that would be needed, possible location for the market, and potential partnerships. Consensus of the Board was for staff to create a committee, research the idea of a local Farmer's Market and bring back that information to the Board of Commissioners. Major McNeill provided information on a request for permission to accept an extension for the Edward Byrne Memorial Justice Assistance Grant in the amount of$24,027.00 that expires 06/30/2023. The funds will be used to purchase laptops/tablets for the Sheriff's Office and computer equipment for the Sheriff's Office. The original Grant request was approved by the board on 12/06/2021. An extension for this grant was applied for and approved. The agency was unable to complete the funding initiatives outlined in the grant due to other projects and pending priorities. There are no matching funds required for this grant. Consensus of the Board was to place this item on the next consent agenda. These funds will be used to purchase a mobile camera system that can be strategically placed to capture vehicles traveling the streets and highway in high crime areas. There are no matching funds required for this grant. Consensus of the Board was to place this item on the next consent agenda. Carl Davis, Parks and Recreation Director, reviewed a request for the approval of the Project Ordinance for renovation and construction of several projects identified in the Capital Improvements Program. The Project Ordinance includes the renovation and monumentalizing of the Old Boone Trail School Entryway, the creation of mountain biking trails and associated amenities at Anderson Creek Park, construction of new restroom facilities at Patriots Park and replacement and development of phase 1 of the Benhaven Community Park. Funding for this Project Ordinance comes from a State Capital Infrastructure Grant in the amount of$630,000 and $192,500 transferred from the Parks Capital Reserve Fund. Consensus of the Board was to place this item on the next agenda as an individual action item. John Rouse, Health Director, provided information on a request for approval to accept additional WIC Client Services funding in the amount of$17,513 from NC DHHS. This funding is based on the monthly participation caseload rising above the 103%base. Consensus of the Board was to place this item on the next consent agenda. Steve Ward, Harnett Regional Water Director, provided information on a request for the Board to award the sewer lift station and force main construction contract for the above-reference project to Eberhart Construction, Inc. from Willow Springs, NC in the amount of$846,720. Consensus of the Board was to place this item on the next consent agenda. Ally Fouts, Lead for North Carolina Fellow, stated in the State of North Carolina's most recent budget, $1.5 million was allocated to Harnett County to be passed along to a list of 46 entities, which was created by Senator Burgin. Administration is requesting approval of funding agreements with the following organizations: 1. Boys & Girls Club; 2. City of Dunn; 3. Coats Chamber of Commerce; and 4. Town of Lillington. Consensus of the Board was to place this item on the next consent agenda. Tim Mathews, Cooperative Extension Director, reviewed a request for approval of the donation of a van to the Harnett PAL Program. Consensus of the Board was to place this item on the next consent agenda. Chad Beane, Solid Waste Director, provided an overview of solid waste fees and collection. Discussion included the Enterprise Fund, a request to waive tipping fees for Habitat for Humanity and what has been done historically. Mr. Trout stated we looked at this as a need for a policy, for fairness. Consensus of the Board was to allow time for staff to work on a policy, bring it back to the Board for further discussion. Harnett County Board of Commissioners Work Session Minutes February 28, 2023 Page 3 of 5 Christopher Appel, Senior Staff Attorney, reviewed a request to approve the appointment of Chance Torain to the Stop Arm Appeals Board to replace Larry Smith, Jr. as the County employee board member. Consensus of the Board was to place this item on the next consent agenda. Attorney Appel also reviewed a request for the Board of Commissioners to approve a Resolution for the execution of Opioid Settlements and the Supplemental Agreement for Additional Funds between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation. The Resolution, if approved, will authorize the County Manager to execute all necessary documents related to the Opioid Settlements and the Supplemental Agreement. Consensus of the Board was to place this item on the next consent agenda. Attorney Appel also reviewed a request for the Board of Commissioners to adopt a Resolution to Revise the Harnett County Jetport Committee and Amend the Jetport Committee Bylaws. The Resolution would allow for the name change of the Harnett County Jetport Committee to become the Harnett County Jetport Board and amend the bylaws to reflect the name change. The resolution would further amend Section 1 of the bylaws to change the membership from "One Harnett County Economic Development Council Member" to "One Harnett County Economic Development Partnership Director."Consensus of the Board was to place this item on the next consent agenda. Thomas Royer, Assistant Staff Attorney, reviewed a request for approval to advertise a lease between the County and Lamar for a billboard site located at 35.41077/-78.81134 at Main Street, Lillington, North Carolina. The lease is a ten year lease in the amount of$2,100 annually. If approved, the public hearing will be scheduled for Monday, April 17, 2023 at 6:00 p.m. Consensus of the Board was to place this item on the next consent agenda. Kimberly Honeycutt, Finance Officer, reviewed a request for the Board of Commissioners to approve the contract for the audit firm of Martin Starnes & Associates, CPA to audit the County's accounts for the period beginning July 1, 2022 and ending June 30, 2023. Consensus of the Board was to place this item on the next consent agenda. Chairman Nicol stated I wanted to discuss instead of having four board meetings, two work sessions and two regular sessions per month, would you like to have one work session and one regular meeting per month. Discussion included the growth of the community, Commissioner pay being reduced if number of meetings are reduced, the amount of items that come before the Board and the option of two work sessions and one regular meeting. Consensus of the Board was to leave the meeting schedule the way that it is currently. The Board of Commissioners reviewed the applications received to serve on the various Boards and Committees. Consensus of the Board was to place the following on the next consent agenda: • Board of Equalization and Review—Reappointment of Doug Godwin, District 2 representative. Consensus of the Board was to place this item on the next consent agenda. Vice Chairman Morris made a motion to adjourn at 10:19 am. The motion was seconded by Commissioner Matthews.
