041222 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session April 12, 2022 The Harnett County Board of Commissioners met in work session on Tuesday, April 12, 2022 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Lewis W. Weatherspoon, Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner W. Brooks Matthews, Commissioner Member Absent: Matt B. Nicol, Vice Chairman Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout, County Manager Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Matthews led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order — Chairman Lewis Weatherspoon 2. Closed Session 12. Adjourn Steve Ward, Harnett Regional Water Director, reviewed a request for the Board to authorize HRW to enter into a 10 year water supply contract with the Town of Fuquay-Varina. The Town currently owns 2 million gallons of capacity in the Harnett Regional Water Treatment Plant and 5 million gallons of capacity in the Harnett -Wake Water Transmission Line. This contract is for the additional supply of2 million gallons per day (mgd) for the next 10 years bringing their daily total maximum to 4 mgd. The Town is not purchasing additional water capacity in the plant and will therefore pay a higher bulk water rate for every gallon used above their current 2 mgd threshold. HRW has the means to supply this additional amount to the Town via the Harnett - Wake Transmission Line. The Town has already approved this contract at their April 4th council meeting. The Board discussed the request. The consensus of the Board was to place this item on the next consent agenda. Mr. Ward also reviewed a request for the Board to authorize HRW to apply for $5,000,000 in American Rescue Plant Act (ARPA) grant funds and $15,000,000 in Clean Water State Revolving Loan Funds (CWSRF) in association with the North Harnett Wastewater Treatment Plant (NHWWTP) Capacity Upgrade Project. HRW has already been awarded $3,800,000 of the above-mentioned $5,000,000 ARPA grant funds for this project. All additional requests for ARPA grant funds, of which we are eligible for an additional $1,200,000, and CWSRF loan funds must be applied for by May 2, 2022. The total cost of this project is estimated to be $63,241,200 of which HRW's portion is estimated to be $27,053,180. The Board discussed the request. Ira Hall, Chief Information Officer, shared information regarding an agreement with CloudWyze to allow access to two county owned and maintained communication towers. Site 1 Site Name: Lillington Site Address: 1005 Edwards Brothers Dr., Lillington, Harnett County, NC Site 2 Site Name: Oakridge River Rd Site Address: 1979 Oakridge River Rd, Fuquay-Varina, NC 27526 Mr. Hall stated a 30 day public notice and a public hearing will be required and asked the Board to consider placing this item on the June 6, 2021 Regular Meeting. The Board discussed the request. The consensus of the Board was to place this item on the June 6, 2021 Regular Meeting. Harnett County Board of Commissioners Work Session Minutes April 12, 2022 Page 2 of 4 Gary McNeill, Major, Sheriff's Office, reviewed a request regarding the re-classification of two Deputy Sheriffs Positions (Job Class 7010) paygrade 107 to Detectives (Job Class 703 0) paygrade 110. The increase in salaries for the re -classifications will be funded by freezing a third Deputy Sheriffs Positions. No additional funding will be needed. The additional Detective positions will provide additional investigators to be assigned to identify, track and investigate gang activity in Harnett County. The majority of recent drive by shootings and murders have been conducted by person or persons with gang affiliations. The Board discussed the request. The consensus of the Board was to place this item on the next consent agenda. Major McNeill also reviewed a request regarding the re-classification of four Detention Officer Positions Paygrade 104 to Booking Intake Technician pay grade 102, salary of $31, 947. The Booking Intake Technician will be a civilian position. No additional funding is requested since the positions are a lower paygrade. The Board discussed the request. The consensus of the Board was to place this item on the next consent agenda. Major McNeill also shared Sheriff Coats has evaluated the Sheriffs Office K-9 program and decided to reduce the number of Bloodhounds by one. We request that K-9 "Sadie" be retired and allow "Sadie" former handler William Nowell to purchase "Sadie" for $ 1. Sadie was donated to the Harnett County Sheriff's Office when she was added to the K-9 Unit. The Board discussed the request. The consensus of the Board was to place this item on the next consent agenda. Chad Beane, Solid Waste Director provided an update on the Solid Waste Department which included the following information: • Mission Statement • Organizational Values & Goals • Overview of Solid Waste Department & Facilities • Current Fee Structure • Solid Waste Tonnage Data / Trends • Special Events / Programs • Looking Ahead: Challenges and Opportunities Commissioners shared concerns regarding roadside litter. Anti -litter campaigns were also discussed. Commissioner McKoy asked staff to check on signage that state if you litter you will be fined. Commissioner Matthews thanked Mr. Beane for his leadership. The Commissioners asked that Mr. Beane email them a copy of the power point presentation. Brent Trout, County Manager, stated we are still in the process of pulling our numbers together for the budget, due to this being a reevaluation year, we will be pushing back the start of the budget discussions a couple of weeks, we are looking at May lob. Harnett County Board of Commissioners Work Session Minutes April 12, 2022 Page 3 of 4 Commissioner Matthews moved that the Board go into Closed Session for the following purpose: To consult with the County's legal counsel in order to preserve the attorney-client privilege concerning the handling of certain litigation including the following case: "Kelly Waite vs. Sheriff Wayne Coats" Harnett County Superior Court File No 22CVS603. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(3). The motion was seconded by Commissioner Johnson and carried unanimously. Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting back into open session. Commissioner Matthews moved to adjourn the meeting at 10:16 am.
