ABSENTEE/PROVISIONAL MEETING
NOVEMBER 17, 2022
5:00 P.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Lin Coker, Members: Betsy
McCormick, and James Currin
Also Present were; Director Claire Jones, Deputy Director Shannon Cole, Election Tech Jessica
Higginbotham Election Specialist Seth Lemon, Bi-partisan team Jackie Nolen and Kelly Smith
and County Attorney Chris Appel

Ms. Fenderson called the meeting to order at 5:01 pm with a moment of silence and Pledge of
Allegiance.

Minutes:
The Board reviewed the minutes from November 8, 2022. Mrs. McCormick moved to approve
the minutes. Mr. Coker seconded. Approved without dissent.
Business:
The Board reviewed the absentee list, attached hereto. Mr. Currin moved to approve the list. Mrs.
McCormick seconded. Approved without dissent.
The Board reviewed the military and overseas ballots duplicated by the bipartisan team per the
duplication policy.
The Board opened the absentee DS200, verified the beginning count was zero and signed the
tapes. The Board ran the 229 approve ballots through the DS200. The Board verified the final
number was 229 and closed the DS200.
The Board reviewed the Provisional List, attached hereto. 502 Provisional ballots were returned.
After extensive research 297 were recommended to not be approved and 106 to be approved. 99
of the provisional ballots received the wrong ballot style and were recommended to be partially
approved. After some discussion, Mr. Currin moved to approve the provisional list. Mr. Coker
seconded. Approved without dissent.
The Board opened the 106 approved provisional ballots and the Bi-partisan team duplicated the
99 partial ballots, which were then verified by the Board. The Board opened the provisional
DS200, verified the zero tapes and the Board inserted the approved ballots. The Board verified
205 ballots were inserted and the DS200 tapes were printed.
The Board discussed with Mr. Appel the guidelines and process for election protests.
With no further business to discuss, Mr. Currin moved to adjourn. Mr. Coker seconded. The
meeting adjourned at 7:09pm.
The next meeting of the Board will be the Canvas meeting on November 18, 2022 at 11:00 am.
