2022-02 AMENDING JOB CLASSIFICATION AND COMPENSATION PLAN 01_03_22ORDINANCE NO. 2022-02 AN ORDINANCE AMENDING THE JOB CLASSIFICATION AND COMPENSATION PLAN THAT WHEREAS the Harnett County Board of Commissioners approved the Job Classification and Compensation Plan as part of the FY 2022 Budget; and WHEREAS due to a number of factors including increased turnover, a tight labor market, and discrepancies between the County's salaries and those of other jurisdictions, the Board has previously approved reclassifications for a number of County employees including Detention Officers and their supervisors, all sworn Law Enforcement Officers, Emergency Services staff, HARTS drivers, Building Inspectors and Central Permitting staff, and Board of Elections employees; and WHEREAS the intent of these reclassifications was to address mission critical and high turnover positions, along with other needs of the County. However, there is a need to address compensation issues for all County employees. This would allow the County to reduce employee turnover, and to recruit and retain a qualified workforce; and WHEREAS financing has prevented the County from addressing additional employee compensation. However, the FY 2021 audit revealed the County added to its fund balance, and current year sales tax figures lead staff to believe that sales tax revenue for the year will be at least $1 million higher than budgeted; and WHEREAS the Interim County Manager has requested changes to the Job Classification and Compensation Plan to provide all County employees who were not included in these previous reclassifications with a two -grade reclassification; and WHEREAS the Harnett County Board of Commissioners has reviewed and discussed the Interim County Manager's proposal, and wishes to approve said recommendation; NOW THEREFORE, BE IT ORDAINED by the Harnett County Board of Commissioners in regular session assembled as follows: Section 1. That the Interim County Manager's recommendation to change the Job Classification and Compensation Plan to reclassify all County positions up two grades and move the salaries of all County employees in these positions to the same place in the new grade effective January 16, 2022, except for the positions/personnel listed below, is hereby approved. • Detention Officers, Assistant Shift Supervisors, and Shift Supervisors • Sworn Law Enforcement Officers • Employees of Harnett County Emergency Services except for the EMS Billing & Insurance Specialists who did not receive a reclassification previously • Central Permitting Technician, Senior Central Permitting Technician, Project Coordinator/Central Permitting Technician, Code Enforcement Officer Level II, Code Enforcement Officer Level III, Assistant Manager of Building Services, Manager of Building Services • Elections Deputy Director, Election Technician, Election Specialist — These positions will only be reclassified one grade since they were previously reclassified one grade in January 2020. • General Services Director HCBOC 010322 Pg. 178 • Economic Development Director —This position will be reclassified two grades, however the employee in this position will not receive a salary increase related to this reclassification since he was recently hired at an agreed upon salary. • Employees of Harnett Regional Jetport—These positions were created and hired in June 2021, and were assigned grades based on the market at that time. Section 2. That the salaries of the Transit Drivers, whose salaries were previously adjusted by the Board on August 16, 2021, be moved to the same place in their current grade (12) that they were in their previous grade (8) if their previously adjusted salaries were less than that amount.
