2022-03 A RESOLUTION AUTHORIZING ELECTRONIC SIGNATURES IN HARNETT COUNTY TRANSACTIONSRESOLUTION NO. 2022-03 Harnett C O U N T Y NORTH CAROLINA A RESOLUTION AUTHORIZING ELECTRONIC SIGNATURES IN HARNETT COUNTY TRANSACTIONS WHEREAS, pursuant to the Electronic Commerce Act (NCGS Chapter 66, Article IIA) all public agencies, including local units of government, may use and accept electronic signatures under the Uniform Electronic Transactions Act (NCGS Chapter 66, Article 40; and WHEREAS, NCGS § 66-58.5 requires that a public agency request or require the use of electronic signatures in order for agency transactions signed electronically to have the same force and effect as a manual signature; and WHEREAS, the County of Harnett desires to approve and authorize the use and acceptance of electronic signatures in current or future County business transactions, to include, but not be limited to, employment documents, county policies, contracts and purchase orders, so that the electronic signature process will satisfy the validity requirements of NCGS § 66-58.5. NOW, THEREFORE, BE IT RESOLVED that effective immediately, the Harnett County Board of Commissioners hereby authorizes the utilization and acceptance of electronic signatures in County transactions, including, but not limited to, employment documents, county policies, contracts, and purchase orders.
