These trailers will be utilized by the Swift Water Rescue Team and the Honor Guard. These trailers have aged out of our fleet and are excess items. The trailers will be registered and insured under the Harnett County Chiefs Association. E. Harnett County Emergency Services on behalf of Buies Creek Fire Rescue is seeking Board approval to move forward with the demolition of an old building and replacement of that with a metal 45x50x14 with three 12x12 bay doors on the street side of the building with an 8x8 bay
door at rear of building. The total cost of the project will be $223,596, Demolition cost $89,810 and new construction cost $133,786. F. The Harnett County Public Library respectfully requests to continue our membership of the NC Cardinal consortium. As a member of this consortium, the Harnett County Library and affiliate/branch libraries have access to a shared catalog with other participating library systems as well as an integrated library system and shared library material. This collaboration with the North Carolina State Library and other member libraries leverages federal and local funds to achieve operational efficiencies and savings for the library while providing more effective use of public library resources. G. The Harnett County Public Library respectfully requests permission to apply for the State Library of North Carolina’s Bright Ideas Grant. The general goal for this grant is to inspire and galvanize libraries with an opportunity that will allow for the design and implementation of creative solutions and innovative ideas to solve unique problems in their communities. If awarded, the

Harnett County Library will use grant funds to strengthen capacity, expand access, and engage the Harnett County community with services and programs that improve physical and mental health as well as nutritional education. This grant is for up to $15,000 with no matching funds nor recurring expenses. H. General Services / Animal Services Director requests the Board of Commissioners approve a project ordinance for the amount of $26,750 for Professional Services. The project ordinance will set up funding for the Needs Assessment Study & Conceptual Design project. Shelter Planners of America (SPOA) intends to begin project as soon as possible following Board
approval.
I. DSS would like to use the $125,212.64 of ARPA Funding allocated to Harnett County FNS (Food
and Nutrition Services) to pay overtime to employees during the months of July and August of
2022. The funding is to be used to support the counties efforts of administering the FNS
program due to the workload increases brought on by the pandemic. These employees will not
have a total of 80 hours or more during those two months but need the extra time to work to
bring their caseloads current. Since the money has to be spent within July and August and can
be spent to administer the program, DSS is requesting a waiver of the 80 hour requirement.
J. Harnett Regional Water requests the Board approve an engineering consulting agreement (task
order no. 2) with MBD Consulting Engineers PA out of Pinehurst, NC and Conway, SC. This
agreement is for the North Harnett Wastewater Treatment Plant Capacity Upgrade Project. This
is for the second engineering task order of the project which consists of the preliminary and final design phases. K. Harnett Regional Water requests the Board approve the acceptance of grant funding in the amount $3,800,000 for the North Harnett Waste Water Treatment Plant Capacity Upgrade Project and adopt a Resolution agreeing to meeting the conditions of the grant.
5. Public Comment Period Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation. Please note the Harnett County Board of Commissioners adopted revisions to the Rules of Procedure, Rule 29. Public Comment Period on April 4, 2022. Barry Blevins, General Services Director, presented information on the Harnett Area Rural
Transit System.
Mr. Blevins also provided information regarding a request to consider approving the FY24 5311
Administrative grant pre-application documents as requested by NCDOT/IMD. Consensus of
the Board was to place this item on the next consent agenda.
Lynn Lambert, Natural Resources Director/Conservation Education Coordinator, provided
information on a request to revise the StRAP project area to target debris intensive areas along
Neills and Kenneth Creeks to make best use of the funds awarded ($379,528) as a result of the
March 2022 application. Consensus of the Board was to place this item on the next consent
agenda.
Larry Smith, Emergency Services Director, provided information on a request to accept a
funding award for the NC Emergency Management Capacity Building Competitive Grant
(CBCG). This grant is a zero county match, NCEM reimbursable grant. This grant is based on
NCEMs FY 22 Target Funding Priorities for response and recovery operations. We have
received $283,800 to fund two projects. The first project is the upgrade of our emergency
Operations Centers aging audio visual equipment ($92,400.). The second project is for the
purchase of two rapid deployment multi use shelters ($191,400.) These projects will enhance

our response and recovery operations for the future. Consensus of the Board was to place this
item on the next consent agenda.
Mr. Smith also provided information on a request to move forward with the Motorola Notice to
proceed for the ARPA Chiefs Association VIPER Radio Upgrade. This letter to proceed provides
a set cost from Motorola for our project and we will not face a cost increase if this letter is
signed. Costs are expected to increase July 1st. Mr. Smith noted they would like to revise the
letter to include all VIPER radio projects upgrades. Consensus of the Board was to place this
item on the next consent agenda.
Jay Sikes, Assistant Development Services Director/ Manager of Planning Services provided
background information on the 421 Ed/Med Overlay Project and introduced Chad Sary with
Stewart. Mr. Sary provided an update on the 421 Ed/Med Overlay Project.

Christopher Appel, Senior Staff Attorney, provided information on proposed amendments to the
Rules of Procedure for the Board of County Commissioners of Harnett County. The amendment
adds Rule 27. Decorum of Audience and amends Rule 29. Public Comment Periods. The
addition of Rule 27 amends the numbering sequence of the Rules. Consensus of the Board was
to place this item on the next consent agenda.

Coley Price, Assistant County Manager, reviewed a project ordinance for the Harnett County
Regional Jetport. Harnett County has worked over the past several years to develop a jetport
masterplan to promote future terminal site improvements, hangar construction and land
acquisition. The Harnett County Board of Commissioners on January 19, 2021, approved the
Harnett Regional Jetport Master Plan. This project ordinance will allow the county to continue
the planning and execution of expansion projects identified and approved in the masterplan.
Consensus of the Board was to place this item on the next consent agenda.
Brent Trout, County Manager, reviewed information regarding the FY 2022-23 Budget which
included proposed budget cuts to reduce the recommended budget by at least $650,000 to help
fund Harnett County School’s expansion request for $1,278,222 to increase the supplement pay
for certified staff and increase the salaries of classified staff. Additional discussion included fire
tax and the School Board’s expansion request and fund balance.
The draft agenda for the June 20, 2022 meeting was reviewed. A list of upcoming meetings and
invitations was provided.
Commissioner Matthews moved to adjourn the meeting at 10:56 am. Vice Chairman Nicol
seconded the motion that passed unanimously.

Chairman Weatherspoon called the meeting to order at 6:00 pm.
Commissioner Johnson led the Pledge of Allegiance and provided the invocation.
Chairman Weatherspoon called for any additions or deletions to the published agenda. Brent Trout
County Manager stated we have two additional budget amendments that need to be approved
tonight; one for the Detention Center and one for General Fund as it relates to setting up a capital
maintenance fund. Chairman Weatherspoon suggested adding them to the agenda following the
public comment period as Item 7, moving the other items down. Vice Chairman Nicol made a
motion to approve the agenda as amended. Commissioner Matthews seconded the motion. The
motion carried unanimously.
Commissioner McKoy made a motion to approve the consent agenda. Commissioner Matthews

Chairman Weatherspoon presented a Proclamation Recognizing the Harnett Central High School
Lady Trojans Varsity Softball Team to members of the Lady Trojans Varsity Softball Team.
Chairman Weatherspoon opened the meeting for informal comments by the public, allowing up to
3 minutes for each presentation up to 30 minutes. The following people provided comments:

2. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
3. Angela Scarborough of Harnett County.

Mr. Trout reviewed Budget Amendments 772B in the amount of $95,000 to cover the cost of
laundry service until the dryer is replaced due to fire at the Detention Center on June 17, 2022
and 778 B in the amount of $250,000 to increase the Fund Balance Appropriated to budget funds
to setup a capital maintenance fund. Vice Chairman Nicol made a motion to approve Budget

Amendments 772B and 778B. The motion was seconded by Commissioner Johnson and carried

Christopher Appel, Senior Staff Attorney and Larry Smith, Emergency Services Director,
petitioned the Board for a Public Hearing on Proposed Amendments to the Harnett County
Emergency Services Ambulance Ordinance. Chairman Weatherspoon opened the public hearing
and the following person spoke:
Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC, asked for the Emergency Services
Director to review the proposed changes.
Mr. Smith clarified the proposed amendments.
No one else spoke and the public hearing was closed. Vice Chairman Nicol made a motion to
approve the proposed amendments to the Harnett County Emergency Services Ordinance. The
motion was seconded by Commissioner McKoy and carried unanimously. (Attachment 5)
Jay Sikes, Assistant Development Services Director/ Manager of Planning Services, petitioned
the Board for a Public Hearing on a Proposed Zoning Change: Case # PLAN2204-0002
Landowner / Applicant: Charles T. Revels Jr et al; 72.59 +/- acres; Pin # 0654-59-9111; From
RA-30 to Commercial Zoning District; Intersection of SR # 1415 (Rawls Church Road) & US
Hwy 401 North; Hector’s Creek Township.
Mr. Sikes stated staff’s evaluation is:
• The IMPACT to the adjacent property owners and the surrounding community is
reasonable, and the benefits of the rezoning outweigh any potential inconvenience or
harm to the community. REASONING: The impact to the surrounding community is
reasonable as there are several nonresidential uses in this area.
• The requested zoning district is COMPATIBLE with the existing Land Use
Classification. REASONING: The requested zoning to Commercial is compatible with
the overall land use classification of Employment Mixed Use, as well as within the
Compatibility Development Target area. Per the County’s Land Use Plan Employment
Mixed Use areas “are located along major thoroughfares and include prime locations for
economic development opportunities.”
• The proposal does ENHANCE or maintain the public health, safety and general welfare.
REASONING: The requested zoning would enhance or maintain the public health, safety
and general welfare due to the potential site improvements that could take place.
• Due to the size of these parcels and the Land Use compatibility, this application does not
need to be considered for a Small Scale rezoning.
Chairman Weatherspoon opened the public hearing and the following person spoke:

No one else spoke and the public hearing was closed. Chairman Weatherspoon stated the
requested rezoning to Commercial is reasonable based on the nonresidential growth patterns of
this area as well as compatibility with Harnett County Land Use Plan. Chairman Weatherspoon
made a motion to approve the rezoning request. The motion was seconded by Commissioner
Matthews and carried unanimously. (Attachment 6)
Mr. Sikes also petitioned the Board for a Public Hearing on a Proposed Zoning Change: Case #
PLAN2205-0001 Landowner / Applicant: Randy & Phyllis Mellott; 7.45 +/- acres; Pin # 1529-
41-4393.000; From RA-30 & RA-40 to RA-30 Zoning District; SR # 1707 (Neighbors Road);
Averasboro Township.
Mr. Sikes stated staff’s evaluation is:
• The IMPACT to the adjacent property owners and the surrounding community is
reasonable, and the benefits of the rezoning outweigh any potential inconvenience or
harm to the community. REASONING: The impact to the surrounding community is
reasonable, as the requested zoning district is similar in nature to the surrounding area.
• The requested zoning district is COMPATIBLE with the existing Land Use
Classification. REASONING: The requested zoning to RA-30 is compatible with the
Land Use Classification of Agricultural and Rural Residential. Densities in such a land
use class can range from 1-3 units per acre depending on soils and the character of
adjacent development.
• The proposal does ENHANCE or maintain the public health, safety and general welfare.
REASONING: The requested zoning to RA-30 would maintain the public health, safety
and general welfare due to the existing residential uses and zoning districts in the area.
• The request is for a SMALL SCALE REZONING and should be evaluated for
reasonableness. REASONING: Since the proposed zoning district of RA-30 is
immediately adjacent, as well a portion of the property is already RA-30, this application
does need to be considered a Small Scale Rezoning.
Chairman Weatherspoon opened the public hearing and the following person spoke:
Alan Longman of 234 Hamilton Road, Bunnlevel, NC, shared concerns regarding the use of
farm land for residential purposes.
No one else spoke and the public hearing was closed. Commissioner Johnson made a motion to
accept the proposed zoning change to RA-30 based on the similar existing residential uses in this
area as well as the compliance with Harnett County’s Land Use Plan. The motion was seconded
by Vice Chairman Nicol and carried unanimously. (Attachment 7)

Mr. Trout brought before the Board the FY 2022-2023 Budget. An itemized list of changes from
the Manager’s Recommended Budget are included in the proposed budget ordinance and were
distributed to the Commissioners by Lisa McFadden, Budget Director (Attachment 8).
Additional discussion included the fire tax rates. Vice Chairman Nicol made a motion to
approve the Harnett County FY 2022-2023 Budget. The motion was seconded by Commissioner
Matthews and carried unanimously. (Attachment 9)
Mr. Trout stated one of the public comments made was regarding support of the animal shelter,
through the approval of the budget, you will be adding the support specialist. We are also
working on the engagement letter for the firm that will do an analysis on needs of that particular
area.
Chairman Weatherspoon thanked Mr. Joseph Parker and family for the donation.
Gary McNeill, Major, reviewed a request for approval to donate K-9 Rambo to another law
enforcement agency. K- 9 Rambo was purchased from Ventosa K9 Elite Kennel in 2020. Under
the purchase agreement, if we are not satisfied with the performance of the K-9 Rambo, Ventosa
Kennel will replace the K-9 at no cost. Ventosa Kennel will not take back K-9 Rambo and we
cannot receive the new K-9 from Ventosa until we donate K-9 Rambo to another agency. We
have other law enforcement agencies who are willing to receive K-9 Rambo. At this time we do
not know which agency K-9 Rambo will be donated. The agency receiving K-9 Rambo will be
required to sign an Indemnity Agreement releasing Harnett County of any liability concerning K-
9 Rambo. Commissioner Matthews made a motion to approve the request to donate K-9 Rambo
to another law enforcement agency. The motion was seconded by Vice Chairman Nicol and
carried unanimously.
Major McNeill also reviewed a request for approval of the 2022 Harnett County Health Plan for
the Harnett County Detention Center. The plan has been approved by Sheriff Coats and John
Rouse, Harnett County Health Director. Vice Chairman Nicol made a motion to approve the
2022 Harnett County Health Plan for the Harnett County Detention Center. The motion was
seconded by Commissioner Johnson and carried unanimously.
Coley Price, Assistant County Manager, provided background information regarding the
transition from Triangle South to Mid-Carolina Workforce Development and introduced Justin
Hembree, Executive Director of Mid-Carolina Regional Council. Mr. Hembree provided an
update on the transition. Effective July 1, 2022, Mid-Carolina Regional Council will assume the
administration of the newly formed Mid-Carolina Workforce Development Local Area, which
includes Cumberland, Harnett, and Sampson Counties. This letter serves to authorize the County
of Harnett to incur costs for the period of July 1, 2022 through December 31, 2022 as the
contracted Service Provider for Workforce Innovation and Opportunity Act (WIOA) Title I
programs as detailed below:

made a motion to approve the request. The motion was seconded by Commissioner McKoy and

Commissioner Matthews made a motion to go into Closed Session to consult with the County’s
Legal Counsel in order to preserve the attorney-client privilege concerning the handling of
certain claims and litigation. This motion is made pursuant to NC General Statute Section 143-
318.11 (a)(3). The motion was seconded by Vice Chairman Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting
back into open session.

The Harnett County Board of Commissioners met in work session on Tuesday, June 28, 2022 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455

Jay Sikes, Assistant Development Services Director/ Manager of Planning Services, reviewed a
Resolution requesting NCDOT add Sherman Pines Drive to the secondary road system.
Consensus of the Board is to add this item to the next Consent Agenda.
Larry Smith, Emergency Services Director, reviewed a request to donate two small cargo trailers
to the Harnett County Chiefs Association. These trailers will be utilized by the Swift Water
Rescue Team and the Honor Guard. These trailers have aged out of our fleet and are excess
items. The trailers will be registered and insured under the Harnett County Chiefs Association.
Consensus of the Board is to add this item to the next Consent Agenda.
Mr. Smith also reviewed a request on behalf of Buies Creek Fire Rescue for Board approval to
move forward with the demolition of an old building and replacement of that with a metal
45x50x14 with three 12x12 bay doors on the street side of the building with an 8x8 bay door at
rear of building. The total cost of the project will be $223,596, Demolition cost $89,810 and new
construction cost $133,786. Consensus of the Board is to add this item to the next Consent
Agenda.
Angela McCauley, Library Director, provided an update on the current status of the library
consolidation project and revised Library Consolidation Agreement. Additional discussion
included maintenance and repair responsibilities of the County and municipality, salaries of
employees and the mobile library. The Board requested additional information regarding
employee salaries. This item will be added to the July 12, 2022 Work Session for additional
discussion.

Ms. McCauley also reviewed the consolidation budget. Based on current budget information and
needs this budget is projected to be up to $661,744 for year 1. These funds will be allocated to
staffing and operating expenses for the Angier Public Library, Coats Public Library, Angier
Public Library, Dunn Public Library, as well as consolidation support staff at the Main Library.
Actual funding needed could potentially be less based on Municipal Commitment to joining the
County Consolidation or more based on any atypical needs that have not yet been identified. This
item will be added to the July 12, 2022 Work Session for additional discussion.
Ms. McCauley also reviewed a request to continue our membership of the NC Cardinal
consortium. As a member of this consortium, the Harnett County Library and affiliate/branch
libraries have access to a shared catalog with other participating library systems as well as an
integrated library system and shared library material. This collaboration with the North Carolina
State Library and other member libraries leverages federal and local funds to achieve operational
efficiencies and savings for the library while providing more effective use of public library
resources. Consensus of the Board is to add this item to the next Consent Agenda.
Joanna Cox, Assistant Library Director, reviewed a request to apply for the State Library of
North Carolina’s Bright Ideas Grant. The general goal for this grant is to inspire and galvanize
libraries with an opportunity that will allow for the design and implementation of creative
solutions and innovative ideas to solve unique problems in their communities. If awarded, the
Harnett County Library will use grant funds to strengthen capacity, expand access, and engage
the Harnett County community with services and programs that improve physical and mental
health as well as nutritional education. This grant is for up to $15,000 with no matching funds
nor recurring expenses. Consensus of the Board is to add this item to the next Consent Agenda.
Barry Blevins, General Services Director, reviewed a request for the Board of Commissioners to
consider and approve a project ordinance for the amount of $26,750 for Professional Services.
The project ordinance will set up funding for the Needs Assessment Study & Conceptual Design
project. Shelter Planners of America (SPOA) intends to begin project as soon as possible
following Board approval. Consensus of the Board is to add this item to the next Consent
Agenda.
Kelly Kelly, Deputy Director of Social Services, reviewed a request to use the $125,212.64 of
ARPA Funding allocated to Harnett County FNS (Food and Nutrition Services) to pay overtime
to employees during the months of July and August of 2022. The funding is to be used to support
the counties efforts of administering the FNS program due to the workload increases brought on
by the pandemic. These employees will not have a total of 80 hours or more during those two
months but need the extra time to work to bring their caseloads current. Since the money has to
be spent within July and August and can be spent to administer the program, DSS is requesting a
waiver of the 80 hour requirement. Consensus of the Board is to add this item to the next

Steve Ward, Harnett Regional Water Director, reviewed a request for the Board to approve an
engineering consulting agreement (task order no. 2) with MBD Consulting Engineers PA out of
Pinehurst, NC and Conway, SC. This agreement is for the North Harnett Wastewater Treatment
Plant Capacity Upgrade Project. This is for the second engineering task order of the project
which consists of the preliminary and final design phases. The agreement is attached for your
review in the amount of $1,485,000. Consensus of the Board is to add this item to the next
Consent Agenda.
Chairman Weatherspoon asked that the Board add ARPA Grant Acceptance and resolution for
NHWWTP Capacity Upgrade Project to the agenda.
Mr. Ward reviewed a request for the Board to accept the ARPA grant funding in the amount of
$3,800,000 for the North Harnett Waste Water Treatment Plant Capacity Upgrade Project. This
requires a resolution from the Board agreeing to meet the conditions of the grant. These
documents are enclosed for your review. Consensus of the Board is to add this item to the next
Consent Agenda.
Christian Lockamy, Economic Development Director, reviewed the recommendations from the
Sanford Holshouser Organizational Restructuring Report. Consensus of the Board was to place
a resolution dissolving the Harnett County Economic Development Council and appointment of
two commissioners to serve on the Harnett County Economic Development Partnership on the
next agenda. Staff will provide an update at the July 26th work session regarding the bylaws and
business leader appointments.
Mr. Trout reminded everyone the next meeting will be on Tuesday, July 5th as July 4th is a
holiday.
The July 5, 2022 Regular Meeting agenda was reviewed and a list of upcoming meeting dates
and invitations was provided.
Commissioner Matthews requested an update on the Riverside Project. Mr. Price provided an
update on the project. We received notification yesterday that we did not receive the grants that
we applied for, we have looked at putting a project ordinance together and bringing it back to the
Board; $500,000 in ARPA funds has been earmarked for this project.
Commissioner Matthews made a motion to go into Closed Session to discuss matters relating to
the location or expansion of industries or other businesses in Harnett County. This motion is
made pursuant to NC General Statute Section 143-318.11 (a)(4). The motion was seconded by
Commissioner McKoy and carried unanimously.

The Harnett County Public Library respectfully requests permission to apply for the State
Library of North Carolina’s Bright Ideas Grant. The general goal for this grant is to inspire
and galvanize libraries with an opportunity that will allow for the design and implementation
of creative solutions and innovative ideas to solve unique problems in their communities. If
awarded, the Harnett County Library will use grant funds to strengthen capacity, expand
access, and engage the Harnett County community with services and programs that improve
physical and mental health as well as nutritional education.
This grant is for up to $15,000 with no matching funds nor recurring expenses.

REQUEST:
DSS would like to use the $125,212.64 of ARPA Funding allocated to Harnett County FNS
(Food and Nutrition Services) to pay overtime to employees during the months of July and
August of 2022. The funding is to be used to support the counties efforts of administering the
FNS program due to the workload increases brought on by the pandemic. These employees
will not have a total of 80 hours or more during those two months but need the extra time to
work to bring their caseloads current. Since the money has to be spent within July and
August and can be spent to administer the program, DSS is requesting a waiver of the 80
hour requirement.

A RESOLUTION
BY THE HARNETT COUNTY BOARD OF COMMISSIONERS
TO DISSOLVE THE HARNETT COUNTY ECONOMIC
DEVELOPMENT COUNCIL
WHEREAS, a Resolution by the Harnett County Board of Commissioners authorized the creation of
the Harnett County Economic Council On March 20, 2017; and
WHEREAS, since the creation of the Harnett County Economic Development Council in 2017,
economic development in Harnett County has undergone significant changes, and as a result, the Board of
Commissioners of Harnett County have determined that it is in the best interest of the County to create a
different entity to guide economic development within the County; and
WHEREAS, the Harnett County Economic Development Council was created as provided in North
Carolina General Statue §158-8, which stipulates that a resolution creating an economic development
commission may be repealed in the same manner as it was originally adopted.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners as
follows:
1.As provided in North Carolina General Statute Chapter 158-8, the Harnett County Board of
Commissioners hereby repeals the resolution creating the Harnett County Economic Development
Council, effective July 5, 2022; and
2.The Harnett County Economic Development Council is hereby dissolved; and
3.The Harnett County Economic Development Department Director has proposed to the Board of
County Commissioners an alternate entity, to be called the Harnett County Economic Development
Partnership; and
4.The formation, membership, and function of this alternate entity shall be approved by the Board of
County Commissioners as provided in General Statute Chapter §158-8.
BE IT FURTHER RESOLVED that the recent members of the Harnett County Economic
Development Council will be notified and recognized for their exceptional and tireless service to the residents
of Harnett County.
Duly adopted this the 5th day of July, 2022.
