HCBOE-October 18, 2005-Canvass MeetingHARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES October 18, 2005 11:00 a.m. Present were William Randall, Chairman and Walter Massey, Member. Secretary Tew was unable to attend. Also present was Sherre Toler, Director, Mr. Randall called the meeting to order at 11:10 a.m. Minutes: Mr. Massey moved to approve the minutes of October 4, 2005 and October 11, 2005. Mr. Randall seconded. Approved without dissent New Business: Ms. Toler provided the Board with copies of the memo regarding the RFP process and the regional demonstration process for selecting voting machines. Ms. Toler indicated that she would advise the Board members of the times for the voting machine demonstrations and that the Board should select two pieces of equipment in order to demonstrate the machines in the county. Ms. Toler also discussed the pros and cons of both DRE and Optical Scan voting and indicated she believed one of each type should be demonstrated in the county. Ms. Toler advised the Board that it had come to her attention that during municipal elections the votes should be separated by precincts within each municipality. Ms. Toler advised that this had never been done in the past but it did not impact the vote totals, just the manner in which they were reported. Ms. Toler advised that for the November 8, 2005 elections, Coats and Lillington would need two machines in the voting place designated for the precincts within that municipality. The Board agreed. Ms. Toler presented the Board with 5 provisional ballots from the Erwin election. Four of those ballots were determined to be valid. Mr. Massey moved to approve those provisionals. Mr. Randall seconded. Approved without dissent. Ms. Toler indicated that one of the provisional voters had moved out of the county and did not re -register upon return. Mr. Massey moved to reject that ballot. Mr. Randalls seconded. Approved without dissent. The ballots were then opened and fed through the machine. The results were tallied and the official abstract was prepared and signed by the Board. Mr. Randall also signed the certification of election. r--, The next meeting of the Board will be October 25, 2005 at 5:00 p.m. to be followed by poll worker training at 6:30 p.m. Mr. Massey moved to adjourn.
