HARNETT COUNTY BOARD OF ELECTIONS
ABSENTEEIPROVISIONAL MEETING
NOVEMBER 9, 2021
10:00 A.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Lin Coker, Members: Betsy
McCormick, James Currin and Lewis Bell
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Also present: See sign in sheet
Ms. Fenderson called the meeting to order at 10:00 am with a moment of silence.

Minutes:
The Board reviewed the minutes from November 2, 2021. After some discussion, Mr. Currin
moved to approve the minutes. Mr. Bell seconded. Approved without dissent.
Business:
Mrs. Jones states that no additional absentee ballots were returned. Mrs. Jones then submitted to
the Board the provisional list, attached hereto. Mrs. Jones recommended that of the 16
provisional ballots, 13 be not approved due to either not living in the municipality or not being
registered and three be approved because they were unreported moves within the county. After
some discussion, Mr. Coker moved to approve the Provisional list. Mr. Bell seconded. Approved
without dissent.
Mrs. Jones reported to the Board that all precinct audits were complete and all voter history
numbers match. The mandatory random hand -eye count was performed on Thursday, November
4, by a bi-partisan team. The precincts chosen were One -Stop Lillington and Election Day
Coats/Grove. Vote numbers matched exactly.
Mrs. Jones reminded the Board that Harnett Co was selected by the State Board of Elections to
participate in a Pilot program to improve the audit process using a Risk Limiting Audit, RLA.
The Board then turned on the DS200 for provisional ballots; The Board verified the number was
zero. The Board ran the three ballots, closed the machine and signed the tapes. Mrs. Jones stated
that the results would be added to the Canvass reports.
With no further business to discuss, Mr. Currin moved to adjourn. Mr. Coker seconded. The
meeting adjourned at 11:00 am.
The Board will meet to Canvass as soon as the Canvass reports are prepared.
