HCBOE Board Meeting Minutes - November 2, 2021 - AbsenteeHARNETT COUNTY BOARD OF ELECTIONS ABSENTEE MEETING NOVEMBER 2, 2021 5:00 P.M. Present were; Board Chairwoman Allison Fenderson, Secretary Lin Coker, Members: Betsy McCormick, James Currin and Lewis Bell Also Present were; Director Claire Jones and Deputy Director Claudette Williams Also present: See sign in sheet Ms. Fenderson called the meeting to order at 5:00 pm. Public Comment: Mr. Schimmoller commented that the Board should recite the Pledge of Allegiance and then proceeded to lead all in the Pledge. Minutes: The Board reviewed the minutes from November 1, 2021. After some discussion and edits, Mr. Coker moved to approve the minutes. Mr. Currin seconded. Approved without dissent. Public Comments will be added to future minutes. Business: Mrs. Jones stated there were no additional absentees to approve. Mrs. Jones relayed to the Board that aside from some complaints about signs in Angier (which were not in the buffer zone), it has been a quiet day. Mr. Bell stated he heard Angier opened 15 minutes late. Mrs. Jones confirmed that Angier opened on time. Mrs. Higginbotham, Election Technician, who was at Angier to assist with opening as well as the Chief Judge, confirmed the polls opened on time. Mrs. Jones submitted to the Board a Campaign Finance Audit Checklist, Complaint Policy and Complaint Form. Mrs. Jones briefly went through the auditing process and reiterated that the State Board of Elections hears all complaints. Mrs. Jones informed the Board that Harnett Co was selected by the State Board of Elections to participate in a Pilot program to improve the audit process using a Risk Limiting Audit, RLA. The RLA focuses more on statistics and meeting a predetermined threshold. The Sample Hand Eye Count will still be conducted on November 4 at 9:00am. The RLA will be in addition to that process and likely held after Canvass. Mrs. Jones stated that as she got more information, she would forward it on to the Board. The Board then turned on the DS200s for Absentee by mail and One -Stop; The Board verified the numbers were 4 and 71, respectively. The Board closed the poll on both machines, signed the tapes and completed the Absentee abstracts. The results will be released at 7:30 pm.
