REGULAR MEETING
DECEMBER 7, 2021
5:30 P.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Lin Coker, Members: Betsy
McCormick, James Currin and Lewis Bell
Also Present were; Director Claire Jones and Election Technician Jessica Higginbotham

Ms. Fenderson called the meeting to order at 5:30 am with a moment of silence.

Minutes:
The Board reviewed the minutes from November 9, 2021, 10:00 Absentee/Provisional meeting
and 11:00 Canvass. After some discussion, Mr. Currin moved to approve the minutes. Mr. Bell
seconded. Approved without dissent.
Business:
Mrs. Jones updated the Board on the following topics:
• Risk Limiting Audit
o Met audit threshold after two rounds of hand counting
o Pulled 15 ballots in first round and 7 in second out of 119 total ballots
o SBOE will pilot program again in primary
• Redistricting
o Board of Commissioners and Board of Education have different maps
o Data entry near complete, pending one more audit
• Candidate Filing
o December 6- December 17, State and County offices
■ NC Court of Appeals stopped filing for congressional and legislative
offices on December 6; resumed filing at 8:00am December 7
o January 3- January 7, Town of Erwin
o June 14- July 1, Soil and Water
The Board discussed the One -Stop voting plan for the March 8, 2022 Primary election. Mr. Bell
moved to approve the plan listed below. Mr. Coker seconded. Approved without dissent.
One -Stop Early Voting Locations
Harnett County Commons Area, 309 W. Cornelius Harnett Blvd., Lillington (in lieu of the
Board of Elections Office)
Western Harnett High School Gym, 10637 NC 27 W., Lillington
Erwin Parks and Recreation Gym, 810 S. 16th St., Erwin
Angier Elementary School, 130 E. McIver St., Angier
Hours for all One -Stop Voting Locations
Weekdays, February 17 - March 4, 8:00 am - 7:30 pm
Saturdays, February 19 and 26, 8:00 am - -3-04Tm C' o `'-
Sundays, February 20 and 27, 1:00 pm - 5:00 pm
Last Saturday, March 5.aa1-2+ 8:00 am - 3:00 pm
Mr. Bell moved to go into closed session to discuss personnel. Mr. Coker seconded. Approved
without dissent. The Board went into closed session at 6:23pm.
Ms. Fenderson moved to return to open session. Mr. Currin seconded. Approved without dissent.
The Board returned to open session at 7:24pm
Ms. Fenderson moved to schedule a meeting on December 21, 2021 at 5:30pm to discuss
personnel. Mr. Currin seconded. Approved without dissent.
With no further business to discuss, Mr. Currin moved to adjourn. Ms. Fenderson seconded. The
meeting adjourned at 7:25 pm.
The next meeting of the Board will be a closed session meeting to discuss personnel on
December 21, 2021 at 5:30 pm.
