ABSENTEE BOARD MEETING
OCTOBER 2712020
5:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and Jim Currin.
Also Present were; Director Claire Jones, and Part Time Office Aides, Jessica Higginbotham,
Jackie Nolen and Amanda Hall; also, see sign in sheet attached hereto.
Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from October 20, 2020. Mr. Currin moved to approve the
minutes. Mr. Blackburn seconded. Approved without dissent.
Business:
The Board reviewed the budget spreadsheet concerning the CARES and CTCL funds, attached
hereto. Mrs. Jones stated that although the money has not been deposited to the budget lines yet,
all the CTCL funds have been allocated. The same is true with all but 30,000 of the CARES
funds.
Mrs. Jones gave some early voting updates:
• Lillington
o Observer complaint concerning DSS Sheriff vehicle
■ Moved to other side of building
o Voter history matches M100
• Erwin
o Electioneer complaint concerning Town police
■ Talked with police chief
o Voter history and M100 off by 1- Machine jammed once
• Western
o Electioneer complaint about voters arguing as they left site
o Election worker tripped/fell injured shoulder
■ Went to Dr, returned to work
o Voter history and M100 off by 3- Machine jammed 3 times
■ Told Chief Judge to keep machine cleaned out to prevent jams.
• Angier
o Electioneer complaint of electioneers not getting along
■ Chief Judge has not seen any issues, will keep an eye out

The Board reviewed the cured affidavits and absentee envelopes. 10 cure affidavits have been
returned. Mrs. McCormick moved to approve the cure ballots. Mr. Blackburn seconded.
Approved without dissent.
The Board reviewed the absentee list, attached hereto. There were a total of 1,611 returned
absentee ballots; 1484 civilian, 115 military and 12 overseas. Mr. Coker moved to approve. Mrs.
McCormick seconded. Approved without dissent.
The Board reviewed the Military and Overseas ballots that were duplicated per the duplication
policy.
The Board opened the absentee machines and verified the numbers matched from last week,
5,239. 1,621 ballots were run through the M100 with an ending total of 6,860.
With no further business to discuss, Mrs. McCormick moved to adjourn. Mr. Currin seconded.
The meeting was adjourned at 8:04pm.
The next meeting of the Board will be an Absentee meeting on November 2, 2020 at 5:00 pm at
the Harnett County Administration Building.
