HCBOE Board Meeting Minutes- October 20, 2020- Absentee MeetingHARNETT COUNTY BOARD OF ELECTIONS ABSENTEE BOARD MEETING OCTOBER 20, 2020 5:00 P.M. Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn, Betsy McCormick and Jim Currin. Also Present were; Director Claire Jones, Deputy Director Claudette Williams, and Part Time Office Aides, Jessica Higginbotham, Lisa McNeill, Jackie Nolen and Amanda Hall; also, see sign in sheet attached hereto. Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance. Minutes: The Board reviewed the minutes from October 13, 2020. Mr. Currin moved to approve the minutes. Mr. Blackburn seconded. Approved without dissent. Business: The Board discussed early voting. There was an issue with the buses at Western Harnett blocking parking areas. Mr. Spears got the school to move the buses, but they were back the next day. The Board directed Mrs. Jones to go out and meet with the principal. There was a complaint that the judges were not wearing their judge vests and with election workers not wearing the masks or gloves. Mrs. Jones stated that she would address that with the workers, but the gloves were not required because it is hard to type and count ballots in gloves. Other complaints included cameras at the Angier Elementary School and the sample ballots being yellow. Mrs. Jones stated that overall, things are running well with minimal issues, lines are moving and voters are getting in and out in a timely manner. The Board reviewed the cured affidavits and absentee envelopes. Per revised numbered memo 20-19, the Board may take action to approve ballots that qualify for the Cure process. Of the 84 ballots that qualify, 20 cure affidavits have been returned. Mr. Blackburn moved to approve the cure ballots. Mr. Currin seconded. Approved without dissent. The Board reviewed the absentee list, attached hereto. There were a total of 1,032 returned absentee ballots; 937 civilian, 79 military and 16 overseas. Mr. Coker moved to approve. Mrs. McCormick seconded. Approved without dissent. The Board reviewed the Military and Overseas ballots that were duplicated per the duplication policy. The Board opened the absentee machines and verified the numbers matched from last week, 4,187. 1,052 ballots were run through the M100 with an ending total of 5,239. With no further business to discuss, Mr. Coker moved to adjourn. Mr. Currin seconded. The meeting was adjourned at 7:23pm. The next meeting of the Board will be an Absentee meeting on October 27, 2020 at 5:00 pm at the Harnett County Administration Building. Approved by: Tony Speks,Ch rman _!
