ABSENTEE BOARD MEETING
OCTOBER 13, 2020
5:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and Jim Currin.
Also Present were; Director Claire Jones, Deputy Director Claudette Williams, and Part Time
Office Aides, Jessica Higginbotham, Lisa McNeill, Jackie Nolen and Amanda Hall; also, see
sign in sheet attached hereto.
Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from October 6, 2020. Mr. Currin moved to approve the
minutes. Mr. Blackburn seconded. Approved without dissent.
Business:
The Board discussed:
• Clarification on completion of Machine L&A
o Director, Claire Jones, Election Technician, Blake Wilsey and State SST, Parker
Holland, preformed L&A testing.
• Early voting begins October 15
o Delivering equipment October 14
o Election site layout
• Electioneers/Observers
• Law Enforcement
• One -Stop flyers in Town water bills
o Mrs. Jones will see if this can be done before the end of early voting
Mrs. Jones stated that per numbered memo 2020-27, the Board still could not consider any
ballots that were issued a Cure letter. To date, 51 cure letters have been received, 28 have not
been returned and no action has been taken on 40 returned ballots.
The Board reviewed the absentee list, attached hereto. There were a total of 1,026 returned
absentee ballots; 939 civilian, 73 Military and 14 Overseas. Mr. Coker moved to approve. Mrs.
McCormick seconded. Approved without dissent.
The Board reviewed the Military and Overseas ballots that were duplicated per the duplication
policy.
The Board opened the absentee machines and verified the numbers matched from last week,
3,161. 1,026 ballots were run through the M100 with an ending total of 4,187.
With no further business to discuss, Mr. Currin moved to adjourn. Mrs. McCormick seconded.
The meeting was adjourned at 6:44pm.
The next meeting of the Board will be an Absentee meeting on October 20, 2020 at 5:00 pm at
the Harnett County Administration Building.
