ABSENTEE/PROVISIONAL BOARD MEETING
NOVEMBER 12, 2020
5:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and Jim Currin.
Also Present were; Director Claire Jones, Deputy Director Claudette Williams and Part Time
Office Aides, Jessica Higginbotham, Jackie Nolen, Lisa McNeill and Amanda Hall; also, see
sign in sheet attached hereto.
Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from November 2, 2020 and November 3, 2020. Mr. Currin
moved to approve the minutes. Mr. Coker seconded. Approved without dissent.
Business:
The Board reviewed the cured affidavits and absentee envelopes. 29 cure affidavits have been
returned. The Board reviewed the absentee list, attached hereto. There were a total of 338
returned absentee ballots; 287 civilian, 46 military and 5 overseas. Mr. Blackburn moved to
approve. Mrs. McCormick seconded. Approved without dissent.
The Board reviewed the Military and Overseas ballots that were duplicated per the duplication
policy.
The Board opened the absentee machines and verified the numbers were zero. 367 ballots were
run through the M100 with an ending total of 367. The Board closed the M100, these results will
be combined with the Election Day absentee numbers.
Mrs. Jones informed the Board that 2 absentee ballots needed to be subtracted from the tapes.
These voters, voted in person on Election Day, their absentee ballots were also approved and
tallied on Election Day at the Absentee meeting. Mrs. Jones stated that the voters were not
marked as voted on the laptops since both events occurred on Election Day. The Board
completed the Absentee abstract and signed the CIV/MIL Oaths.
The Board reviewed the Provisional List, attached hereto. 803 Provisional ballots were returned.
After extensive research 591 were recommended to not be approved and 212 to be approved. 32
of the provisional ballots received the wrong ballot style and were recommended to be partially
approved. After some discussion, Mr. Blackburn moved to approve the provisional list. Mr.
Currin seconded. Approved without dissent.
The Board opened the 180 approved provisional ballots and duplicated the 32 partial ballots with
assistance from a bi-partisan team. Afterwards, the Board opened the provisional M100, verified
the M100 read zero and inserted the approved ballots. The Board verified 212 ballots were
inserted and the M100 tapes were printed.
With no further business to discuss, Mrs. McCormick moved to adjourn. Mr. Currin seconded.
The meeting was adjourned at 7:27 pm.
The next meeting of the Board will be a Canvas meeting on November 13, 2020 at 11:00 am at
the Harnett County Administration Building.
