PRE -ELECTION ABSENTEE MEETING
MARCH 2, 2020
5:00 P.M.
Present were; Board Chair Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and James Currin
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from February 25, 2020. Mr. Currin moved to approve the
minutes. Mrs. McCormick seconded. Approved without dissent.
Business:
The Board reviewed the Absentee list, attached hereto. Ninety absentee ballots by mailed were
returned and 3,635 One -Stop ballots were cast. After some discussion, Mr. Blackburn moved to
approve the absentee list. Mr. Coker seconded. Approved without dissent.
The Board opened 84 of the approved absentee ballots and duplicated six emailed ballots. After
the envelopes were opened, the Board duplicated a damaged ballot. Afterwards, the Board
opened the absentee M100, verified the M100 read 73 from last week's meeting and inserted the
approved ballots. The Board verified 163 ballots were inserted and the M100 was turned off and
secured.
Mrs. Jones reported to the Board that for One -Stop voting, voter history matches ballots cast and
a total of 46 provisional ballots were cast. Mrs. Jones also updated the Board concerning the
voter that claimed to have been issued the wrong party ballot. Mrs. Jones confirmed that she did
receive the wrong party ballot. After some discussion, Mr. Currin moved to disapprove her one -
stop ballot so her provisional ballot can be counted. Mr. Blackburn seconded. Approved by a 4 to
1 vote, with Mr. Spears casting the dissenting vote.
Mrs. Jones confirmed with the Board that the Election Day Absentee meeting will be held at the
County Admin building at 5:00pm, March 3. After the meeting adjourns all election related
materials will return to the office to be released at 7:30pm.
The Board reviewed a new draft 2020-2021 Budget. Mrs. Jones clarified the amount requested
for the 2020 one -stop election worker pay. Mrs. Jones stated again that the Budget is due March
9, 2020; however, on March 16 at 11:00am, Mrs. Jones is scheduled to meet with Admin to
discuss the budget. Mrs. Jones informed the Board that they may attend this meeting if they so
desire.
With no further business to discuss, Mrs. McCormick moved to adjourn. Mr. Currin seconded.
The meeting was adjourned at 6:02 pm.
The next meeting of the Board will be an Election Day Absentee meeting on March 3, 2020 at
5:00 pm at the County Admin Building.
