HCBOE Board Meeting Minutes- June 23, 2020- Special MeetingHARNETT COUNTY BOARD OF ELECTIONS
SPECIAL MEETING
JUNE 23, 2020
4:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and Jim Currin.
Also Present was; Director Claire Jones
Mr. Spears called the meeting to order at 4:00 pm with a prayer and the Pledge of Allegiance.
Business:
Mrs. Jones reminded the Board that the purpose of the special meeting was to discuss personnel
and no other business can be considered at this meeting.
Mrs. McCormick asked that Mrs. Jones describe the evaluation process for the Director. Mrs.
Jones explained that every county has a different process and there is no statute that requires one
or how to complete one for the Director. However, in order for the director to be included in the
Harnett County Pay Plan the County Manager or Assistant County Manager had to complete an
evaluation. Some County Boards do their evaluation in conjunction with the County
Administration, others do a separate evaluation. That is a Board decision.
Mr. Currin moved to go into closed session. Mr. Blackburn seconded. Approved without dissent.
The Board went into closed session at 4:13pm.
Mr. Currin moved to return to open session. Mrs. McCormick seconded. Approved without
dissent. The Board returned to open session at 5:15 pm.
The Board discussed the evaluation with Mrs. Jones. Going forward the Board decided to
complete Mrs. Jones' evaluations on May 1 of each year. Mrs. Jones stated that she would
supply the Board with the evaluation form and list of approved job duties at the first of April of
each year.
Mr. Currin moved to send the evaluation summary to Assistant County Manager, Mr. Haney to
reference for his evaluation of Mrs. Jones. Mr. Blackburn seconded. Approved without dissent.
With no further business to discuss, Mrs. McCormick moved to adjourn. Mr. Coker seconded.
The meeting was adjourned at 5:28 pm.
The next meeting of the Board will be a regular meeting on July 7 at 4:00 pm at the Harnett
County Board of Elections office.
*On June 24, Mr. Spears emailed Mrs. Jones stating that he did not wish to send the
evaluation summary to Mr. Haney. After calling and polling all Board Members, Mrs. Jones
did not forward the summary.
