HomeMy WebLinkAboutHCBOE Board Meeting Minutes- July 7, 2020- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING JULY 7 2020 4:00 P.M. Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn, Betsy McCormick and Jim Currin. Also Present were; Director Claire Jones, Deputy Director Claudette Williams and see sign in sheet attached hereto. Mr. Spears called the meeting to order at 4:00 pm with a prayer and the Pledge of Allegiance. Minutes: The Board reviewed the minutes from March 13, April 7, May 5, June 2 and June 23, 2020. Mr. Currin moved to approve the minutes. Mr. Blackburn seconded. Approved without dissent. Business: Mrs. Jones updated the Board on several election related items: • Recount held on March 17, 2020 for Commissioner District 3 o All recount numbers matched Election Day numbers exactly. No further action was needed. • 2020-2021 Budget approved o County removed money requested for additional staff lodging • Filing for Soil and water ran from June 8- July 6 o Two filed for one seat, Jerry Daniels and Ryan Patterson • COVID and Elections o Teleworking staff from April 1 —June 1 o Cleaning and Safety o Social Distancing • CARES Act/HAVA o Harnett County tentatively receiving $136,000 from CARES and $10,000 from HAVA The Board discussed the One -Stop, Early Voting plan. Mrs. Jones stated that the statutes from the Primary election still hold, so if one site is open, all sites must be open. The weekday hours are required to be, Monday -Friday 8:00am-7:30pm and the last Saturday, October 31, 8:00am- 3:00pm. After much discussion Steve moved to adopt the following plan: One -Stop Early Voting Locations Harnett County Commons Area, 309 W. Cornelius Harnett Blvd, Lillington Western Harnett High School Gym, 10637 NC 27 W, Lillington Erwin Community Building, 110 W. F. Street, Erwin Angier Elementary School, 130 E. McIver St. Angier Hours for all One -Stop Voting Locations Weekdays, October 15 — October 30, 8:00 am - 7:30 pm Saturdays, October 17, 24 and 31, 8:00 am - 3:00 pm Sundays, October 18 and 25, 1:00 pm - 5:00 pm Mr. Coker seconded. Approved without dissent. The Board discussed advertising and the rental of billboards. Mr. Currin moved to approve the rental of three billboards for advertising Early Voting. Mrs. McCormick seconded. Approved without dissent. Mrs. Jones submitted the list of current MAT Team members, attached hereto. No action was required. The Board reviewed the 2020 General Election Calendar. The Board discussed several days where they wished to merge regular and absentee meetings. Mr. Blackburn moved to approve the calendar as edited. Mr. Currin seconded. Approved without dissent. The Board opened the floor for public comment. Some comments made, but not limited to, were: • Board needs more money from Commissioners • Election workers should not be required to also clean • Advertise more, use tech and reach out individually • Move Erwin one -stop site to Erwin recreation gym • Advocate to youth and schools • Mail every voter an absentee ballot request Mrs. Jones stated a need to go into closed session to discuss personnel. Mr. Currin moved to go into closed session. Mr. Blackburn seconded. Approved without dissent. The Board went into closed session at 5:46pm. Mr. Currin moved to return to open session. Mr. Coker seconded. Approved without dissent. The Board returned to open session at 6:03 pm. No action was taken as a result of closed session. With no further business to discuss, Mr. Currin moved to adjourn. Mr. Coker seconded. The meeting was adjourned at 6:09 pm. The next meeting of the Board will be a regular meeting on August 4 at 4:00 pm at the Harnett County Board of Elections office. *On July 8, Mrs. McCormick called Mrs. Jones stating that she wanted the Board to reconsider the Erwin voting location. After polling all Board members, a Special meeting was scheduled for July 21 to consider updating the One -Stop plan locations.
