HCBOE Board Meeting Minutes- February 11, 2020- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING FEBRUARY 11, 2020 5:00 P.M. Present were; Board Chair Tony Spears, Members: Steve Blackburn, Betsy McCormick and Lin Coker Also Present were; Director Claire Jones and Deputy Director Claudette Williams Mr. Spears called the meeting to order at 5:1 1pm with a prayer and the Pledge of Allegiance. Minutes: The Board reviewed the minutes from January 7, 2020. Mr. Blackburn moved to approve the minutes. Mrs. McCormick seconded. Approved without dissent. Business: The Board reviewed the Multi -Partisan Team (MAT) list, attached hereto. After some discussion, Mr. Coker moved to approve the list. Mrs. McCormick seconded. Approved without dissent. Mrs. Jones submitted to the Board the Ballot Duplication Plan, approved in 2016, to review the process for duplicating emailed and/or damaged ballots. Mrs. Jones stated that four of the ballots to be approved were emailed military ballots and needed to be duplicated. The Board reviewed the Absentee list, attached hereto. Eighteen ballots were returned. After some discussion, Mrs. McCormick moved to approve the list. Mr. Coker seconded. Approved without dissent. The Board opened the fourteen approved absentee ballots and duplicated the four emailed ballots. Afterwards, the Board opened the absentee M100, verified the tapes were zero and inserted the ballots. After the Board verified eighteen ballots were inserted, the M100 was turned off and secured. Mrs. Jones reported to the Board: • Schools will be closed on Election Day. • State Board of Elections mailed all households in State about NO ID Required. • Per SL 2019-239, all Absentee Requests are confidential until Election Day or until their ballot is returned. • Steve Swenson, Democratic US Senate candidate and John Fitzpatrick, Democratic NC House 53 candidate express desire to withdraw from Primary Election. Their names are still on the ballot because the deadline to withdraw has past. • County Commissioners approve 5% salary adjustments for all Election Staff due to market rate of surrounding counties. • Mrs. Jones will begin working on 2020-2021 Budget. In response to the Budget the Board made the following suggestions: • Election Worker raise • Board Member raise • Overnight stay for trainings in Raleigh area • Separate rooms for staff while staying overnight at trainings • Updating voting machines, printers and laptops With no further business to discuss, Mr. Coker moved to adjourn. Mrs. McCormick seconded. The meeting was adjourned at 6:10 pm. The next meeting of the Board will be an absentee meeting on February 18, 2020 at 5:00 pm at the County Admin Building.
