I Z Present were; Board Chair Tony Spears, Secretary Lin Coker, Members: Steve Blackburn, and James Currin Also Present were; Director Claire Jones, Deputy Director Claudette Williams, Election Tech Jeni Harris, Election Specialist Kay Capps and also: see sign in sheet attached Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance. Minutes: The Board reviewed the minutes from March 3, 2020. Mr. Currin moved to approve the minutes. Mr. Blackburn seconded. Approved without dissent. Business: The Board reviewed the Absentee list, attached hereto. Forty five absentee ballots by mail were returned. After some discussion, Mr. Currin moved to approve the absentee list. Mr. Coker seconded. Approved without dissent. The Board opened the 45 approved absentee ballots. As the Board opened the envelopes, it was found that one of the envelopes did not have a ballot inside. Mrs. Jones stated that she could correct the voter history and the error would be documented. Afterwards, the Board opened the absentee M100, verified the M100 read zero and inserted the approved ballots. The Board verified 44 ballots were inserted and the M100 tapes were printed. The results will be added to the Election Day absentee results and officially released at Canvass. The Board reviewed the Provisional List, attached hereto. 354 Provisional ballots were returned. After extensive research 230 were recommended to not be approved and 113 to be approved. 11 of the provisional ballots received the wrong ballot style and were recommended to be partially approved. After some discussion, Mr. Currin moved to approve the provisional list. Mr. Coker seconded. Approved without dissent. Mrs. Jones stated that 124 Provisionals were approved; however, one of the approved provisional ballots inadvertently went into the M100 on Election Day, so the provisional M100 should read 123 when all ballots are inserted. The Board opened the 113 approved provisional ballots and duplicated the 11 partial ballots. Afterwards, the Board opened the provisional M100, verified the M100 read zero and inserted the approved ballots. The Board verified 123 ballots were inserted and the M100 tapes were printed. Mrs. Jones reported to the Board the statutes concerning Second Primaries and Recounts Second Primary • 30% threshold for winner • Date will be May 12, due to Congressional District 11 request. (Harnett is not in this district) • Requests due noon on 9" day following Election Day = March 12 o Subject to certification of Election results • Tim McNeill filed said request Recount • Must be within 1 % • Requests due by 5:00pm on lst business day after Canvass = March 16 • Currently Commissioner District 3 is within range With no further business to discuss, Mr. Currin moved to adjourn. Mr. Blackburn seconded. The meeting was adjourned at 6:41 pm. The next meeting of the Board will be Canvass on March 13, 2020 at 11:00 am at the County Admin Building.
