HCBOE Board Meeting Minutes- June 4, 2019- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING DUNE 4, 2019 4:00 P.M. Present were; Board Chairman Tony Spears, Secretary Joseph Powell, Members: Steve Blackburn, Betsy McCormick and Lin Coker Also Present were; Director Claire Jones and Deputy Director Claudette Williams Mr. Spears called the meeting to order at 4:00pm with a prayer and the Pledge of Allegiance. Minutes: The Board reviewed the minutes from May 7, 2019. Mr. Powell moved to approve the minutes. Mrs. McCormick seconded. Approved without dissent. Business: Mrs. Jones submitted to the Board a resolution from the town of Coats asking for an ABC election to be held during the next scheduled town election. After reviewing the resolution, Mr. Coker moved to accept the resolution and add the referendum to the ballot. Mr. Blackburn seconded. Approved without dissent. Mrs. Jones updated the Board on legislation that gave them more flexibility for municipal one - stop plans. After some discussion the Board decided not to take any action and to leave the One - stop plan as approved. Mrs. Jones also reported to the Board • Precinct project o Report from SBOE should be received by July 1, 2019 o Reply to SBOE due by October 1, 2019 • Budget o New position not approved o Cut "worst case" figures, but will fund what is needed. For example; extra one - stop hours, second primary and/or increased precincts. • Electioneer/Curbside buffer zones will be addressed during July regular meeting The Board reviewed the calendar of events. After some discussion Mr. Powell moved to combine Mkt-t-August 6 regular meeting with the August 20 meeting to appoint precinct judges. Mr. Coker seconded. Approved without dissent. The meeting will be August 20, 2019 at 4:00pm. With no further business to discuss, Mr. Blackburn moved to adjourn. Mr. Powell seconded. The meeting was adjourned at 4:33 pm. The next meeting of the Board will be a regular meeting on July 2, 2019 at 4:00 pm. Raynor RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE TOWN OF COATS WHEREAS, N.C. Gen. Stat. § 18B-600(c) provides, in pertinent part, that a City may hold a malt beverage or unfortified wine election only if the county in which the city is located has already held such an election, the vote in the last county election was against the sale of that kind of alcoholic beverage, and the city has at least a population of 500 or more according to the most recent federal decennial census WHEREAS, N.C. Gen. Stat. § 18B- 601(d) provides, in pertinent part, that a city alcoholic beverage election shall be conducted by the County Board of Elections when the Town is eligible to hold such an election under N.C. Gen. Stat. § 18B-600 once the County Board of Elections receives a written request for an election from the governing body of the Town; and WHEREAS, N.C. Gen. Stat. § 18B-601(d) provides, in pertinent part, that more than one kind of alcoholic beverage election may be included in a single written request for an election from the governing body of the Municipality; and WHEREAS, Town of Coats is eligible to hold "on -premises" malt beverage election and mixed beverage election pursuant to the provisions of N.C. Gen. Stat. § 18B-600(a) and N.C. Gen. Slat. § 18B-604(a); and WHEREAS, the governing body of Town of Coats, which is eligible pursuant to N.C. Gen. Stat. § 18B-600(c) to hold a malt beverage election and an unfortified wine election, has determined that it desires to allow the voters of Town of Coats to consider the propositions enumerated in N.C. Gen. Stat. § 18B-602(a) and N.C. Gen. Stat. § 18B-602(h) as they relate to the sale of malt beverages and mixed beverages within the limits of Coats. NOW, THEREFORE, be it resolved that the Board of Commissioners of the Town of Coats does hereby request that the Board of Elections of Harnett County hold alcoholic beverage elections for malt beverages and mixed beverages in accordance with the provisions of Chapter 18 B, Article 6 of the North Carolina General Statutes and requests that the following propositions be placed on the ballot: MANAGEMENT • GOVERNING BOARD Town Manager, Nick Holcomb Mayor Chris Coats Town Attorney, Alton Bain Mayor Pro Tern Jerry Beasley Chief of Police, Matthew Hall 4 CommissionerJC Allen Public Works Director, Rodney Pleasant Commissioner Bob Hedrick Town Clerk, Karen Wooten Commissioner Allen Mosby Recreation Director, Mike Collins Commissioner J.D.
