REGULAR MEETING
DECEMBER 3, 2019
4:00 P.M.
Present were; Board Chair Tony Spears, Secretary Joseph Powell, Members: Steve Blackburn,
Betsy McCormick and Lin Coker
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Mr. Spears called the meeting to order at 4:00pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from the Absentee/Provisional meeting and Canvass on
November 15, 2019. Mr. Powell moved to approve the minutes. Mrs. McCormick seconded.
Approved without dissent.
Business:
The Board reviewed the One -Stop plan for the 2020 Primary Election. After some discussion,
Mrs. McCormick moved to approve the following plan:
One -Stop Early Voting Locations
Board of Elections Office, 308 W. Duncan St. Lillington
Western Harnett High School Gym, 10637 NC 27 W, Lillington
Erwin Community Building, 110 W. F. Street, Erwin
Hours for all One -Stop Voting Locations
Weekdays, Feb. 13 - Feb.28 8:00 am - 7:30 pm
Saturdays, Feb. 15, 22 and 29 8:00 am - 3:00 pm
Sundays, Feb. 16 and Feb. 23 1:00 pm - 5:00 pm
Mr. Blackburn seconded. Approved without dissent.
Mrs. Jones stated a need to go into closed session to discuss personnel. Mr. Powell moved to go
into closed session. Mrs. McCormick seconded. Approved without dissent. The Board went into
closed session at 4:31pm.
Mr. Powell moved to return to open session. Mr. Blackburn seconded. Approved without dissent.
The meeting returned to open session at 4:48pm.
Mrs. McCormick moved to approve a special salary adjustment of 5%, each, for Claire Jones and
Jeni Harris due to them acquiring their bachelor degrees. Mr. Powell seconded. Approved
without dissent.
With no further business to discuss, Mr. Coker moved to adjourn. Mr. Blackburn seconded. The
meeting was adjourned at 4:58 pm.
The next meeting of the Board will be a regular meeting on January 7, 2020 at 4:00 pm.
