Present were; Board members Tony Spears, Joseph Powell and Steve Blackburn, Director Claire Jones, Deputy Director Claudette Williams and Clerk of Court Marsha Johnson Also present were; see sign in sheet Mrs. Jones called the meeting to order at 11:00 am. Marsha Johnson swore in the new County Board of Elections Business: The Board's first priority was to organize. Mr. Blackburn moved to nominate Mr. Spears as the Chairman. Mr. Powell seconded. Approved without dissent. Mr. Blackburn moved to nominate Mr. Powell as Vice -Chair. Mr. Spears seconded. Approved without dissent. Mr. Powell moved to nominate Mr. Blackburn as Secretary. Mr. Spears seconded. Approved without dissent. After some discussion the Board chose not to change the regular meeting date/time. All regular meetings will be held the first Tuesday of each month at 4:00pm. Mrs. Jones updated the Board on various office activities: • Election Calendar • Mock Election April 5 • SBOE Conference August 6-7 • Precinct Worker Training April 3, 5, 9 and 10. The Board heard a complaint filed by Elizabeth Crudup to the State Board of Elections concerning the Democratic Board appointment (See attached). The Board took no action. With no further business to discuss, Mr. Powell moved to adjourn. Mr. Blackburn seconded. The meeting was adjourned at 11:25am. The next meeting of the Board will be an Absentee meeting on April 17, 2018 at 5:00 pm. Approved by: Tony Xpears, Cigirman� r--\ Jose* Powell, Steve Blackburn, Secretary Member TO: North Carolina Board of Elections and Ethics FROM: Elizabeth Crudup Democrat Harnett County, NC April 3 2018 Dear Honorable Members, I am sorry to inform you that you have been hoodwinked into ratifying acts of discrimination and voter disenfranchisement as acceptable. You see even though it may not have been intentional on your part, by accepting and appointing without question the names submitted for members to the county boards of election by the North Carolina Democratic Party Chair, the NCSBEE approved of the tyrannical ways some of the names came to be on the list. I only bring this up because the state board admonishes against even the appearance of improprieties on county boards of elections. Guarding against people and situations that would diminish the integrity of any elections result should be of paramount priority of the honorable board. The Harnett county Democratic Party Chair, Jean Sivoli did not follow the rules of the NCDP to select names to the county board of elections. Her actions were discriminatory and disenfranchising to Democratic voters in Harnett County. State NCDP Chairman Wayne Goodwin, knowing that these acts did occur, acquiesced and turned in the names to the honorable NCSBEE. You then appointed them. Sealing into history the woeful acts committed by the Harnett county Democratic party as acceptable. Your honor and commitment to fairness as a board is now besmirched by this action. If there could be a rescinding of the Harnett County appointments or at the very minimum the addition of a non discrimination disclaimer on the accepting of any future names for appointment. What remedies and precautions the board may take is upon your wisdom and the NCGS that governs us all.
