DISCRETIONARY RECOUNT MEETING
NOVEMBER 14, 2017
4:00 P.M.
Present were, Board Chairman James Currin, Board Secretary Tony Spears, Board Member
Joseph Powell and Director Claire Jones
Also Present: Deputy Director Claudette Williams, Bi-Partisan team, Etta McNeill, Dem, Lisa
McNeill, Rep, and Betsy McCormick, Dem; also (see attached sign in sheet)
Mr. Currin called the meeting to order at 4:00 pm.
Business:
Mrs. Jones began the meeting by discussing discretionary recounts, procedures and processes per
GS 163-182.7(a) and introducing the bi-partisan team assigned to assist in the count. After some
discussion about the next meeting, Mr. Spears moved to change the Provisional/Absentee
meeting from Thursday to Friday, November 17 at 10:30 am. Mr. Powell seconded. Approved
without dissent.
The Board opened the Black River M 100 Machine and signed the tapes. The bi-partisan team
began running the ballots. Around ballot 280 the machine halted due to a PCMCIA card failure.
A new card was created and the M 100 was started again. The Board signed the tapes and the bi-
partisan team began running the ballots. When the team was finished, the Board closed the M100
and signed the tapes. The results were read and matched Election Day totals exactly.
The Board opened the One -Stop M 100 machine and signed the tapes. The bi-partisan team ran
the ballots. When the team was finished, the Board closed the M 100 and signed the tapes. The
results were read and matched the Election Day totals exactly.
With no further business to discuss, Mr. Powell moved to adjourn. Mr. Spears seconded. The
meeting was adjourned at 5:36 pm.
The next meeting of the Board will be a Provisional/Absentee meeting, November 17, 2017 at
T0:30 pm, with Canvass to follow at 11:00am.
