REGULAR MEETING
OCTOBER 4, 2016
5:00 P.M.
Present were; Board Chairman James Currin, Board Secretary Tony Spears, Board Member
Joseph Powell and Director Claire Jones
Mr. Currin called the meeting to order at 5:00 pm.
Minutes:
The Board reviewed the minutes from September 6, 2016. Spears moved to approve the minutes.
Mr. Powell seconded. Approved without dissent.
Business:
Mrs. Jones presented to the Board a Ballot Duplication Plan, attached hereto. The Board
discussed the importance of reporting results accurately and the issues with hand counting
emailed and damaged ballots. The State Board of Elections has mandated that counties do as
little manual editing in Unity as necessary. Mr. Spears moved to approve the Ballot Duplication
Plan. Mr. Powell seconded. Approved without dissent.
The Board discussed opening absentee ballots at each meeting and inserting them into the
tabulator. Per GS 163-234(2a) County Boards are allowed this procedure as long as the results
r are not printed before the absentee meeting on Election Day. Mrs. Jones can provide a security
form at each meeting for the Board to sign verifying the machine has not been tampered with
between meetings. Mr. Powell moved to approve the procedures outlined in GS 163-234(2a).
Mr. Spears seconded. Approved without dissent.
Mrs. Jones updated the Board of several office responsibilities such as:
• Preparing for Mock Election on October 6
• State webinars each Thursday
• SBOE training December 5 and 6 in the Raleigh area
• SBOE training April 10 and 1 lin the Wilmington area
With no further business to discuss, Mr. Powell moved to adjourn. Mr. Spears seconded. The
meeting was adjourned at 4:31 pm.
The next meeting of the Board will be an Absentee meeting, October 18, 2016 at 5:00 pm.
