PROVISIONAL MEETING
NOVEMBER 17, 2016
4:00 P.M.
Present were; Board Chairman James Currin, Board Secretary Tony Spears, Board Member
Joseph Powell and Director Claire Jones
Also Present: Deputy Director Claudette Williams, Poll Workers: Chaya Clinton, Lisa McNeill
and Kit Sanders and members of the public, list attached hereto.
Mr. Currin called the meeting to order at 4:00 pm.
Minutes:
The Board reviewed the minutes from November 8, 2016. Mr. Powell moved to approve the
minutes. Mr. Spears seconded. Approved without dissent.
Business:
The Board reviewed the Provisional list, attached hereto. There are a total of 1360 provisional
ballots casted and of that, 520 Provisionals to be approved. The Board cannot address any ballots
that are pending a State review with DMV. Mrs. Jones stated that 4 of the approved Provisionals
were mistakenly inserted into the M100 at the polling place on Election Day. After some
discussion Mr. Powell moved to approve the Provisional list. Mr. Spears seconded. Approved
without dissent.
The Board opened the Provisional M100 and signed the zero tapes. Ms. McNeill and Ms.
Sanders opened the 421 fully approved provisional envelopes and verified the Provisional ballots
had their precinct number on the top. Ms. Clinton inserted the ballots into the M100 machine.
The Board opened the 95 partially counted Provisional envelopes and duplicated the ballot with
the correct ballot style the voter should have voted. The original ballot was resealed in the
envelope and the duplicated ballot was inserted into the M 100.
The Board verified the number on the Provisional M100 machine was 516. The Board will not
close out the machine until the supplemental provisional meeting. Results will be released at
Canvass.
With no further business to discuss, Mr. Spears moved to adjourn. Mr. Powell seconded. The
meeting was adjourned at 7:35 pm:
The next meeting of the Board will be an Absentee meeting,'November 18, 2016 at 10:00 am,
followed by Canvass at 11:00am.
