HCBOE Board Meeting Minutes- October 13, 2015- Canvass MeetingHARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES _ OCTOBER 13, 2015 11:00 A.M. Present were Board Members; James Currin, Tony Spears, Joseph Powell and Director Claire Jones. Also Present were; Tom Woerner, Daily Record reporter, Dunn Candidates, Fred Chavis, Ward 3 and Billy Barfield, Ward 6, Walt Temple, Harnett County IT and Otis Newkirk, citizen Mr. Currin called the meeting to order at 11:00 am. Minutes: The Board reviewed the minutes from October 6, 2015 absentee meeting. Mr. Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent. The Board reviewed the minutes from the October 13, 2015, 10:30 absentee meeting. Mr. Spears moved to approve the minutes. Mr. Powell seconded. Approved without dissent. Business: Mrs. Jones discussed with the Board the discretionary hand count for Dunn Ward 3 that was performed October 9, 2015. The reason for the count was due to the results being so close. A bi- partisan team was selected to perform the count. The Board and all candidates were informed and invited to observe the count. The hand count matched the machine count in all precincts except East Averasboro. The bi-partisan team saw a ballot where the voter did not mark the ovals next to any candidate name. Instead the voter underlined their choice. The bi-partisan team voted unanimously that the voter's intent was to vote for Frank McLean. The tapes were adjusted subtracting a vote from the under vote totals and added one to Frank McLean. Mr. Currin was present during the hand count and stated, "Voter intent was clear." The Board opened the floor for Mr. Chavis to ask questions. The Board reviewed the list of provisional voters, there were a total of 9. Mrs. Jones stated that 5 were valid provisional ballots that were either unreported moves or jurisdiction issues that had to be corrected in the County system. The other 4 had either no record of registration or voted in the incorrect ward. Mr. Spears moved to disapprove the 4 non -valid provisional ballots. Mr. Powell seconded. Approved without dissent. Mr. Powell moved to approve the 5 valid provisional ballots. Mr. Spears seconded. Approved without dissent. The Board opened the Provisional M100 machine and ran the ballots. The Board closed the machine and printed the results tape. Mr. Temple got the tapes to prepare the Canvass reports. Mrs. Jones informed the Board that to preserve voter secrecy the results would be merged with the precinct totals. While the Board waited, Mrs. Jones stated that the State mandatory random hand -eye count of East Averasboro and West Aversaboro precinct was performed. They were instructed to count the Mayor's race and the count matched the Election Day tapes exactly. Voter history was also complete and all audits of the precincts were performed. One precinct selected the wrong voter on the laptop and forgot to go back and cancel it. The error was caught and all numbers balanced. Mrs. Jones stated that she will emphasize on this issue at the next poll '- worker training as well as other issues the Board addressed such as polling place setups. Mr. Temple returned with the Canvass reports. The Board reviewed the Canvass results. Mr. Powell moved to approve the Canvass. Mr. Spears seconded. Approved without dissent. The next meeting will be an Absentee meeting on October 20, 2015 at 5:00 pm. Mr. Powell moved to adjourn. Mr. Spears seconded. The canvass meeting was adjourned at 12:04 pm.
