HCBOE Board Meeting Minutes- July 21, 2015- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING JULY 21, 2015 12:00 PM Present were Board Members; James Currin, Tony Spears, Joseph Powell, Director Claire Jones, Deputy Claudette Williams and Clerk of Superior Court Marsha Johnson. Also present were: Tony Spears' daughter, Lakeisha Simpson, Joey Powell's wife, Joella Powell, Republican Chair, Wes Sills, Democratic Chair, Jean Sivoli, Vice Democratic Chair, John Frank Smith Jr, former Democratic Chair Teresa Sloan-Oudeh and Tom Woerner from the Daily Record. Mr. Currin called the meeting to order at 12:00 pm. Business: Clerk of Superior Court, Marsha Johnson swore the Board Members into office. Mr. Powell moved to elect Mr. Currin as Chairman of the Board. Mr. Spears Seconded. Approved without dissent. Mr. Powell moved to elect Mr. Spears as the Secretary of the Board. Mr. Currin seconded. Approved without dissent. The Board reviewed the Director's duties. Mr. Spears moved to approve the list of duties. Mr. Powell seconded. Approved without dissent. The Board discussed the time of the August Board meeting to appoint Precinct Judges. Mrs. Jones stated that per the statutes the date must be August 18. Mr. Powell moved to hold the meeting at 4:00 pm. Mr. Spears seconded. Approved without dissent. The Board discussed the date and time of future regular meetings. Mr. Powell moved to hold all regular meetings on the first Tuesday of each month at 4:00 pm. Mr. Spears seconded. Approved without dissent. Mrs. Jones informed the Board that at the end of filing there was a shortage of people to file for the number of seats in the Coats Commissioner race. This is a vote for two race and only one person filed. The Board has the option of extending filing for five days. If the Board does not wish to extend filing the ballot will consist of the one name and two spots for write-in candidates. After some discussion Mr. Spears moved to not extend filing. Mr. Powell seconded. Approved without dissent. Mrs. Jones submitted to the Board the One -Stop implementation plans for the upcoming October and November Municipal elections. Mrs. Jones stated that the plan was subject to change if a statewide race was added to the November election. After some discussion Mr. Powell moved to adopt the One -Stop plan for October 6, 2015. Mr. Spears seconded. Approved without dissent. Mr. Spears moved to adopt the one -stop plan for November 3, 2015. Mr. Powell seconded. Approved without dissent. Mrs. Jones relayed to the Board that even with filing over, a Candidate Challenge could still be filed until July 31. The office has received calls questioning the process. Mrs. Jones stated that there was a good possibility that a challenge would be filed. Mrs. Jones informed the Board that poll worker training would be scheduled for the first part of September. Mrs. Jones reminded the Board that the State Board Election Conference would be August 12 and 13. The State Board recommends that the Board attend, especially if they are new Board Members. Minutes: The Board reviewed the minutes from June 2, 2015, Mr. Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent. With no further business to discuss, Mr. Powell moved to adjourn. Mr. Spears seconded. The meeting was adjourned at 12:30 pm. Maintain all records in the Board of Elections Office 3. Receive registration applications from different county agencies and registration drives as required by the NVRA law. 4. Determine all districts of registered voters. 5. Hire and supervise permanent and part-time employees 6. Prepare and retain all statistical records in the board office and furnish statistical information to individuals and firms requesting information. 7. Prepare and set up instructional meetings for all poll workers and mail letters on meeting dates. 8. Mail letters to those appointed Chief Judges, Judges and assistants 9. Administer oath to election poll workers in each odd year. 10. Prepare ballot layout for the State Board and County Board's approval 11. Prepare the quantity of ballots per ballot style in each election 12. Prepare and distribute election material for all elections 13. Type minutes of board meetings and record in minute book for the Board's approval at its next meeting. 14. Execute responsibilities as provided in G.S.163-227. 15. Responsible for handling correspondence as well as preparing legal advertisements and resolutions as required by the General Statues. 16. Notify Board of meetings, statutory meetings as well as special called meetings. 17. Prepare assignment of voting machines and voting booths for all precincts. 18. Supervise and supply list of registered voters as requested. 19. Make necessary provisions and furnish reports to the media, radio and television on election night and any other time. 20. Assist candidates with filing, receive filing fees and give the necessary information to run their campaigns. 26. Prepare the Budget for the Board's approval and deliver to the County Commissioners for final approval. 27. Approve all expenses incurred. Write purchase orders for supplies and other needs of the office and submit to Finance Office for approval. 28. Accept complaints and challenges and present to the Board. 29. Prepare and set up meetings for recounts and hearings and notify persons involved. 30. Notarize all legal papers and documents. 31. Implementation of the NVRA Law. 32. Test voting equipment before each election. 33. Travel to precincts to check accessibility before each election. 34. Keep up to date on new election laws and procedures.
