HomeMy WebLinkAboutHCBOE Board Meeting Minutes- January 7, 2014- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING MINUTES JANUARY 7, 2014 Present were: Chairman James Currin, Secretary Tony Spears, Member Joseph Powell and Director Claire Jones. Mr. Currin called the meeting to order at 4:00 pm. Minutes: The Board reviewed the minutes from December 3, 2013. Mr. Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent. Business: Mrs. Jones presented, to the Board, the information from the State Board Training concerning the VIVA changes and multi -partisan teams. Mrs. Jones stated that a lot of education was going to be needed for poll workers as well as the public for all the changes coming up. The State Board is going to assist with public education. Mrs. Jones informed the Board that filing would begin February 10 at noon until February 28 at noon. The list of offices that are up as well as the filing fee will be posted in the office and online soon. The Board reviewed a draft budget for the upcoming year. Mrs. Jones stated the need to cut back on some line items to help offset the additional money required to get laptops for poll books. Mrs. Jones also stated that she wanted to ask for the fourth position back. The Board agreed and cautioned not to make too many cuts that may hinder future needs. The Board discussed the One -Stop plan for the Primary. In order to meet the State guidelines the Board agreed that a fourth one -stop location needed to be added. Mrs. Jones supplied the Board with a map highlighting Angier Elementary with the other one -stop sites. Mrs. Jones stated that the sites are evenly distributed through the county and Angier Elementary would be able to accommodate the number of people that One -stop voting brings out. Mrs. Jones stated she would contact the principal. After some discussion the Board directed Mrs. Jones to prepare a One -Stop plan to present at the next board meeting. Mrs. Jones informed the Board that 345 people had applied for the Administrative Support Specialist Position. The Board discussed a concern with precinct sizes and possible solutions. Barbecue precinct has grown to over 10,000 registered voters with Anderson Creek, Black River and others right behind them. Mr. Currin stated that some should be split into smaller precincts or some of the population shifted into other precincts. Mrs. Jones stated that a change would not be feasible this year and mentioned a problem with staffing and supplying additional precincts. The Board decided that they will address the issue again at a later time and directed Mrs. Jones to prepare a stat list or map of the number of voters in the precincts. _ With no other business to discuss Mr. Spears moved to Adjourn.
