HCBOE Board Meeting Minutes - October 15, 2013 - 11 am Absentee MeetingHARNETT COUNTY BOARD OF ELECTIONS ABSENTEE MEETING MINUTES OCTOBER 15, 2013 11:00 A.M. Present were: Chairman James Currin, Secretary Tony Spears, Member Joseph Powell and Director Claire Jones. Also present were Deputy Director, Claudette Williams, Candidate ward 1, Veronica Johnson, David Johnson, Candidate ward 1 Alvester McKoy and IT specialist Walt Temple. Mr. Currin called the meeting to order at 11:00 am. Minutes: The Board reviewed the minutes from October 8, 2013 and October 15, 2013, 10:30 meeting. Mr. Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent. Business: The Board reviewed the provisional poll -book. There were 5 total ballots. Mrs. Jones relayed to the Board that after researching the voters, 3 were valid unreported moves and 2 were not registered. Mr. Spears moved to reject the non -valid provisional votes. Mr. Powell Seconded. ' Approved without dissent. Mr. Powell moved to approve the valid provisional votes. Mr. Spears seconded. Approved without dissent. Mrs. Jones indicated that the provisional ballots would be combined with the One -Stop total to preserve voter secrecy. Ms. Jones started the provisional machine. The zero tapes were signed by the Board and the ballots were run through the machine. The Board closed the machine, signed the tapes and the Canvass abstract was prepared. The Board took comments and questions from the public while waiting for the abstract. The Board reviewed the Canvass abstract. Mr. Powell voted to approve the abstract. Mr. Spears Seconded. Approved without dissent. Mr. Currin then read the official results. In the Erwin Ward 1 race Alvester McKoy was declared the winner with Veronica Johnson having enough votes to ask for a runoff. At that time Mrs. Johnson submitted to the Board a written request for a runoff election. Mr. Spears moved to accept the request. Mr. Powell seconded. Approved without dissent. In other business Mrs. Jones informed the Board about a voter, Michael Dudak, who was on a felony list provided to the county from the State Board of Elections. Mr. Dudak was notified and he sent in a letter from his probation officer and his conviction paper work. It was clear that he was charged with a misdemeanor, not a felony. Mr. Dudak will maintain his active status. Mrs. Jones recommended to the Board that the 5:00 absentee meeting be canceled. There were no absentee ballots for the November election to approve. Mr. Powell moved to cancel the Absentee meeting on October 15, at 5:OOpm. Mr. Spears seconded. Approved without dissent. With no other business to discuss Mr. Powell moved to Adjourn. Mr. Spears seconded. The meeting was adj ourned at 11:3 3 am. The next meeting of the Board is an absentee meeting on October 22, 2013 5:00 pm. Approved by: es Currin, Chairman
