PUBLIC FORUM MINUTES
February 21, 2013
7:00 p.m.
Present were Walter Massey, Chairman,
Also present were Claire Jones, Interim Director, Claudette Williams, Deputy Director.
Members of the public included Mayor, Glenn McFadden, Commissioner Marshall Page and
wife Mildred Page.
Chairman Massey called the meeting to order at 7:00 p.m.
Mr. Massey introduced staff, thanked everyone for coming and turned the meeting over
to Interim Director Claire Jones.
Mrs. Jones stated the purpose of the forum and opened the meeting for discussion
Mr. Massey stated that the Lillington mayor and town council had approached the board
before about using the Lillington Community as a polling place. He explained that it had to go
through pre -clearance from DOJ. Mr. Massey also stated that Lillington Comm. Bldg. was one of
the best places for a polling place for Lillington.
Public comments:
Mayor McFadden agreed with Mr. Massey that the new community building was a much
better place earlier sites. He said that the polling place had been moved from the old Lillington
Community Building to the library, to the Commons and that now moving to this new Lillington
Community Building would provide a better place for voting. Mayor McFadden told of the
Vandercroft annexation into Lillington. He said he would like to see all the Lillington city
elections be held at the Lillington polling place instead of opening the polls in the Neills Creek
and Anderson Creek precincts. He also stated that he would do everything that he could to make
the Lillington precinct convenient for voters on election days. He is willing to close all other
programs on Election Days to make things better.
Mildred Page stated voters, especially the elderly, will be confused if they voted in one
precinct for the municipality and another precinct for the general elections. Mayor McFadden
concurred with Mrs. Page.
Marshall Page thanked the board for having the public hearing and said he represented
about 12 people who asked him to speak on their behalf.
Mrs. Jones stated that it saved the town $900 when Neills Creek and Lillington were
combined. In lieu of going to their polling place on Election Day, voters can come to the office
for early voting or have their ballots mailed to them.
Mr. Massey stated that curbside voting can also be used for voting and that this option of
voting was in the General Statues.
The next meeting of the Board will be the next Public forum at 7:00 pm. on February 26.
It will be held at Campbell University's John W. Pope Jr. Convocation Center located at 110
Main Street in Buies Creek.
With no further comments, Chairman Massey thanked the Lillington mayor and
commissioner for attending the hearing. The meeting was adjourned at 7:55 p.m.
