HCBOE Board Meeting Minutes - October 2, 2012 - Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS MEETING MINUTES October 2, 2012 11:30 a.m. Present were Chairman Walter Massey and Secretary James Currin. Also present was Ted Halstead, Elections Director. Chairman Massey called the meeting to order at 11:30 a.m. Business: Mr. Halstead advised that the Department of Justice had notified us of the possibility of extending One -Stop hours on a permanent basis for Presidential elections, as well as making the Western Harnett High School and the Erwin Community Center permanent One -Stop locations. All agreed that it would be useful to have these changes made permanent. Mr. Halstead reported on problems caused by the repeated vandalism of the Boone Trail polling place, and recommended that we seek a replacement location after the November 2012 General Election. All agreed that this is necessary given the circumstances. Mr. Halstead relayed the request made by the Harnett County Human Resources (HR) director that all new poll workers be trained on a single night, to reduce the workload of his staff sent to those training sessions. All agreed with this proposal on the understanding that any new poll worker unable to attend that particular session, which we will make the last training session, will instead go to the HR office during regular working hours for assistance. Mr. Halstead proposed that the Board begin running absentee ballots through the M100 machine at each absentee meeting, rather than waiting for canvass, due to the high volume of ballots received. No results will be counted, and the machine will be left in open status until canvass. All agreed that this would be a useful step. Mr. Currin suggested that we seek a chief judge who is available to work at any location. All agreed that this would be a helpful addition to our staff, especially during major elections. Mr. Currin proposed a motion increasing the pay for election rovers to $250 in view of the recent sharp increase in gasoline prices. Chairman Massey concurred, making approval unanimous. Chairman Massey noted that poll worker training had gone well, and that it had been particularly useful to have a separate session each evening with judges and chief judges. Mr. Currin concurred. The next meeting of the Board will be on October 16, 2012, at 5:00 p.m. Mr. Currin moved to adjourn. Chairman Massey seconded. The motion was approved unanimously.
