HCBOE Board Meeting Minutes - November 15, 2011 - Canvass MeetingHARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES November 15, 2011 11:00 A.M. Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor. Also present was Tom Woerner, a member of the media and Sherre Toler, Director. Chairman Massey called the meeting to order at 11:05 a.m. Minutes: The Board reviewed the minutes from November 1, 2011 and November 8, 2011. Ms. Taylor moved to approve. Mr. Currin. Approved without dissent. Business: The Board reviewed the provisional ballots. There were a total of seven ballots all of which appear to be valid. Ms. Taylor moved to approve the provisional ballots. Mr. Currin seconded. Approved without dissent. The M 100 tapes were printed, reviewed and signed by the Board. Write-ins were also reviewed and recorded on the write-in tally sheet. Ms. Toler advised that the hand -eye recount resulted in a slight change in the results. Two faint marks previously recorded as under votes were in fact votes for the only candidate in the race for Mayor of Angier. fwo write-in votes where the oval was not filled in were originally counted as under votes but the write-ins were recorded during the recount. The abstract was prepared and signed by the Board. Ms. Toler advised that she had received an email from a Lillington Town Commissioner expressing concerns over the lack of parking at the Commons Area. Ms. Toler advised that while there were some legitimate concerns regarding parking, she believes the location is still the best one possible for the Central Harnett precinct. She did advise that the entrance to the polling place be moved to the back of the building. Parking would be much closer to the entrance and would not be competing with Social Services. It would require discussions with the county manager and department heads to ensure employees park on the side of the building on Election Day resulting in parking spaces being available for voters. The Board advised Ms. Toler to send Ms. Stephens a letter to that effect. Ms. Toler advised that she received an email from a voter in Coats regarding an editorial written by a poll worker that appeared in the Daily Record on Election Day. Ms. Toler advised that she had contacted the County Attorney and after discussion the Board determined there were not sufficient legal grounds to remove the poll worker. The Board advised Ms. Toler to send the voter a letter to that effect. Ms. Toler advised the Board that an article in the Daily Record suggested that the Town Board of Coats was not happy with the voting location at the Coats Elementary School. Ms. Toler again stated that she believed it to be the best possible location for that precinct and also noted that no one attended the public hearing on the polling dace change and no voters complained on Election Day. Mr. Currin moved to go into closed session to discuss a personnel matter. Ms. Taylor seconded. The Board went into closed session at 12:00 p.m. The Board returned to open session at 12:55 p.m. with no action being taken during the closed session. The next meeting of the Board will be its regular monthly meeting on December 7, 2011 at 11:30 a.m. Mr. Currin moved to adjourn. Ms. Taylor seconded.
