HCBOE Board Meeting Minutes - September 7, 2010 - Regular Meeting - CopyHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING MINUTES SEPTEMBER 7, 2010 3:00 P.M. Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor. Also present was Sherre Toler, Director. Chairman Massey called the meeting to order at 3:00 p.m. Minutes: Ms. Taylor moved to approve the minutes of July 27, 2010. Mr. Currin seconded. Approved without dissent. Business: Ms. Toler discussed the parking situation after Lillington reconfigured the parking on 8th Street. The Board discussed providing voters with some type of notice of decreased parking but agreed that they did not want to appear to be discouraging voters in any way. Ms. Toler indicated that a picture would be posted on the website for the office site. Ms. Toler provided the Board with copies of a poll worker letter and polling place letter being sent out in the next few days. Ms. Toler and the Board conducted a mock IRV election utilizing poll worker training ballots. The Board tallied the results of each round and found Frank Sinatra to be the winner. Ms. Toler advised that she had received unofficial word that the requested grant for one -stop had been approved up to $3,000.00. The original request was for $3,500.00; however, the State Board approved staffing requests only with no funds being approved for supplies. Ms. Toler discussed the September voter registration drive at the high schools. She also updated the Board on the NCOA mailing. Staff mailed out 876 NCOA cards and 741 ID letters. Ms. Toler advised the Board that she had met with the County Manager and Finance Director regarding problems with obtaining approval of purchase orders and travel requests in a timely manner. The Board discussed a suggestion from the conference that someone from every polling place be in charge of delivering the M100 card back to the office on election night. After discussion the Board agreed not to change the current procedure. Ms. Toler showed the Board a copy of a letter received by the State Board from A.J. Stephenson regarding voting twice in the 2nd primary. Ms. Toler discussed hiring a temporary person to replace Mr. Barfield. She indicated that a person who had previously worked in the office expressed an interest in the position but had some criminal matters on his record which were all misdemeanors. After discussion, the Board agreed that this individual could be offered temporary employment. The next meeting of the board will be October 12, 2010 at 5:00 p.m., followed by the poll worker training from 5:30 — 9:00 p.m. Mr. Currin moved to adjourn. Ms. Taylor seconded.
