HCBOE Board Meeting Minutes - April 6, 2010 - Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING MINUTES April 6, 2010 3:00 P.M. Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor. Also present was Sherre Toler, Director. Chairman Massey called the meeting to order at 3:20 p.m. Minutes: Ms. Taylor moved to approve the minutes of March 2, 2010. Mr. Currin seconded. Approved without dissent. Business: Ms. Toler discussed the various ballot styles for the primary. She advised that there are 6 Democratic ballots, 2 Republican ballots and 1 Non -partisan ballot. The machines were being tested and everything appeared to be working properly. Ms. Toler advised that as of this date 378 absentee ballots had been mailed. 9 had been returned properly executed, 31 returned undeliverable and 13 with forwarding addresses. Ms. Toler presented the Board with a flyer for one -stop voting. She advised that all department heads in the county had been given the flyer to post in their office. After discussion, the Board requested Ms. Toler obtain a quote on running the flyer in the newspaper on April 14, April 21 and April 28 if at all possible. Ms. Toler discussed monies that were in the budget but the expenditures were paid by the State Board of Elections for the 2009-2010 budget year. After discussion, Ms. Toler was advised to notify the county manager/commissioners that there was money available that would not be expended. Ms. Toler advised that she had still not heard from the Department of Justice. As of this date, 99 people have signed up for poll worker training. However, Ms. Toler advised that seven of the thirteen chief judges had not yet signed up for training causing some concern. Additionally, Ms. Toler advised that the State Board has mandated use of the barcode scanners at all one -stop locations and all precincts on Election Day. Ms. Toler advised that the Commissioners are considering a possible tax referendum for November. Ms. Toler advised the Board that the conference for election officials is mandatory in August and will be held in Asheville on August 23 and August 24. Ms. Toler advised that it would be a significant budgetary expense due to higher travel costs and hotel expenses at that location. The Board discussed utilizing the extra monies in this budget year and carrying a portion of them forward in order to pay the additional costs of this conference.
