HCBOE-February 3, 2009-Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING MINUTES February 3, 2009 12:00 p.m. Present were Secretary Walt Titchener and Member Walter Massey and Louise Taylor, new member. Also present was Diane Hatley, Harnett County Clerk of Court, Margaret Randall, Tom Woerner of the Daily Record and Sherre Toler, Director. Diane Hatley administered the oath of office to Ms. Taylor. Following the ceremony, the Board reorganized. Mr. Titchener moved to nominate Mr. Massey as the new chair. Ms. Taylor seconded. Approved without dissent. Ms. Taylor nominated Mr. Titchener to continue his position as secretary. Ms. Massey seconded. Approved without dissent. The Board discussed the meeting date and time and agreed to leave it at the I" Tuesday of the month at noon. Ms. Toler advised the Board that they had their first department head meeting with the new county manager Scott Sauer. Ms. Toler also advised the Board that Claire Jones had passed the certification exam and would be receiving her award in April at the Dare County Conference. Ms. Toler advised that list maintenance had been completed and had reduced the list of the voter without a geocode down to 422. Ms. Toler discussed the upcoming budget and upcoming elections. She advised the Board that Commissioner Chairman McNeill indicated there may potentially be a request for an alcohol election in Anderson Creek. The municipal elections will also be held in the fall. Ms. Toler advised that she had written to all the towns involved. Ms. Toler also advised that the Board would need to look at polling place changes in several locations. Mr. Massey directed Ms. Toler to find out whether or not state funds would be available for physical improvements at any locations. Mr. Massey indicated that the Board needed to go into closed session at 12:35 to discuss a personnel matter. Mr. Titchener moved to go into closed session. Ms. Taylor seconded. Approved without dissent. The Board returned to open session with no action being taken at 12:50 p.m. The next meeting of the Board will be on March 3, 2009 at 12:00 noon.
