HCBOE-November 17, 2006-Canvass MeetingHARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES November 17, 2006 11:00 a.m. Present were William Randall, Chairman, Secretary Roy Tew and Member Walter Massey. Candidates Craig Matthews and Chuck Levorse, and Tom Woerner of the Harnett County News were also present. Sherre Toler, Director was also present. Mr. Randall called the meeting to order at 11:00 a.m. New Business: Ms. Toler reported on the provisional ballots. There were 109 not valid. They include 8 voters registered after the deadline; 5 were registered but moved out of the county more than 30 days ago; 31 were removed for either moving to another county or a felony and didn't re -register; 62 had no record of registration; 1 voter did not sign; 1 moved out of the county but put the ballot into the machine at the polling place, another voter was not registered and took the provisional envelope with them but put ballot into machine on election day. Ms. Toler also advised that there were 101 valid provisionals, 28 partials and 5 for which the Board needed to vote on. The pending ballots involved voters who didn't sign the registration form verifying their correct address. Mr. Tew moved to reject those ballots. Mr. Massey seconded. Approved without dissent. The board then opened the approved provisional ballots. Ms. Toler inserted those into the machine. They also examined the partially counted ballots and removed the following votes from the final tally. David Lewis 1; Frank Stewart 2; Bryan Avery 6; Beatrice Hill 11; Vivian Bennett 15; Chuck Levorse 2; Craig Matthews 1; Tim McNeill 1; and Donna McNeill 1. The final tapes were entered and the canvass report was run. The board signed 3 copies of the report. One race, Board of Education District 3, was within the 1% margin for a recount. Mr. Levorse submitted a letter requesting that recount. Ms. Toler advised that there was also a recount pending for the Court of Appeals race. The Board agreed to hold the recount for both of those races on November 21, 2006 at 8:00 a.m. Mr. Tew submitted a letter regarding suggestions for improving elections in the future.
