RECOUNT AND CANVASS MEETING MINUTES
May 9, 2006
9:00 a.m.
Present were William Randall, Chairman, Secretary Roy Tew and Walter Massey,
Member.
Two teams for counting the random hand -eye sample were present consisting of
one team of 2 Democrats and 1 Republican and one team of 2 Republicans and 1
Democrat.
Mr. Randall called the meeting to order at 9:15 a.m.
New Business:
The two teams counted the Supreme Court race on each ballot pursuant to the
requirement of a hand -eye random sample recount for the precincts of Lillington and
Boone Trail with each member doing both tallying and calling. All totals matched and
were signed by the Board. This process was complete by 10:00 a.m.
The Board recessed until 11:00 a.m. at the time designated for canvass. Mr.
Randall called the meeting back to order.
Minutes:
Mr. Tew moved to approve the minutes from April 25, 2006 and May 2, 2006.
Mr. Massey seconded. Approved without dissent.
New Business:
The Board reviewed provisional ballots. Ms. Toler advised that there were 26
provisional ballots. One voter did not sign the provisional ballot and the poll worker also
did not sign. Mr. Tew moved to reject this ballot. Mr. Massey seconded. Approved
without dissent.
Ms. Toler advised that many of the ballots were still not numbered despite the
additional training provided. She also advised that in at least one precinct, the person
who attended the additional training did not do the provisional ballots and another person
did who did not attend the mandatory training session. She advised that these matters
would be addressed at the training session for the November election.
Ms. Toler advised that the other ballots were all valid with 11 voting in the
incorrect precinct, 3 being a jurisdictional dispute, and 10 being an unreported move and
1 with no record of registration having been in rejects. One voter voting out of precinct
was given an incorrect ballot and it had to be partially counted. Mr. Tew moved to
approve the remaining ballots as designated. Mr. Massey seconded. Approved without
dissent. The Board ran the ballots through and removed one vote for Gary House from
the partially counted ballot. The abstract was prepared and signed by the Board.
The provisional report is attached hereto and incorporated herein by this
reference.
The next meeting of the Board will be its regular monthly meeting on June 13,
2006 at 3:00 p.m.
Mr. Massey moved to adjourn. Mr. Tew seconded. The meeting was adjourned
at approximately 12:30 p.m.
