020122 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session February 1, 2022 The Harnett County Board of Commissioners met in work session on Tuesday, February 1, 2022 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Lewis W. Weatherspoon, Chairman Matt B. Nicol, Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner W. Brooks Matthews, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Johnson led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order — Chairman Lewis Weatherspoon 2. Discussion of Electronic Signature Policy, Ira Hall, Chief Information Officer and Thomas Royer, Assistant Staff Attorney 6. Discussion of Lease Agreements for 125 Alexander Drive Warehouse, Brian Haney, Assistant County Manager and Christopher Appel, Senior Staff Attorney 7. Session 13. Adjourn Brian Haney, Assistant County Manager reviewed a draft of the Board's legislative priorities for FY 2022. Discussion included the rankings of the priorities. Commissioner McKoy made a motion to go from three top priorities to five. The motion was seconded by Vice Chairman Nicol. Dwight Snow, County Attorney, stated as a point of order this is a work session and normally unless otherwise indicated, the Commissioners would reach a consensus and vote at the next regular meeting. Commissioner McKoy rescinded the motion to allow for a consensus to be taken. The Commissioners reached a consensus on the following top priorities: Economic Development - Assist with Efforts to Expand Natural Gas Capacity - Assist County in Creation of Economic Development Sites, Buildings, and Industrial Parks - Support Four -Lane Highways into Wake County - Assist County in Expanding Broadband Access to Underserved Areas Harnett Regional Jetport - Assist County with Expanding and Enhancing Harnett Regional Jetport Education - Provide Additional Solutions to Assist with Public Education Capital Funding The consensus of the Board was to place this item on the consent agenda for the next regular meeting. Brent Trout, County Manager, reviewed the recommendation from the Jetport Committee to reject the previous bids, clarify the bid request, and to go back out for a rebid. Commissioner Matthews made a motion to reject the bids on the previous RFP, submit a new RFP with revised guidelines. Commissioner Johnson seconded the motion. Commissioner McKoy asked if those who previously bid, would they be able to resubmit bids. Mr. Trout stated they would be able to resubmit bids. The motion passed unanimously. Harnett County Board of Commissioners Work Session Minutes February 1, 2022 Page 2 of 4 Ira Hall, Chief Information Officer, shared a request for the adoption of a resolution permitting county transactions signed electronically to have the same force and effect as a manual signature according to the validity requirements of NCGS § 66-58.5. Consensus of the Board was to place the item on the consent agenda for the next regular meeting. Mr. Haney reviewed a request to approve lease agreements with Harnett County Schools and the Town of Lillington to occupy space in the County-owned warehouse located at 125 Alexander Drive, Lillington. The County acquired the property as part of the property exchange approved on December 6, 2021, between the County, Harnett County Schools, and the Town of Lillington. Consensus of the Board was to place the item on the consent agenda for the next regular meeting. Mr. Haney also reviewed a request from the Sheriff's office asking the Board to rescind its approval of the reclassification request that was approved on January 3, 2022, for employee in position number 1082 from a Classification Assistant (Grade 15) to an Administrative Assistant 11 (Grade 21). The request had been to take the employee to the minimum of the new grade and then give them a 10 percent salary increase. This request was made to adjust the employee's grade based on additional clerical duties they were taking on that had previously been done by the Detention Center Administrator. This request will correctly align the employee in the reorganization of the Detention Center civilian staff and adjust their salary in accordance with the Harnett County Personnel Ordinance. Sheriff Coats requests that this reclassification be effective January 16, 2022. Consensus of the Board was to place the item on the consent agenda for the next regular meeting. Mr. Snow reviewed a proposal by a third party to purchase real property owned by Harnett County and the City of Dunn. An offer was made by Dunkin Deals LLC to purchase a. 14 vacant lot in the amount $7500. On December 14th the City of Dunn Council adopted a Resolution which authorized the sale of real property to Dunkin Deals LLC subject to the approval of the Harnett County Board of Commissioners and compliance with the statutory procedure. Consensus of the Board was to place the item on the consent agenda for the next regular meeting. Mr. Snow also reviewed a request to issue a quitclaim deed conveying certain real property to the WA Johnson heirs pursuant to a reverter claim interest. Pursuant to a General Warranty Deed dated December 29, 1997, W.A. Johnson donated and conveyed to the County of Harnett two real property tracts which make up a portion of the entrance and parking lot area of the former county library site at 601 S. Main Street in Lillington, NC 27546. These two tracts are identified as PIN #0650-50-0531.000. As the Board is aware, the Harnett County Library has recently moved into its new facility located in the Harnett County Governmental Complex. The former library site at 601 S. Main Street, Lillington, NC, is no longer being used for County public library purposes. In fact, the County Board of Commissioners has recently entered into a real property exchange agreement dated November 7, 2021, whereby the former County public library site to be conveyed by Harnett County to the Harnett County Board of Education subject Harnett County Board of Commissioners Work Session Minutes February 1, 2022 Page 3 of 4 to the reverter clause encumbrance. Consensus of the Board was to place the item on the consent agenda for the next regular meeting. Lisa McFadden, Budget Director, reviewed the recommended 2023-2029 Capital Improvements Program. Additional discussion included Department of Social Services third floor space, additional hangers and land acquisition for the Jetport and maintenance facilities for the county and school system. Next steps included a public input session at the February 7, 2022 Regular Meeting and adoption at the February 21, 2022 meeting. Mr. Trout stated he was very impressed with Lisa's and staffs' work on the Capital Improvements Program. The February 7, 2022 Regular Meeting agenda and applications to serve on Boards and Commissioners were also reviewed. Commissioner Matthews made a motion to go into Closed Session to instruct the county staff concerning the position to be taken by the County in negotiating a contract for the acquisition of real property. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(5). The motion was seconded by Vice Chairman Nicol and carried unanimously. Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting back into open session.
