The Harnett County Board of Commissioners met in a recessed meeting on Tuesday, December 7,
2021 at 12:00 pm, in Training Room 103 A, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.
Members present: Lewis W. Weatherspoon, Chairman
Matt B. Nicol, Vice Chairman
Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner
W. Brooks Matthews, Commissioner
Staff present: George Wood, Interim County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Melissa Capps, Clerk
Chris Appel, Senior Staff Attorney
Brian Haney, Assistant County Manager
Coley Price, Assistant County Manager
Steve Ward, Harnett Regional Water, Director
Mark Locklear, Development Services Director
Chairman Weatherspoon reconvened the meeting at 12:00 pm.
Vice Chairman Nicol led the Pledge of Allegiance and provided the invocation.
The Commissioners hosted a joint meeting with legislative representatives and local
municipalities to discuss water and sewer needs for Harnett County. The following were in
attendance:

- Patsy M. Carson, Mayor, Town of Erwin
- Snow Bowden, Town Manager, Town of Erwin
- Chris Coats, Mayor, Town of Coats

- Glenn McFadden, Mayor, Town of Lillington
- Joseph D. Jeffries, Town Manager, Town of Lillington
- William P. Elmore, Jr., Mayor, City of Dunn
- Steven Neuschafer, City Manager, City of Dunn

Discussion included water, sewer and infrastructure needs within Harnett County.
Chairman Weatherspoon thanked everyone for coming and asked if everyone was in agreement
with meeting quarterly. Consensus was to continue the meetings quarterly and meet some time
in February.
There being no further business, Vice Chairman Nicol made a motion to adjourn. The motion
was seconded by Commissioner Johnson. The motion carried and the meeting adjourned at 1:47
pm.
