101221 wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session October 12, 2021 The Harnett County Board of Commissioners met in work session on Tuesday, October 12, 2021 at 9:00 am in Commissioners Meeting Room, Harnett County Resource Center and Library Building, 455 McKinney Parkway, Lillington, North Carolina. Members present: Lewis W. Weatherspoon, Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner Matt Nicol, Commissioner Member Absent: W. Brooks Matthews, Chairman Staff present: George Wood, Interim County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa D. Capps, Clerk Vice Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and invocation. County Manager's Report- George Wood, Interim County Manager • October 18, 2021 Regular Meeting Agenda Review • Review applications to serve on Boards and Committees • Upcoming meetings and invitations 12. Closed Session 13. Adjourn Carl Davis, Parks and Recreation Director, reviewed a draft Fee Waiver Policy for Parks & Recreation Facilities. The consensus of the Board was to add it to the consent agenda for the next regular meeting. Thomas Royer, Assistant Staff Attorney, reviewed a request to renew a lease of County property located at Highway 401/421, 1700 ft. N/O McKinney Parkway, Lillington for a billboard and the request to replace the old wooden pole structure with a 10' x 24' steel monopole. If approved, beginning February 1, 2022 InterState Outdoor, Inc. would pay $2,000 per year for years 1-5 and $2,200 per year or years 6-10. The lease would require a 30 day public hearing notice. Vice Chairman Weatherspoon asked staff check with the Town of Lillington on how they feel about the location. Consensus of the Board was to set the public hearing and issue a notice. George Wood, Interim County Manager, reviewed a request to donate two small parcels of land to the City of Dunn that have both been and continue to be used by Dunn for sewer pump stations. One is 0.09 acres, with a value of $1,980; and the other is 0.13 acres with a value of $2,830. My recommendation is that you donate both parcels to the City of Dunn at no charge. The consensus of the Board was to add this item to the consent agenda for the next regular meeting, if it requires a public hearing, the item will be pulled and considered at a later date. Mr. Wood reviewed a request to call a public hearing for October 26, 2021 at 9:00 am on the proposed ordinance amendment for water and sewer capacity allocations. Vice Chairman Weatherspoon stated that is the day we will be discussing redistricting. Mr. Wood stated yes sir and we would request you consider a vote on the amendments following the public hearing. Commissioner McKoy asked that a notice be prepared for the October 20h to share redistricting will be discussed. Commissioner Nicol made a motion to call a public hearing for October 26, 2021 at 9:00 am on the proposed ordinance amendment for water and sewer capacity allocations. Commissioner Johnson seconded the motion. The motion passed unanimously. Commissioner Johnson made a motion to make the October 26th meeting a voting meeting. The motion was seconded by Commissioner Nicol. The motion passed unanimously. October 12, 2021 Work Session Minutes Harnett County Board of Commissioners Page 2 of 4 Angela McCauley, Library Director and Joanna Cox, Assistant Library Director, provided information on the elimination of late fines for materials at the Harnett County Public Library. The consensus of the Board was to place this item on the consent agenda for the next regular meeting. Mr. Wood reviewed a memo regarding the recommendation on Jetport pending projects and the Engineer of Record (EOR) RFQ process. The recommendation is to preserve all of your options until you are comfortable with the key decisions to be made and to have a sub -committee of Commissioners Weatherspoon and Nicol, and the Chair and Vice -Chair of the Airport Advisory Committee, and Natalie Pusser review all of the submittals and select the top five for the full BOC's review and interviews. The BOC would then interview the top five and select a firm. Then the Legal Department would negotiate the contract. The submittals are due by October 15`h. The consensus of the Board was to place this item on the consent agenda for the next regular meeting. Mr. Wood provided an update on the County Manager selection process and Economic Development Director recruitment process. The draft agenda for the October 18, 2021 meeting was reviewed, as well as the applications to serve on Boards and Committees. Commissioner Nicol made a motion the Board go into Closed Session for the following purpose: to instruct the County staff concerning the position to be taken by the County in negotiating a contract for the acquisition of real property. The motion was seconded by Commissioner Johnson that passed unanimously. Following a motion to come out of Closed Session, Vice Chairman Weatherspoon called the meeting back into open session.
