Regular Meeting Minutes
November 1, 2021
The Harnett County Board of Commissioners met in regular session on Monday, November 1,
2021 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and
Library, 455 McKinney Parkway, Lillington, North Carolina.
Members present: W. Brooks Matthews, Chairman
Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner
Lewis W. Weatherspoon, Vice Chairman
Matt B. Nicol, Commissioner
Staff present: George Wood, Interim County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Melissa Capps, Clerk
Chairman Matthews called the meeting to order at 9:00 am. Commissioner Nicol led the Pledge
of Allegiance and invocation.
Chairman Matthews called for any additions or deletions to the published agenda. Vice Chairman
Weatherspoon made a motion to approve the agenda. The motion was seconded by Commissioner
Johnson and carried unanimously.
Vice Chairman Weatherspoon made a motion to approve the consent agenda. Commissioner Nicol
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:
A. Minutes
i. Work Session Minutes of October 12, 2021
ii. Regular Meeting Minutes of October 18, 2021
B. Budget Amendments (Attachment 1)
C. Tax Rebates, Refunds and Releases — Motion to approve tax rebates, refunds and
releases as requested by the Tax Administrator. (Attachment 2)
D. Harnett County Staff Attorney requests Disclosure of Settlement Agreement of
Livingston, et. al. v. Kehagias, et. al., 5:16-cv-00906.
E. Motion to approve the Resolution of Adoption Fort Bragg Regional Land Use
Advisory Commission Bylaws Revisions. (Attachment 3)
F. General Services Director requests the Board of Commissioners approve Change
Order #1 - Precision Approach, LLC and County of Harnett Contract Price Increase
of $96,264.00 to an Adjusted Contract Price of $1,554,905.00 for Additional Work

Chairman Matthews opened the meeting for informal comments by the public, allowing up to 3
minutes for each presentation up to 30 minutes. The following people provided comments:
1. Margaret Morton of 86 Gwendolyn Way, Fuquay Varina, NC.
2. Sherrie Yuschak of 224 Walker Grove Lane, Lillington, NC.
3. Elizabeth Crudup of 234 Hamilton Road, Bunn Level, NC.
No one else spoke. The public comment period was closed.
Vice Chairman Weatherspoon made a motion to approve the following:
HARNETT COUNTY HOME AND COMMUNITY BLOCK GRANT COMMITTEE
Tracy Honeycutt has requested Alan Longman be removed from the committee due to inactivity.
The last meeting attended was August 23, 2018.
TOWN OF ANGIER
The Town of Angier requests approval of Haley Plumley's appointment for a two-year term to
serve on both the Angier Planning Board and Board of Adjustment. Term will be October 12,
2021 - December 31, 2023.
Commissioner Nicol seconded the motion. The motion carried unanimously.
Commissioner Johnson nominated Deborah Chioritti, District 2 to serve on the Juvenile Crime
Prevention Council. Commissioner McKoy nominated Ashley Vest, District 1 to serve on the
Juvenile Crime Prevention Council. Vice Chairman Weatherspoon made a motion to close
nominations. Commissioner Nicol seconded the motion which carried unanimously.
Vice Chairman Weatherspoon and Commissioners Johnson and Nicol voted in favor of
appointing Deborah Chioritti of District 2 to the Juvenile Crime Prevention Council. Chairman
Matthews and Commissioner McKoy voted in favor of appointing Ashley Vest. Deborah
Chioritti of District 2 received the most votes and was appointed to the Juvenile Crime
Prevention Council.
William Tyson, Tax Administrator, petitioned the Board for a public hearing on the proposed
schedule, standards, and rules to be used in the 2022 revaluation of real property in Harnett
County. Chairman Matthews opened the public hearing and the following people spoke:
1. Elizabeth Crudup of 234 Hamilton Road, Bunn Level, NC.

2. Kent Jeffries, 747 Purfoy Road, Fuquay Varina, NC.
No one else spoke and the public hearing was closed.
Brian Haney, Assistant County Manager, stated a draft of the proposed policy governing the use
of the Harnett County Commons Area and Harnett County Resource Center & Library Training
Rooms was presented to the Board of Commissioners during the October 26, 2021, work session.
During the discussion, the Board provided direction on a number of items they would like to see
added to the policy for clarification. Mr. Haney reviewed the additions and petitioned the Board
for a public hearing on the revised policies governing the use of the Harnett County Commons
Area and Harnett County Resource Center & Library Training Rooms. Chairman Matthews
opened the public hearing and the following person spoke:
• Richard Chapman 520 Christian Light Road, Lillington Rotary Club.
No one else spoke and the public hearing was closed. This item was deferred until the next work
session along with the proposed staffing requests for the facilities rental policy.
George Wood, Interim County Manager, stated our original plan was to put the American Rescue
Plan Funding (ARPA) money into the Capital Improvement Program (CIP), however, we are
waiting on the state budget and clarity on what we could use for the ARPA funding. Mr. Haney
provided an update on the American Rescue Plan Funding (ARPA). Consensus of the Board was
to back out the ARPA funding from the CIP.
Vice Chairman Weatherspoon shared information regarding the proposals received for the
Jetport Engineer of Records. Vice Chairman Weatherspoon stated the committee's
recommendation is that we engage Talbert & Bright and Parrish and Partners as the Engineers of
Record moving forward. Vice Chairman Weatherspoon made a motion to engage Talbert &
Bright and Parrish and Partners as the Engineers of Record moving forward. Commissioner
Nicol seconded the motion which carried unanimously.
Chairman Weatherspoon stated we have a number of projects going on at the Jetport. The
committee's recommendation is Talbert & Bright do no more work on the Master Plan, complete
the Apron Expansion and we also recommend Parrish & Partners begin work immediately on
Airport Layout Plan, carry it through FFA approval. We also recommend Parrish & Partners
begin working immediately on the project concerning new hangers and associated work. We
also recommend and I make the motion Talbert & Bright go out for bid, finish up plans get final
cost estimates on the construction of the new terminal, that Talbert & Bright do the construction
administration and Parrish & Partners do the construction observation. The motion was
seconded by Commissioner Nicol. Commissioner McKoy asked if this had gone to the Airport
Committee. Vice Chairman Weatherspoon stated no ma'am it has not. Mr. Wood shared we
needed to make a decision on the Engineer of Record due to time constraints. Discussion
continued. Mr. Wood stated my suggestion would be to keep the construction administration, all
the draw downs, pay requests and inspections with the architect. Vice Chairman Weatherspoon

stated based on Mr. Wood's recommendation and concern, I make a motion to table this until we
can have a meeting with the committee, a special called meeting of the advisory board and come
back with another recommendation. The motion was seconded by Commissioner Nicol and
carried unanimously.
Mr. Wood stated November 8a' there will be a public hearing at 9:00 am on the redistricting
maps and then going into closed session to review manager applications.
Chairman Matthews asked Melissa Capps, Clerk to the Board to read the public comments
received by email. Ms. Capps read comments from the following citizens:
1. Alicia Crandall of 111 Dogwood Lane, Lillington, NC.
2. Becky Blair of 816 S. Main Street, Lillington, NC
3. Jody Rock of 605 Ruth Circle, Fuquay-Varina, NC.
Commissioner McKoy made a motion to go into closed session to discuss certain personnel
matters. This motion made is made pursuant to NC General Statute section 143-318.11 (a) (5).
The motion was seconded by Commissioner Johnson and carried unanimously.
Following a motion to come out of Closed Session, Chairman Matthews called the meeting back
into open session.
Vice Chairman Weatherspoon moved to adjourn the meeting at 11:19 am. Commissioner Nicol
seconded the motion that passed unanimously.

NORTHWEST HARNETT ELEMENTARY SCHOOL
CAPITAL PROJECT ORDINANCE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the
governing board for Harnett County.
Section 1. This project consists of the purchase of land for and construction of a new elementary school
to be known as Northwest Harnett Elementary School. The new Northwest Harnett Elementary
school will have capacity to accommodate up to 1050 students.

RESOLUTION OF ADOPTION
FORT BRAGG REGIONAL LAND USE ADVISORY COMMISSION
BYLAW REVISIONS
WHEREAS, The Fort Bragg Regional Land Use Advisory Commission (RLUAC) was established in
1991 at the conclusion of the Joint Land Use Study to serve as a regional forum to advance planning and
communication between the military bases and the surrounding local governments; and
WHEREAS, RLUAC was established in 1991 under the authority of NCGS 160A-461 for the purpose of
interlocal cooperation and was subsequently incorporated as a 501(c)3 membership -based non-profit
organization in 2004; and
WHEREAS, RLUAC is the leading advocate for coordination and collaboration between Fort Bragg and
local governments on issues related to compatible growth and environmental sustainability in the North
Carolina Sandhills region; and
WHEREAS, Harnett County is a member of RLUAC; and
WHEREAS, On November 19, 2020, and on August 19, 2021, RLUAC approved amendments to
modernize its governance structure and implement the organization's strategic plan; and
WHEREAS, Approval of two-thirds of the local government members of the Commission is needed to
officially amend the bylaws.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Harnett County hereby
approves the revised RLUAC Bylaws as amended on November 19, 2020 and on August 19, 2021 at the
quarterly membership meetings of RLUAC.
Adopted this day of November, 2021, by the Board of Commissioners of Harnett County.

A RESOLUTION TO CHANGE THE MEETING DATE OF THE
NOVEMBER 9, 2021 WORK SESSION FOR THE
HARNETT COUNTY BOARD OF COMMISSIONERS
THAT WHEREAS, the Harnett County Board of Commissioners adopted on September 19,1994
certain Rules of Procedure by which the Board would conduct its meetings; and
WHEREAS, the Harnett County Board of Commissioners adopted the 2021 Schedule of
Meetings on January 4, 2021 establishing a Work Session on Tuesday, November 9, 2021 to be held in
the Board of Commissioners Meeting Room at the Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, NC; and
WHEREAS, Rule 6 of the Rules of Procedure concerning "Regular and Special Meetings" states
that the Board may change the place or time of a particular meeting by resolution: that the Board has
determined that it would like to change the Work Session scheduled for Tuesday, November 9, 2021 to
Monday, November 8, 2021 to be held in the Board of Commissioners Meeting Room at the Harnett
County Resource Center and Library, 455 McKinney Parkway, Liliington, NC.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Harnett County
that the Tuesday, November 9, 2021 be changed to Monday, November 8, 2021 to be held in the Board of
Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway,
Lillington, NC. This Resolution shall be filed with the Clerk to the Board, posted at the regular meeting
place and forwarded to all parties on the County's Sunshine List.
Adopted by the Harnett County Board of Commissioners in regular session, this I" day of
November 2021.
