042721 wsmHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session April 27, 2021 The Harnett County Board of Commissioners met in work session on Tuesday, April 13, 2021, in the Commissioners Meeting Room, Harnett County Resource Center and Library Building, 455 McKinney Parkway, Lillington, North Carolina. Members present: W. Brooks Matthews, Chairman Lewis W. Weatherspoon Vice Chairman Mark B. Johnson, Commissioner Barbara McKoy, Commissioner Matt Nicol, Commissioner Staff present: Paula Stewart, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Lindsey B. Lucas, Interim Clerk Chairman Matthews called the meeting to order at 9:00 am. Commissioner Johnson led the Pledge of Allegiance and invocation. The following agenda was before the Board: ➢ Pledge of Allegiance and Invocation ➢ Call to order, Pledge of Allegiance and Invocation ➢ Harnett County Commission for Women and Youth Update, Thomas Royer ➢ Harnett Regional Jetport/FBO Discussion, Coley Price ➢ Discuss Proposed Conflict of Interest Policy, Christopher Appel ➢ Discuss Proclamations Honoring 911 Workers, Medical Personnel, and Harnett County Volunteers, Christopher Appel ➢ County Manager's Report: - May 3, 2021 Regular Meeting Agenda Review - Update on One -Time Benefit Supplement - Review applications to serve on Boards and Committees - Upcoming meetings and invitations ➢ Adjourn Assistant Staff Attorney Thomas Royer gave an update on the changes to the Bylaws made to the Commission for Women and Youth. I was the consensus of the Board to add this item to the consent agenda at the next regular meeting. Assistant County Manager Coley Price and General Services Director Barry Blevins stood before the Board to discuss the Harnett Regional Jetport/FBO. Mr. Blevins gave the Board a brief history on the Harnett Regional Jetport and where it stands today. Chairman Matthews stated the Board may have questions going forward before a decision is made. Mr. Price commented to the Harnett County Board of Commissioners April 27, 2021 Work Session Meeting 1 of 2 Board that if they are leaning towards an RFP that time is of the essence. Questions were asked by the commissioners and discussions were continued. It was the consensus of the Board to add this as a discussion item at the next regular meeting. Senior Staff Attorney Christopher Appel presented to the Board the proposed Conflict of Interest Policy. Mr. Appel explained that Harnett County has never had a standard policy and felt since there have been questions regarding what constitutes a conflict of interest we should have a county wide policy. The purpose would be to establish guidelines for ethical standards of conduct for employees, agents, officials and so on. It was the consensus of the Board to add this to the consent agenda at the next regular meeting. Mr. Appel presented the Proclamations he drafted that honor workers and volunteers for work they have done during the pandemic. Commissioner Johnson stated he would like separate proclamations for 911 workers, Medical Personnel and Harnett County volunteers. Mrs. Stewart reviewed the draft May 3, 2021 regular meeting agenda. The Commissioners discussed the one-time benefit supplement for County employees Vice Chairman Weatherspoon moved to go into closed session to 1.) To discuss certain personnel matters; and 2.) To instruct the County staff concerning the position to be taken by the County in negotiating a contract for the acquisition of Real Property. Commissioner Nicol seconded the motion that passed unanimously. Vice Chairman Weatherspoon made a motion to adjourn the meeting at 11:08 am.
